Charlottetown offers free tuition for police cadets who'll agree to serve at least 5 years on force
A new program offered by Charlottetown Police Services will cover the tuition costs for the Atlantic Police Academy in exchange for cadets' commitment to serve on the local force for five years after graduation. A similar program offered by Summerside is showing early signs of success. CBC's Gwyneth Egan reports.

Army ROTC Programs at Dozens of Campuses Are Being Shut Down or Reorganized
The Army is undertaking a major shake-up of its Reserve Officers' Training Corps footprint, shutting down or reorganizing programs at 84 college campuses. The move, which Army planners describe as surgical, is part of a broader push to trim down bloat in the service. In total, 291 students are expected to be affected, most of them having to potentially shift to programs at other nearby campuses. Of those, 16 contracted cadets will have their programs totally deactivated and be left with few alternatives, though in some cases the service is aiming not to disrupt their tenures. Those cadets will be given the choice to transfer to another ROTC program or exit their contracts without penalty. Seniors currently in the program won't see changes, as the cuts won't kick in until after graduation. Most first- and second-year students haven't yet signed binding service contracts. The ROTC program is among the most public-facing elements of the Army. In September, reported that the service was eyeing a roughly $100 million cut to ROTC throughout the rest of the decade. The move comes as the service is aiming to nip and tuck where it can as part of a larger reorganization effort, which includes dismantling much of the Army Reserve's aviation elements and deactivating all but two Security Force Assistance Brigades. Gen. Maurice Barnett, commanding general of U.S. Army Cadet Command, said in a statement to "We are working closely with our workforce, cadets and academic partners to ensure a smooth transition while preserving the quality of our ROTC programs." ROTC's commissioning capacity is expected to shrink by about 500 slots, though the max capacity was nowhere close to being reached, with some campuses underperforming and no need from the force to recruit that many officers. The service has actually overrecruited officers in certain fields in recent years. After the shifts, ROTC will be able to produce roughly 5,500 officers annually, even as the service's demand has hovered closer to 5,000 in recent years. Service officials familiar with the plans described it being easier, and more cost effective, to shut down a program delivering only 10 officers per year and, if needed, widening the spigot at bigger schools, like Ohio State University or the University of Florida, two of the top 20 ROTC schools, which account for 20% of all officers commissioned through the program. The Army emphasized that first- and second-year cadets, who typically have not yet committed to military service through formal contracts, will have opportunities to continue their training at nearby partner institutions or walk away from the contracts without any financial obligations. Two cadets found the bunnies alone on a sidewalk near headquarters last week. They came across the bunnies while on patrol and discovered they had been displaced after their nest was disturbed. Realizing the bunnies were too young to survive on their own, the officers cared for them until they could be safely turned over to the Windsor/Essex County Humane Society.

Whitby air cadets face closure without new volunteers
An RAF air cadet squadron could be forced to close if it cannot recruit more volunteers to help run 740 Squadron currently has three instructors and about 15 cadets, but is set to lose one member of staff due to other work the unit closed, cadets would have to travel to join squadrons in Scarborough or Teesside, removing an "important" youth group from the coastal town, according to Sqn Ldr Alan Taylor."We get [cadets] out in the field, doing practical activities and teaching life skills and I think every town should have the kind of organisations that offer these opportunities," he said. The cadet programme is open to young people aged from 12 to 18 and runs twice-weekly sessions and weekend activities. These include flying, fieldcraft, shooting and academic to current staffing, the squadron can only run one parade night a week, where cadets undergo training such as uniform inspections and cadet numbers drop, they can become 'detached flights' connected to a larger squadron, but no increase in volunteers could force the squadron to close entirely. The unit is holding an open evening on Thursday 19 June where prospective cadets and volunteers can find out instructors aren't required to have a military background or commit to a set amount of hours per week, Sqn Ldr Taylor are also a number of roles available, from administrative duties to directly working with young people."The most fulfilling thing is a cadet arrive at the unit at 12 or 13 years old and seeing them leave at 17, 18, with a clear path of what they want to do with self-confidence, looking forward to being a good citizen," Sqn Ldr Taylor added.
