President releases commemorative postal stamp on Rani Chennabhairadevi
Mangaluru: A historic ceremony was held at Rashtrapati Bhavan, New Delhi, on Thursday, to mark the release of a commemorative postal stamp in honour of Rani Chennabhairadevi, 16th-century Vijayanagara Empire Jain queen of Nagire province, who ruled for a remarkable 54 years from 1552 to 1606—the longest reign by any Indian queen. The special stamp, issued by the department of posts, govt of India, was formally released by President Droupadi Murmu. The President paid tributes to the legendary queen, stating that Rani Chennabhairadevi's courage, determination, and achievements should not only be written in golden letters, but also etched in diamond. She praised the queen's unwavering fight to protect her kingdom, her inclusive and secular values, her deep sense of social responsibility, and her progressive administrative policies aimed at uplifting the marginalised. The President also congratulated the department of posts and Excellent Educational Institutions, Moodbidri, for organising and sponsoring the event. Rajya Sabha member D Veerendra Heggade, in his address, recalled Rani Chennabhairadevi's fearless resistance against the Portuguese, and lauded her leadership as a symbol of national pride. Union minister Pralhad Joshi described the queen as a visionary leader whose primary objective was not territorial expansion, but the welfare and prosperity of her people. He emphasised that Rani Chennabhairadevi was a skilled trader who exported pepper, cinnamon, ginger, cardamom, sandalwood, rice, jaggery, and arecanut to various parts of the world, thereby earning valuable foreign exchange for her kingdom. Despite political rivalry, she maintained diplomatic ties with the Portuguese and was honoured with the title 'Raina Da Pimenta' (Queen of Pepper).

Supplementary budget pegged under Rs 5,000 cr as govt adopts zero-based approach
Bhopal: The govt would present the first supplementary budget in the monsoon session of the state assembly to commence from July 28. First supplementary budget of the current financial year would be of less than Rs 5,000 cr. The supplementary budget this time would be lesser in comparison to previous year's supplementary budget. Reason for it was the govt, in this financial year, came up with zero based budgeting -- a budgeting technique wherein all expenses need to be justified for a new period or year starting from zero. The supplementary budgets presented for the financial year 2024-25 were of Rs 22,000 cr and Rs 19,000 cr respectively, which was much higher in comparison to the first supplementary budget of around Rs 5,000 cr likely to be presented next week. The finance dept stated the budget for the financial year 2025-26 was prepared based on the Zero-Based Budgeting (ZBB) approach, involving a comprehensive review of all expenditures. Outstanding liabilities from previous years were appropriately addressed and minimized through budgetary provisions in the preceding financial year. Heads for which financial assistance or central share has been approved by the govt of India or other agencies, which cannot be accommodated within existing allocations, and for which additional funding cannot be arranged by re-appropriating savings from other ongoing schemes. The finance dept made it clear that new heads that involve additional financial burden on the state will not be considered in the supplementary budget. Proposals for the purchase of vehicles will also not be entertained. Under the special capital assistance scheme, proposals sent or to be sent to the govt of India, which require the creation of a separate budget line. In cases where works approved under the special capital assistance scheme by the govt of India require additional budgetary allocation and such funds cannot be met from savings in other schemes, were the directives to all depts to submit proposals for inclusion in the first supplementary budget. These were underlined as few reasons by the officials why supplementary budget was expected to be lesser this time. The govt presented the state budget of Rs 4.21 lakh crore in March this year. The total debt on the MP govt has already crossed the state's yearly budget. MP govt has a loan of around 4.31 lakh cr. The govt is trying to adopt measures to streamline its finances, considering the state's financial health.

Free assistive device distribution prog held
Mandya: A physical disability does not signal the end of life. In fact, specially-abled individuals are gifted with a unique power and resilience by God, said deputy commissioner Kumara, highlighting the extraordinary potential of differently-abled individuals. He was speaking after inaugurating a free assistive device distribution programme held at Gurubhavan, organised jointly by the district administration, zilla panchayat, ALIMCO regional centre (Bengaluru), and the department for empowerment of differently-abled and senior citizens. The initiative aimed to provide mobility aids and assistive devices free of cost to specially-abled persons and senior citizens, enabling them to lead more independent and dignified lives. "Make full use of these opportunities to rise to positions of respect," he urged beneficiaries. He called on society to foster a supportive and inclusive environment, avoiding language or behaviour that could diminish the confidence of the specially-abled. "Encouragement is crucial. Collective efforts are needed to ensure their full participation and development," he added. Zilla panchayat CEO KR Nandini said the district administration is committed to enabling a dignified life for the specially-abled. She further said under govt of India's Rashtriya Vayoshree Yojana, senior citizens above 60 years of age are being provided with assistive devices to enhance their quality of life, and encouraged eligible elders to make use of the scheme.

IMS-BHU physio expert in panel for elderly care

According to BHU spokesperson, the expert group was formed under the National Programme for Health Care of the Elderly (NPHCE), ministry of health and family welfare, to develop a training module and facilitator guide for physiotherapists and rehabilitation workers serving elderly populations. Industrial Area Phase-III: A vision still waiting to rise
1 2 Chandigarh: Despite clear directives and decades of planning, the much-anticipated development of Industrial Area Phase-III has remained just a vision. Two years after the then UT adviser instructed officials to fast-track the project, not a single brick has been laid. Originally envisioned in 1977 as part of the Chandigarh Urban Complex Plan, Phase-III was meant to complement the thriving Phases I and II. Yet, while those zones have evolved — and even faced challenges like industrial migration — Phase-III is still a blueprint on paper. Following the directions from the then UT adviser, around 20 sites were identified by the estate office for auction, but these never materialised. Industrial Area Phase-III is located near the villages of Raipur Kalan and Mauli Jagran. It is triangular in shape, bounded by the link road to Mauli Jagran/Raipur Kalan, Route No.2 on the northern side, the Panchkula/UT state boundary side, and the Ambala Chandigarh railway line on the south-western side. It has an approach through the railway station road from the village of Daria, and the village of Raipur Kalan falls in the Industrial Area Phase-III. The proposal to establish Phase-III was initiated as part of the Chandigarh Urban Complex Plan, which was prepared by the interstate working group as per the direction of the Coordination Committee constituted by the govt of India. The Industrial Area for Panchkula was also proposed simultaneously and in close vicinity. Initially proposed on 114 acres, the area was later increased to 153 acres. It has plots of varying sizes, ranging from marla plots to 4 kanal plots. Land for Industrial Area Phase-III was acquired in 2003, and the detailed planning for Phase-III was also undertaken in 2003. "The area being in close proximity to the railway station was visualised as a major hub of warehousing. Nearly one-third of the area has been reserved for warehousing. Plotted sites for industrial units are only around 10% of the total Phase-III area. Nearly 80 acres have been reserved for green areas, parking, and other similar activities," a UT official said. Boxes: Strategically located Nestled near Raipur Kalan and Mauli Jagran, the triangular Phase-III is strategically placed. It's bordered by key transport routes and lies close to the Ambala-Chandigarh railway line, making it ideal for logistics and warehousing. The area spans 153 acres, with a layout that includes: Warehousing: 45 acres Industrial plots: 14.65 acres Roads & parking: 43.97 acres Green/open spaces: 36.44 acres Sail steel stock yard: 10 acres Sewage treatment plant: 0.91 acres What went wrong? Despite identifying 20 sites for auction, the estate office never followed through. Bureaucratic inertia and shifting priorities have left the area undeveloped. Ironically, while Phase-III was designed to be a warehousing powerhouse, only 10% of its land is earmarked for industrial units. Changing dynamics As Phases I and II grapple with industrial units migrating to nearby cities, the UT administration is under pressure to rethink land use. There's talk of allowing business-to-consumer activities and land use conversion, signaling a shift from pure industrial planning to a more mixed-use model.
