Besides making it mandatory for organisers of public events and processions to obtain permission from the police and other agencies concerned with the soon-to-begin festivals season, the Mangaluru City Police have said no event will be permitted beyond 11.30 p.m. Police on Thursday (July 3, 2025) came out with detailed guidelines for events ahead of Muharram (July 6), Janmashtami and Mosaru Kudike (August 16), Ganesh Chaturthi (August 27), Navarathri, Deepavali and Christmas lined up in the coming days to ensure public safety, peace and adherence to law. 'Event specific detailed instructions, including routes, timings, sound etc., would be issued for each event and organisers should provide their details,' Police Commissioner Sudheer Kumar Reddy said. Organisers have to produce a no objection certificate from the owner if the event was being organised on a private venue. 'Events being held beyond 11.30 p.m. would be treated as unlawful assembly,' the Commissioner said. Events should be organised in approved location and on approved routes. Police have imposed complete ban on use of DJ system while loudspeakers could be used with prior written permission and under approved sound limits till 10 p.m. Organisers should deploy 24*7 security personnel to guard idols, pandals and other valuables at the event while besides installing sufficient number of CCTV cameras and retain the footage for 30 days. Railway Ministry regularises services of Vijayapura-Mangaluru Central-Vijayapura Express Special No hate speech 'The organisers should not allow making of slogans, banners, performances, songs or social media content inciting hatred, religious insult or communal disharmony,' the police said. They have to deploy enough volunteers for crowd control and ensure the gathering did not exceed the holding capacity of the venue. Height of pandals, vehicles, and temporary formations should not exceed legal or Mangalore Electricity Supply Company Limited (MESCOM) norms. All vehicles must carry valid registration, fitness, insurance and pollution under control certificates. Police have also asked organisers to make adequate fire safety and emergency measures; to facilitate free flow of traffic and pedestrians without blocking emergency routes; cause no damage either to public or private properties; adhere to event timings and police directions; ensure no harassment, eve-teasing or stalking take place; ensure cleanliness of the venue etc. 'No arms, sharp weapons or dangerous items would be allowed during the event or procession,' the police said adding that drones could be used only with the written permission. Mr. Reddy said non-compliance with any of the conditions would invite strict legal action under the relevant legislation including the Bharatiya Nyaya Samhita against the organisers and other persons concerned.

Railway Ministry regularises services of Vijayapura-Mangaluru Central-Vijayapura Express Special

The Railway Ministry on Friday, June 27, approved South Western Railway's proposal to regularise the services of Train No. 07377/ 378 Vijayapura-Mangaluru Central-Vijayapura Express Special thereby bringing much relief to patrons who had been demanding regularisation of the services. Dakshina Kannada Member of Parliament Captain Brijesh Chowta on Saturday (June 28, 2025) said, 'Pleased to share that the long-pending demand to regularise the Vijayapura-Manglauru train has been fulfilled, much to the relief of passengers between the two cities. This move will benefit patients from North Karnataka seeking medical care in Mangaluru, students pursuing education in coastal districts and regular passengers.' He further said, 'Much gratitude to our Minister of Railways Shri Ashwini Vaishnaw and Minister of State Shri V Somanna for enabling this.' Consequently, the services would run with regular numbers, Train Nos. 17377 and 17378, from an early convenient date. Passengers had to pay enhanced fares on the Special (train on demand) services compared to the regular services. Change in departure timing The Ministry had in June first week approved SWR's proposal to revise departure timing of Train No. 17378 from 2.35 pm to 4.45 pm from Mangaluru Central with effect from July 1. The June 27 notification regularising the services mentions departure timing as 4.45 pm from Mangaluru thereby indicating the regular services too would commence from July 1. The departure timing of Mangaluru Central-Vijayapura Express at important en-route stations from July 1 would be as under; Subrahmanya Road 7 pm; Hassan, 10.30 pm; Davanagere, 1.50 am; Haveri, 3.02 am; Hubballi, 4.50 am; Gadag, 6.20 am and Bagalakote, 7.58 am. The train reaches Vijayapura at 11.15 am instead of 9.35 am. There is no change in the timing of Train No. 17377, Vijayapura-Mangaluru Central Express that leaves Vijayapura at 3 pm to reach Mangaluru Central at 9.50 am. Introduced in 2019 Introduced in November 2019 between Vijayapura and Mangaluru Junction, the special trains were cancelled during COVID-19 outbreak and were restored from December 1, 2021. They were extended to Mangaluru Central from April 20, 2024. Passenger associations in Mangaluru, Davanagere, Hubballi and Vijayapura, the then Dakshina Kannada MP Nalin Kumar Kateel, incumbent Capt. Chowta and Vijayapura MP Ramesh C. Jigajinagi had urged the Ministry to regularise the services. The Indian Railway Timetable Committee (IRTTC) too had recommended the regularisation in 2022. The Ministry had been extending the special services every six months.

South Western Railway (SWR) has revised the departure of Mangaluru Central-Vijayaprua Express Special from 2.35 p.m. to 4.45 p.m. with effect from July 1 owing to consistent demand by patrons. It has also extended the service of Vijayapura-Mangaluru Central-Vijayapura Express Special (Train No. 07377/07378) for another six months, from July to December, by way of a notification dated June 5. The Railway Ministry did not regularise the service despite huge demand, and continues to operate them as special trains entailing patrons to pay higher fares. The departure timing of Mangaluru Central-Vijayapura Express Special at important en-route stations are as under (existing timing in brackets): Station Departure (new) Departure (existing) Subrahmanya Road 7 pm 5.50 pm Hassan 10.30 pm 8.38 pm Davanagere 1.50 am 12 am Haveri 3.02 am 1.21 am Hubballi 4.50 am 3.15 am Gadag 6.20 am 4.50 am Bagalkot 7.58 am 6.35 am Arrival (new) Arrival (existing) Vijayapura 11.15 am 9.35 am There is no change in the timing of Train No. 07377, Vijayapura-Mangaluru Central Express Special that leaves Vijayapura at 3 p.m. to reach Mangaluru Central at 9.50 a.m. Pre-COVID timing Welcoming the SWR move, Dakshina Kannada Rail Users, an online forum of patrons, said it marks the return to the much-preferred pre-COVID evening departure, which was convenient for office-goers, students, long-distance passengers and pilgrims arriving in Mangaluru through connecting trains or buses. The early afternoon departure introduced in the recent timetable was a major inconvenience, and the correction would be a huge relief to people. The revised timing is expected to benefit pilgrims from Kukke Subrahmanya and Dharmasthala, and also for those travelling from Mangaluru, Bantwal and Puttur towards Hassan, Arsikere, Davangere, Hubballi, Gadag, and Vijayapura. It said the change was the result of collective efforts of railway activists, public forums and strong support from elected representatives who raised the issue with the Mysuru and Hubballi railway divisions. The forum reiterated the demand for regularising the services for the benefit of the common man, who is forced to pay higher fare as the train continues to operate as Train on Demand (ToD).
