Strengthening TVET to break cycle of unemployment among Sabah youth - Hajiji

KOTA KINABALU (July 9): The Sabah government fully supports efforts to strengthen the Technical and Vocational Education and Training (TVET) ecosystem to ensure that Sabah's youth remain competitive in the job market and are no longer trapped in the cycle of unemployment. Chief Minister Datuk Seri Hajiji Noor said the establishment of the Sabah TVET Council in May this year marked an important paradigm shift in the state's TVET development landscape. 'TVET can no longer be seen merely as an option. It must be embraced as a mainstream choice in efforts to produce a skilled workforce that can shape Sabah's future. 'TVET not only equips individuals with technical skills, but also empowers them, creates job opportunities, and serves as a catalyst for the state's economic growth,' he said at the opening ceremony of the Sabah TVET Symposium here Wednesday. The text of his speech was read by Deputy Chief Minister II Datuk Seri Dr Joachim Gunsalam. Hajiji added that the state government recognises that technical and vocational skills form the backbone of Sabah's development, particularly given its rich potential in natural resources, oil and gas, agriculture, tourism, and manufacturing. 'However, to sustain the growth of these sectors, we need highly skilled human capital that can meet the demands of Sabah's increasingly vibrant industries. 'I also urge the youth to view TVET as a primary choice, not merely an alternative, when planning their future. TVET should be seen as a smart pathway that can produce future professionals, entrepreneurs, and innovators,' he said. 'Sabah's youth must seize the opportunity to participate in TVET programmes, as the courses offered today are aligned with current job market demands, thereby ensuring the marketability of graduates,' he said. Hajiji noted that in the era of the Fourth Industrial Revolution (IR 4.0) and the rapid wave of digitalisation, skills in technical fields, automation, and artificial intelligence (AI) have become highly valuable assets. 'If Sabah's youth are not equipped with these skills, we risk being left behind in this wave of change. Therefore, TVET is the best platform to develop a highly skilled workforce that can drive Sabah's progress,' he said. He said that the state government's commitment to human capital development is clearly reflected through various initiatives and strategic investments. The latest statistics indicate that Sabah's unemployment rate has decreased from around 8.2 per cent in 2021 to 7.5 per cent in 2023. 'Although this rate remains higher than the national unemployment rate, the downward trend is encouraging and reflects the effectiveness of various economic and human capital development initiatives undertaken by the government,' he said. However, Hajiji noted that data from the Department of Statistics showed that Sabah still faces challenges, with youth aged 15 to 24 accounting for more than half – 58.6 per cent – of the state's total unemployed. Additionally, 55.8 per cent of unemployed individuals in Sabah possess only secondary school qualifications. 'These figures clearly show that many of our youths require skills training and further education to improve their employability,' he said. In this regard, he said the symposium, themed 'Sustainable TVET for the Future of Sabah's Human Capital: An Integrated TVET Ecosystem', is highly relevant to the current needs of Sabah. Hajiji expressed hope that participants would take full advantage of the two-day symposium to foster stronger collaboration between educational institutions and industry players.

Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi said the celebration highlighted the progress of the country's TVET ecosystem as a key driver of human capital development, while also serving as a platform that offers educational and career opportunities in the TVET sector through the involvement of various stakeholders. In a post on X in conjunction with the National TVET Day celebration today, Ahmad Zahid, who is also the National TVET Council Committee chairman, said the efforts made were in line with the Malaysia Madani framework, which places the TVET agenda as one of the priorities. The efforts, he said, include expanding access to TVET education to rural students, improving training facilities, and encouraging youth who want to build future careers through skills. "In fact, with the strong support of various parties, including the government, private sector, educational institutions and the community, TVET will remain the main thrust in building a more inclusive, progressive and globally competitive Malaysia," he said. In this regard, Ahmad Zahid invited the public to join in the celebration of National TVET Day 2025, to be held from June 11 to 13 at the Melaka International Trade Centre (MITC), Melaka. Kota Kinabalu: Chief Minister Datuk Seri Hajiji Noor called on youths in the State to open their minds and view Technical and Vocational Education and Training (TVET) as a primary choice for building a bright future, not merely an alternative pathway. He said TVET now plays a significant role in the economic and social development of the State, in line with technological transformation and the current needs of the industry. Advertisement 'TVET not only equips individuals with practical skills, but is also synonymous with empowerment, job opportunities and economic growth,' he said when launching the Sabah TVET Council (MTS), here, Monday. His speech was read by Deputy Chief Minister III/State Public Works Minister Datuk Ir. Shahelmey Yahya. Hajiji said the TVET courses currently offered have been tailored to meet the needs of the fast-evolving job market and industrial sectors, making it a stable and viable career path for young people. 'I urge youths in the State not to hesitate to participate in the TVET field. Now is the time to change the perception and see TVET as a smart choice that opens doors to becoming professionals, entrepreneurs and innovators,' he said. According to him, the Sabah TVET Council is a commitment by the State Government to strengthen the technical training ecosystem, coordinate over 160 TVET institutions across the State and ensure that every graduate produced is truly ready to face the challenges of the working world. Advertisement He said TVET is also considered a key driver for the State's development goals through the Sabah Maju Jaya 2.0 Development Plan and national strategic documents such as the Sustainable Development Goals (SDG 2030), the New Industrial Master Plan (NIMP 2030) and the National Energy Transition Roadmap (NETR). Hajiji also touched on the current technological revolution, including Artificial Intelligence (AI), which requires the younger generation to be equipped with new skills that are adaptive and innovation-oriented. 'The world of work is changing. If Sabah's youths are not prepared with relevant skills, we will be left behind. TVET is the best platform to develop a highly skilled human capital that will drive the State's progress,' he stressed. He said the launch of the Council marks a new era in empowering youth development through structured training aligned with industry needs – positioning Sabah as a competitive skilled workforce hub at the national and regional levels. Hajiji said it is not just an administrative structure, but a strategic platform that unites government agencies, training institutions, the industrial sector and key TVET players into a cohesive and inclusive ecosystem. According to him, the Council also acts as a policy coordinator, a driver for skills training direction and a strategic liaison for development fund applications from the Federal Government.
