KV Singh Deo seeks RDSS support to build resilient power infrastructure
BHUBANESWAR: The Odisha government on Tuesday made a strong pitch for central financial assistance to strengthen the state's disaster resilient power infrastructure under the revamped distribution sector scheme (RDSS). Attending the Conference of State Energy Ministers and Energy Secretaries of Eastern Region States at Patna in Bihar, deputy chief minister-cum-Energy minister KV Singh Deo urged Union Power minister Manohar Lal Khattar to sanction Rs 6,284 crore under the RDSS to the state. The state government's proposal is pending approval by the Ministry of Power since June 2023. In April 2023, the state cabinet had approved the Energy department's proposal to implement the revamped distribution sector scheme (RDSS) to improve reliability and resilience in the power distribution network, especially in the coastal districts covered by TPCODL, TPNODL and TPSODL. While a major part of the proposal amounting to Rs 4,248 crore (67 per cent) of the total project proposal was towards creation of cyclone resilient power infrastructure, the state government had posed Rs 1,510 crore for upgradation of distribution infrastructure, Rs 428 crore for smart metering and Rs 97 crore for project management agency (PMA). After initial reluctance to accept the state's proposal as the central scheme does not permit financial assistance to private distribution companies (discoms), the Power Ministry finally agreed to consider it following assurance from the state government that the assets to be created under the programme will be in its books of account and there will be no tariff impact on the consumers. The state's proposal is hanging fire even after compliance to queries from the Power Finance Corporation (PFC) and several rounds of discussion with PFC officials. Singh Deo also reiterated the state's demand for allocation of 800 MW of power from the second unit of the super critical thermal power plant of Neyveli Lignite Corporation India Limited (NLCIL) at Talabira in Sambalpur district. The central PSU is setting up a 2,400 MW (3x800 MW) pit-head thermal power plant for which it has already procured power purchase agreements (PPAs) with four states including Odisha. GRIDCO will get 800 MW power from the first unit of the power plant which is expected to be commissioned in 2028-29 while 1,500 MW will go to Tamil Nadu, 400 MW to Kerala and 100 MW to Puducherry. Apart from use of its coal, water and land, the state will face all the externalities of the power plant while the major beneficiary is Tamil Nadu. The state has been demanding additional 800 MW from the second unit of the thermal project.

2 Lakh Cyber Attacks On India's Power System During Op Sindoor: Minister
There have been two lakh cyber attacks on the power sector in India during 'Operation Sindoor'. In the first such confirmation of massive cyber attacks during India-Pakistan clashes, the government today said all the attacks were foiled and the power system is working perfectly. "Two lakh cyber attacks on the power system have taken place. All these attacks have been thwarted," said Union Power Minister Manohar Lal Khattar. He was addressing a press conference on the completion of 11 years of the BJP-led Central government. To a question by NDTV, the minister said that cyber attacks started after India launched 'Operation Sindoor' - in retaliation for the Pahalgam terror attack - and continued for 8 to 10 days. In Jammu and Kashmir, most of the official sites, including power, were targeted, and some are still struggling to be restored. The cyber attacks have affected public services and the official functioning of various departments. On May 7, India woke up to the news of "focused, measured and non-escalatory" strikes of the Armed Forces on the terrorist infrastructure in Pakistan and Pakistan-occupied Kashmir. Nine terror launchpads were targeted within 25 minutes in the operation. The mission was named 'Operation Sindoor' - a codename to avenge the widows of the April 22 attack, wherein 26 civilians - all men - were killed in cold blood by terrorists linked to an offshoot of Lashkar-e-Taiba. The precision terror strikes on terror launch pads were met with Pakistani aggression. The Pakistani military tried to target several cities in India using drones and other munitions, which were "repulsed" by the Indian forces. After four days of fighting, India and Pakistan reached an agreement to stop firing on May 10. Within hours, however, the deal was breached by Pakistan. It was responded to with a stern warning by the Armed Forces the next day: "India would retaliate fiercely to any violation in future".

India foiled 2L cyber-attacks on Power infrastructure in the recent Indo-Pak conflict: Union Minister Khattar
Srinagar, June 12 (UNI) Union Power Minister Manohar Lal Khattar on Thursday said that India successfully thwarted nearly two lakh cyber attacks targeting its power infrastructure during the recent Indo-Pak conflict. Addressing a press conference marking the completion of 11 years of the Narendra Modi government, Khattar said, "Cyber security is now the biggest threat facing not only India but the entire world." He said that there was growing frequency of cyber attacks and cyber crimes. "A significant amount of work has been done in this domain. Today, our cyber security systems are robust enough to counter such threats effectively," he said Khattar revealed that a wave of cyber attacks was launched against Indian Power infrastructure following the commencement of Operation Sindoor—an offensive targeting terror camps across the border. "Specifically in the power sector, around two lakh cyber attack attempts were recorded. However, our cyber security teams neutralized each one of them, ensuring that no damage was caused anywhere in the country," he said. Highlighting the capabilities of Indian scientists and security experts, the Union Minister remarked that the nation now possesses the expertise to defend against such sophisticated threats, which, he warned, can originate from any part of the world. Touching upon developments in Jammu and Kashmir, Khattar added, "Following the abrogation of Article 370, there is now a growing sense of unity. India scuppered 200,000 cyberattacks during Operation Sindoor: Khattar
India foiled around two lakh cyberattacks targeting its power infrastructure in over the week during the Operation Sindoor, Union Power Minister Manohar Lal Khattar said here on Thursday. "Since the advancement in technology, new dangers have emerged -- cyberattacks or cybercrimes. There has been an increase in these, but the government has worked on it, and our cybersecurity has almost stopped all such dangers," Khattar told reporters here. He was addressing a press conference on the completion of 11 years of the BJP-led Central government. "There have been many cyberattacks on the country. As far as the Power department is concerned, around two lakh cyberattacks were attempted, but our cyber department foiled each one of them, and there were no losses," the minister said. Khattar said these attempts were made in "eight to ten days" around the time Operation Sindoor went underway. Asked whether the attacks were made from within the country or outside it, the minister said these attacks can take place from any corner of the world. "It is known worldwide that those against us will do things like these, but We have stopped such attacks. Our system is capable and in the future also, we will foil all such attacks," he said. "When someone fails for the first time, and second time, he will ultimately get discouraged and stop," he added.

New air-conditioners to have 20 degrees C as minimum temperature: Power Minister
India is planning to regulate the maximum and minimum temperatures of new air conditioners in homes, offices, and even cars, in a bid to reduce unnecessary energy consumption, Union Power and Urban Affairs Minister Manohar Lal Khattar said Tuesday. The minister also announced a Rs 5,400 crore viability gap fund (VGF) support for 30 GWh battery storage projects. Addressing journalists during a press conference to mark 11 years of the Narendra Modi government, the Minister said deliberations are underway to fix the minimum temperature at 20 degrees centigrade and maximum at 28 degrees centigrade for all new air conditioners. Explaining the rationale, Union Power Secretary, Pankaj Agarwal said there are 10 crore air conditioners (AC) in the country and around 1.5 cr new ACs are added every year. A one degree reduction in AC temperature causes energy consumption to rise by 6%. Commenting on the way ahead, he said the centre is currently supporting 13.2 GWh of Battery Energy Storage System (BESS) through a Viability Gap Funding (VGF). In addition to this, a fresh Rs 5,400 crore scheme aims to attract Rs 33,000 crore in investment, meeting the country's BESS requirement by 2028. There was no shortfall. We are prepared to meet a peak power demand of 270 GW this year,' Khattar said. India added its highest-ever generation capacity of 34 GW during 2024-25, with renewable energy accounting for 29.5 GW. The nation's total installed capacity now stands at 472.5 GW, up from 249 GW in 2014.
