Besides making it mandatory for organisers of public events and processions to obtain permission from the police and other agencies concerned with the soon-to-begin festivals season, the Mangaluru City Police have said no event will be permitted beyond 11.30 p.m.
Police on Thursday (July 3, 2025) came out with detailed guidelines for events ahead of Muharram (July 6), Janmashtami and Mosaru Kudike (August 16), Ganesh Chaturthi (August 27), Navarathri, Deepavali and Christmas lined up in the coming days to ensure public safety, peace and adherence to law. 'Event specific detailed instructions, including routes, timings, sound etc., would be issued for each event and organisers should provide their details,' Police Commissioner Sudheer Kumar Reddy said.
Organisers have to produce a no objection certificate from the owner if the event was being organised on a private venue. 'Events being held beyond 11.30 p.m. would be treated as unlawful assembly,' the Commissioner said. Events should be organised in approved location and on approved routes.
Police have imposed complete ban on use of DJ system while loudspeakers could be used with prior written permission and under approved sound limits till 10 p.m. Organisers should deploy 24*7 security personnel to guard idols, pandals and other valuables at the event while besides installing sufficient number of CCTV cameras and retain the footage for 30 days.

'The organisers should not allow making of slogans, banners, performances, songs or social media content inciting hatred, religious insult or communal disharmony,' the police said.
They have to deploy enough volunteers for crowd control and ensure the gathering did not exceed the holding capacity of the venue. Height of pandals, vehicles, and temporary formations should not exceed legal or Mangalore Electricity Supply Company Limited (MESCOM) norms. All vehicles must carry valid registration, fitness, insurance and pollution under control certificates.
Police have also asked organisers to make adequate fire safety and emergency measures; to facilitate free flow of traffic and pedestrians without blocking emergency routes; cause no damage either to public or private properties; adhere to event timings and police directions; ensure no harassment, eve-teasing or stalking take place; ensure cleanliness of the venue etc.
'No arms, sharp weapons or dangerous items would be allowed during the event or procession,' the police said adding that drones could be used only with the written permission.
Mr. Reddy said non-compliance with any of the conditions would invite strict legal action under the relevant legislation including the Bharatiya Nyaya Samhita against the organisers and other persons concerned.

New Delhi: The chargesheet filed by Andhra Pradesh police into the alleged ₹3,500 crore liquor scam points to a well-oiled web of kickbacks paid by private distillers once in five days, involvement of gold merchants to facilitate bribes and use of payoffs by former chief minister Y S Jaganmohan Reddy's YSRCP in 2024 elections . The 317-page chargesheet, filed in a Vijaywada court and accessed by ET, names Reddy's former advisor Kesireddy Raja Shekhar Reddy as the mastermind of the alleged scam and former Rajya Sabha MP Vijai Sai Reddy and Lok Sabha MP P V Midhun Reddy as co-accused. The state CID has alleged in the chargesheet that YSRCP functionaries facilitated a policy change-from an automated market-driven system of raising demand for liquor cases to a manual system-to edge out known brands and promote selected manufacturers and distilleries who were coerced into paying kickbacks. According to the chargesheet, officials who were willing to play along were posted in Andhra Pradesh State Beverages Corporation Limited (APSBCL). Though Reddy had promised complete prohibition and the new liquor policy introduced in 2019 was touted as a step towards this election promise, the reverse happened with specific brands capturing the market. "Even though the new policy i.e., sale of liquor through GROs, was intended as a step towards complete ban of liquor in the state of Andhra Pradesh, it only envisaged a new mode and manner of sale, but not otherwise. Evidently, the policy was introduced with an underlying intent of having full control over the supply and sale of liquor, thereby to achieve their broader goal of earning commissions/kickbacks," the chargesheet said. Live Events According to the CID probe, the kickbacks were handed over to main accused Kesireddy Rajashekar Reddy, who allegedly channelled the money into a web of shell companies, before distributing it among others. The chargesheet pegs the monthly kickbacks at ₹50-60 crore and overall extent at ₹3,570.87 crore. The chargesheet alleges kickback per case of liquor. It says while the kickback was ₹150 per case for cheaper brands, it was ₹200-350 for medium priced and ₹600 for more expensive brands. The state CID has alleged that money from kickbacks was used during elections in 2024 and after YSRCP lost, it scouted for iron ore business in African countries to channel this money. The chargesheet names former MLA Chevireddy Bhaskar Reddy and says he was instrumental in moving cash from Hyderabad and other locations to specific constituencies. "During the course of investigation into the present crime, it was revealed that Chevireddy Bhaskar Reddy would direct his close aides to transport cash from Hyderabad, Vijayawada and other places to several constituencies around Prakasam and Chittoor," the chargesheet said.

Roshan Saldanha, a resident of Bajal in Mangaluru, is currently in judicial custody, they said. He is accused of duping investors of several crores of rupees through fraudulent investment schemes that promised high returns, police said, adding that multiple complaints have been lodged against him by victims from various parts of Dakshina Kannada and beyond, alleging that they were misled by Saldanha's schemes and guarantees. According to Police Commissioner Sudhir Kumar Reddy, in one case, Rs 10 crore has been fleeced from an investor. The case involves the use of forged documents, shell companies, and sophisticated methods of financial manipulation, sources said. The police now seek custodial interrogation to uncover the full extent of the fraud, track the flow of funds, identify accomplices, and determine whether more victims are involved. Investigators in the police department believe that Saldanha may have operated through multiple channels to project legitimacy, thereby gaining the confidence of unsuspecting investors. The case has garnered widespread public interest given the high value of the fraud and its ripple effect on individuals and families across the region. Meanwhile, authorities have urged the public to come forward with any additional complaints or information related to the case. What started as a routine arrest in a cheating case took a shocking turn in Mangaluru on Friday, when police discovered secret rooms, concealed chambers, and high-end luxuries inside the home of a 43-year-old man accused in a multi-crore fraud case, Indian Express reported. Rohan Saldanha, posed as a high-flying businessman, promised fake business loans of up to ₹ 500 crore and high-return real estate investments. Rohan Saldanha, arrested by the Mangaluru City Police, is accused of cheating businessmen across Karnataka and several other states out of hundreds of crores by posing as a high-profile financier. But it wasn't just his alleged scams that stunned authorities, it was his carefully crafted hideout. (Also Read: Bengaluru's ₹23 lakh rental deposit sparks outrage: 'Greediest landlords in the world') According to the Indian Express report, the raid, led by ACP Ravish Nayak, revealed hidden chambers tucked behind cupboards, underground passageways, and a secret staircase, all masked behind what appeared to be a regular residence. The house also featured a luxury mini-bar, rare exotic liquor, ornamental plants worth up to ₹5 lakh each, and an elaborate CCTV network tracking every movement near the property, the report added. According to police, Saldanha's fraud involved luring wealthy individuals with promises of business loans of up to ₹500 crore and lucrative real estate deals. Victims were asked to pay advance amounts ranging between ₹50 lakh and ₹4 crore, supposedly to cover processing fees and legal documentation, only for Saldanha to disappear soon after with the money, the report added. One of his bank accounts alone handled over ₹40 crore in just three months, police said. Saldanha's flair for luxury and illusion was all part of a calculated plan. He allegedly dazzled potential victims across India by flaunting wealth, staging high-end living, and claiming access to powerful connections capable of arranging loans up to ₹600 crore. Authorities have linked Saldanha to cheating cases filed in at least 13 cities, including Bengaluru, Goa, Mangaluru, Chitradurga, Pune, Vijayapura, Tumakuru, Kolkata, Sangli, Lucknow, and Bagalkot. ₹ 200 crore fraud During the raid, police seized 667 grams of gold jewellery, a diamond ring worth ₹2.75 crore, blank cheques, Indian and foreign liquor valued at ₹6.7 lakh, breaching permissible limits. An officer involved in the case said initial estimates suggest the total amount Saldanha defrauded could be over ₹200 crore, with investigations ongoing to trace the full scale of the racket.
