No encroachment by developers in Putra Heights gas explosion, says Selangor MB
SHAH ALAM, July 9 — There was no encroachment involving developers or any contractors that caused the gas pipeline explosion incident in Putra Heights, Subang Jaya on April 1. Selangor Menteri Besar Datuk Seri Amirudin Shari said the development or land excavation work by the parties concerned was carried out outside the incident site. He said a developer company carrying out sewage pipe works in the area under the Subang Jaya City Council (MBSJ) had applied for and received permission from Petronas. 'However, Petronas has set conditions, including appointing a panel company outlined by them. The panel company conducts excavations in Petronas areas. The results of their recommendations are managed and monitored under Petronas' actions. 'So, there is no encroachment after permission. The companies (subcontractors) that are considered blacklisted have also not started work,' he said during the winding-up session under Standing Order 13 (i) concerning the gas pipeline explosion incident in Putra Heights during the Selangor State Assembly sitting today. Amirudin said his team had instructed MBSJ to improve the selection of contractors before the appointment was made by conducting a review through the Construction Industry Development Board (CIDB). Meanwhile, Amirudin gave an assurance that the results of the investigation report by the Special Committee on Gas Pipeline Drainage Risk Adaptation would be brought to the next assembly sitting. Amirudin said he was also open to holding a special briefing session regarding the committee's report to all state assemblymen before the next state assembly sitting begins. 'The report (technical committee) has been brought to the Dewan and tabled. After this, the committee (Special Committee on Gas Pipeline Risk Adaptation) will investigate. 'We will bring the report (carefully), giving it enough time to review and then debate it. What is more important are the follow-up steps so that such an incident can be avoided in the future,' he said. Amirudin was reported yesterday to have said that the Selangor government had agreed to appoint two experts nominated by the opposition to form the Special Committee on Gas Pipeline Risk Adaptation to ensure transparency in the report involving the explosion incident. He said the committee, which will be made up of seven experts, would involve various agencies, including representatives of the state and federal governments, and related bodies such as Petronas to examine the results of the investigation to draft legal proposals and long-term preventive measures. — Bernama

SHAH ALAM, July 8 — The Selangor government has agreed to appoint two experts nominated by the opposition to sit on the Special Committee on Gas Pipeline Risk Adaptation to ensure transparency in the report involving the Putra Heights gas pipeline explosion incident, in Subang Jaya. Menteri Besar Datuk Seri Amirudin Shari said the move was to enable the report that had been produced to be reviewed and any shortcomings that arose to be identified, while also mobilising efforts to ensure that those responsible are found. 'The state government is also prepared to publish the entire report. We are currently compiling it as it involves several departments. Within two weeks of the end of this assembly, I am confident that the printing will be completed. 'We will also distribute the reports in the affected areas, as well as all the assemblymen and those interested in studying this matter,' he told reporters at a special information session on the Putra Heights incident at the Selangor State Assembly here today. Previously, Amirudin was reported to have said that the Selangor government would set up a special committee to investigate the cause of the gas pipe explosion incident in Putra Heights, Subang Jaya, which occurred on April 1 According to Amirudin, the committee, comprising seven experts, will get other various agencies involved, including representatives of the state and federal governments and related bodies such as Petronas, to review the investigation findings and draft legal proposals along with long-term preventive measures. Meanwhile, Amirudin said that the special committee has been given three months to draft relevant proposals. 'For the state government, it will definitely involve policies, local authorities to add value to related works while for the gas pipeline owners such as Petronas Gas or Gas Malaysia, to look at additional information such as factors and the surrounding area of the land as well as situations involving land issues,' he said. Amirudin also reiterated his assurance that the state government is committed to ensuring transparency in the delivery of information and will not protect or cover up any wrongdoing regarding the incident from public knowledge. — Bernama

TDPC awards Ntorya gas field pipeline EPC contract to Chinese companies
China Petroleum Pipeline and the China Petroleum Technology & Development Corporation have been awarded a contract by the Tanzania Petroleum Development Corporation (TPDC) to construct a new gas pipeline. The companies will provide engineering, procurement and construction (EPC) services for the proposed gas pipeline, which will connect the onshore Ntorya gas field to the Madimba gas processing plant in Tanzania. The Ntorya development licence area is strategically located near large liquefied natural gas (LNG) projects stretching from offshore Tanzania to Mozambique. Aminex, an Africa-focused oil and gas company, holds a 25% non-operated interest in the project. The joint venture (JV) partners aim to supply Ntorya's gas to Tanzania's domestic market, contributing to the reduction of energy poverty and supporting the country's energy transition. Aminex executive chairman Charles Santos stated: "We are delighted to receive confirmation of the award of the EPC contract for construction of the Ntorya to Madimba pipeline. This is a major milestone, reflecting the commitment of the Tanzanian government to progress the project, and follows the signing of a gas sales agreement, the award of the development licence that locks the project in for 25 years, and the update of a field development plan with upgraded production figures - all in the past 18 months. 'The signing of the contract… demonstrates the Tanzanian government's conviction of Ntorya's enormous value to Tanzania as a world-class gas resource that will help alleviate energy poverty, boost industrial development and improve the lives of ordinary people - a conviction that we share at Aminex. 'We thank the TPDC and all Tanzanian agencies for working together to reach this major milestone and look forward to providing a more detailed update to the market as soon as we can." Aminex is financially covered for the ongoing work programme up to $140m ($35m net). This financial arrangement will fund the company's involvement until the Ntorya field begins commercial gas production, effectively at no cost to Aminex. Citing transparency, Selangor MB to host special briefing on Putra Heights gas blast for all lawmakers amid safety concerns
SHAH ALAM, July 4 – Selangor Mentri Besar Datuk Seri Amirudin Shar said he has called called for a special briefing on the recent gas pipeline explosion in Putra Heights to be held this Monday for all MPs and Selangor state assemblymen. He said today that the session would be open to both Government and Opposition lawmakers to ensure that all elected representatives are properly informed about the incident. 'This state government upholds the principles of responsibility, transparency and accountability. 'We fully honour the principles and mandate of the people,' he wrote on Facebook here. Amirudin also said he had asked the Selangor State Assembly Speaker to allow the state government to present a formal explanation on the explosion during the upcoming state assembly sitting. Earlier this week, Amirudin announced the findings that the Putra Heights gas pipe explosion was caused by soil subsidence that happened over the years since it was laid in 2000, resulting in the pipe shifting by 15.9cm. Another agency involved in the investigation, the Department of Mineral and Geoscience, said it found water had accumulated in the soil underneath the pipe, which weakened the soil structure. The Petronas gas pipeline fire in Putra Heights at 8.10am on April 1 saw flames reaching heights of over 30 metres (m) with temperatures reaching 1,000 degrees Celsius, taking nearly eight hours to extinguish, and causing a 9.8m-deep crater at the incident site.

Opposition reps to raise Putra Heights blast in state assembly, says Azmin
Perikatan Nasional chief whip Azmin Ali called for a 'free and thorough' investigation into the Putra Heights gas pipeline explosion. PETALING JAYA : Opposition assemblymen in Selangor are set to raise the issue of the Putra Heights gas pipeline explosion in the upcoming state assembly sitting on July 7, says Perikatan Nasional (PN) chief whip Azmin Ali. Azmin said they would press for answers on the incident, which saw a massive fire engulf a gas pipeline in April, damaging hundreds of homes and injuring scores of people. 'We want to uncover any negligence or weaknesses in the approval process, whether at the level of the local authorities or state government,' he said in a statement. Azmin called for a 'free and thorough' investigation and said the report on the explosion had failed to answer key questions, despite police having classified the case as requiring no further action. 'We emphasise that this should not be viewed solely from a commercial aspect, but also through the lens of humanity and the safety of human lives,' he said. The blaze on April 1 saw flames soar over 30m high with temperatures reaching up to 1,000 degrees Celsius. There were no fatalities, but 150 victims had to seek treatment at hospitals. Firefighters took nearly eight hours to extinguish the blaze, which left a 10m-deep, 21m by 24m crater. The fire destroyed 81 houses, with structural damage exceeding 40%. Another 81 houses were partially damaged, and 57 were affected but not burned.
