Tunisia: Development plan 2026–2030 completed at local level (S-G of Economy Ministry)
Tunis – The 2026/2030 development plan, drawn up within a new institutional framework, had been completed at the local level, while the regional component is expected to be finalised within a month, Secretary General of the Economy and Planning Ministry Faouzi Ghrab revealed. In an interview at TAP studio, Ghrab pointed out that the plan had been drawn up on the basis of a relationship between the local and central levels, explaining that this approach had not been adopted in previous plans, which had focused on a central system presenting development proposals and guidelines. The 2026/2030 plan is part of a political and institutional framework based on the concept of 'construction and edification' and based on the realisation of the Constitution's goals, notably the social role of the State and self-reliance, while giving importance to local and regional aspects in the proposal of development policies, he said. The National Council of Regions and Districts, which is the second chamber of parliament, has prerogatives in terms of drawing up and adopting development plans, the official underlined. The role of the ministries and public authorities in drawing up the plan is to provide support, training and the necessary tools, he specified. As regards the progress made in drawing up the plan, the Secretary General indicated that his department is endeavouring to meet the deadlines set out in the circular issued by the Prime Ministry. He pointed out that the 2026/2030 plan is based on a bottom-up process, giving local and regional councils an important role in proposing and implementing the plan. In its contribution to the development of the plan, each council goes through three stages: the diagnosis of the development situation, the identification of problems and the establishment of lists of priorities or projects, he explained. Reports are then submitted to the regional councils, which must in turn submit a summary report by July 22, he further explained. African Development Bank and International Aid Transparency Initiative (IATI) hold workshop for Francophone West Africa governments to strengthen development effectiveness
The African Development Bank ( and the International Aid Transparency Initiative (IATI) concluded a workshop on Thursday aimed at enhancing the use of development finance data to support national planning, coordination, and accountability. The workshop was attended by government representatives from Francophone West Africa. The three-day workshop, held from 3 to 5 June, took place at the headquarters of the African Development Bank Group in Abidjan, with participants from Côte d'Ivoire, Benin, Burkina Faso, Niger, Senegal, and Togo. During the event, government representatives explored how IATI data can help track external resources, align aid with national priorities, and strengthen decision-making. A key focus for the workshop participants was strengthening dialogue with development partners to improve the information on billions of dollars of development investments flowing into Francophone West Africa. Participants also received practical training on the use of IATI data and tools. Development partner representatives from Agence Française de Développement, Islamic Development Bank, West African Development Bank (BOAD), and the World Bank attended the workshop. These partners, including the African Development Bank, through IATI, have published detailed information on their development finance, projects and results. Since 2013, the Bank has published over $200 billion in project and results data to the IATI Standard. Armand Nzeyimana, Director of the Development Impact and Results Department at the African Development Bank, emphasised the Bank's leadership on transparency in his opening remarks: "Since joining IATI in 2011, the Bank has made a firm commitment to making transparency a cornerstone of its work." The African Development Bank has shared public data about its investments through the creation of its Data Portal and MapAfrica platform, which visualises over 5,700 projects across 17,600 locations, aligned with the Bank's High 5 strategic priorities, Nzeyimana said. This approach resulted in the African Development Bank's sovereign portfolio being recognised as the most transparent out of 50 global development institutions in 2022 and 2024, according to Publish What You Fund's ( Aid Transparency Index, Nzeyimana added. For Charlie Martial Ngounou, Vice-Chair of IATI's Governing Board, the workshop provided an important opportunity for governments and partners in Francophone West Africa to work towards 'greater transparency, coordination, and effectiveness in development cooperation.' He underlined the importance of ensuring that IATI serves country-level realities, noting: "The value of a standard lies in its adoption, its adaptation, and its relevance to country contexts. The real impact of IATI is found in your ministries, your dashboards, your planning and coordination processes." Representing the Government of Côte d'Ivoire, Dr. Nahoua Yeo, Directeur de Cabinet at the Ministry of Economy, Planning and Development, highlighted the importance of accessible, high-quality data for government leadership: "I commend the IATI initiative for its leading role in standardizing, collecting, and disseminating data on development cooperation. Thanks to this standard, countries like ours can access strategic information, enhance budgetary transparency, and improve the quality of dialogue with partners. I also commend the AfDB for its continued commitment to aid effectiveness and support to member states." The workshop concluded with participants agreeing on a regional roadmap to enhance the use of IATI data at the country level in francophone west Africa. Participants also looked ahead to 2030 and input their vision for what IATI's next strategic plan should focus on to meet the information needs of francophone African countries. Both institutions look forward to continuing their partnership with countries to advance transparency, increase country ownership, and improve the effectiveness of development cooperation. Tunisia calls for redefining development priorities in Arab world, boosting inter-Arab trade
Tunis - Minister of Foreign Affairs, Migration, and Tunisians Abroad, Mohamed Ali Nafti, headed the Tunisian delegation participating in the 5th Arab Economic and Social Development Summit held in Baghdad on Saturday. He delivered a speech on behalf of President Kais Saied, emphasising Tunisia's commitment to addressing development challenges as the most effective means to counter security and social threats. According to a Foreign Ministry statement, Tunisia called for redefining development priorities in the Arab world through a shared, innovative vision centered on the Arab citizen and aimed at meeting their economic and social needs. It stressed the need to bridge developmental, knowledge, and technological gaps among Arab nations and boost intra-Arab trade, which remains below potential at just 13% of total Arab foreign trade. Tunisia also underscored the importance of developing effective strategies to enhance food security, mitigate water scarcity, and address environmental risks. It also urged support for infrastructure, transport, electricity, and smart city projects, alongside advancing the Greater Arab Free Trade Area and transitioning to an Arab Customs Union to strengthen national economies. Highlighting the importance of reform, governance, and equitable wealth distribution, Tunisia asserted that true development requires social justice, including economic empowerment and social protection for vulnerable groups. The country reaffirmed its commitment to regional programmes for women's economic and social empowerment, enhancing women's participation in labour markets and decision-making and creating legislative environments that promote equality. Tunisia also said it was looking forward to active Arab participation in the preparatory regional meeting for the 2nd World Summit for Social Development, hosted in Tunis on June 30 and July 1, 2025. Islamic development bank to lend Algeria $3 billion for projects over next 3 years
TUNIS, May 19 (Reuters) - The President of the Islamic Development Bank said on Monday that Algeria is expected to receive $3 billion in loans over the next three years to support the implementation of key development projects. Bank President Muhammad Sulaiman Al Jasser told Algeria's Ennahar TV the funding will be directed toward projects including railway development, as part of the president's plan to connect the country's economic zones.

La Société de projet BVH1, s.e.n.c. Announces a $960 Million Financing for Des Neiges – Secteur sud Wind Project
LA CÔTE-DE-BEAUPRÉ, Quebec, May 15, 2025 (GLOBE NEWSWIRE) -- La Société de projet BVH1, s.e.n.c., consisting of affiliates of each of Boralex Inc, Énergir Développement Inc and Hydro-Québec, is proud to announce having put in place a $960 million financing for the 400 MW Des Neiges - Secteur sud wind power project, currently under construction on the private lands of Seigneurie de Beaupré. This project has the potential to be a major boost to Côte-de-Beaupré's economic development and to contribute to Québec's economic and climate resilience. It represents an investment of around $1 billion, and is projected to employ a total of around 500 people during the construction phase, in addition to creating some fifteen jobs during the operation and maintenance phases. Additionally, more than $80 million is expected to be distributed among the host communities, exclusively for the Secteur sud project. Financial Highlights The Des Neiges – Secteur sud project financing includes: A $733 million construction loan, which will convert to a term loan following the start of deliveries of electricity, scheduled for the fourth quarter of 2026; A $170 million bridge loan, allowing the financing of the refund to be received for the switchyard. This short-term facility will reduce the amount of equity capital allocated to the project in the short term and thus optimizing the overall capital structure required for the project. A $57 million guarantees facility. The Desjardins Group serves as Administrative Agent for this financing. Next Steps The general contractor, Borea Construction, has been mobilized on site for preliminary work since December 2024. Borea will then collaborate with Québec companies and suppliers for the bulk of the site work, which is scheduled to begin more formally in the coming months. Once operational, the project's 57 wind turbines are expected to generate 1.2 TWh per year, equivalent to the energy consumed annually by around 70,000 homes or 325,000 electric vehicles on Québec roads. The Des Neiges - Secteur sud wind project is the first of three potential 400 MW wind power projects on Seigneurie de Beaupré private lands.
