Jeb Bush: Florida policymakers' bold moves pave way for more charter schools
When Florida began its education reform journey more than two decades ago, we led with a simple but powerful conviction: Every child, regardless of income, background or ZIP code, can learn and deserves access to an excellent education. As part of that journey, we created programs to reward high performers, directed targeted supports and interventions for struggling schools and made Florida a national beacon of choice for families. The result has been a remarkable boon for Florida. Families flocked to the Sunshine State, and our education system has served as a model for much of the 21st century. Today, Florida is one of a handful of states expected to increase its total K-12 student population by 2030 thanks to families increased interest in choice. Despite this success, far too many students remain stuck in 'persistently low-performing' schools that year after year fail to deliver on the promise of a high-quality education. In 2018, under then-Speaker Richard Corcoran, Florida addressed this challenge head-on with the creation of the Schools of Hope program — a first-in-the-nation initiative that incentivizes high-quality charter operators to open schools for students trapped in failing ones. In return, the state provided a revolving loan fund for facilities and generous grants for critical startup costs. This year, lawmakers took the next major step in our education journey — expanding Schools of Hope while also setting a national precedent for solving another growing problem: vacant and underutilized school buildings caused by declining public-school enrollment. Policymakers created a bold, innovative new model that gives high-performing operators guaranteed access to these public school facilities. They can either co-locate with a traditional school or use the full building. Co-location isn't new. Success Academy Charter Schools in New York City has perfected the model, delivering top-tier academic outcomes. Thanks to recent legislative changes, Success and other strong, proven operators now have a pathway to do the same in Florida. What is new for Florida is formal recognition that school buildings don't belong to districts, boards or superintendents — they belong to taxpayers. When buildings sit vacant, underused or are declared surplus, they should be prioritized for use by education entities and immediately put them to work for students. Lawmakers also approved a bold, ambitious new funding policy: supplemental dollars tied directly to a school's actual performance. The concept isn't new, but the scale and intent within the Schools of Hope program is. To qualify, schools must deliver exceptional results for students previously assigned to campuses ranked in the bottom 10% statewide. It's a fundamental reimagining of how to prioritize public education dollars. If a school achieves extraordinary outcomes, the state will reward it with additional funding so it can grow, replicate and serve more students. It's a strategy that smartly combines choice with accountability and keeps Florida laser-focused on measurable results. I often say that reform is never finished, and success is never final. That mindset has driven Florida's education progress for decades — through the consistent leadership of state lawmakers and governors determined to do better for students. From ending social promotion and grading schools to raising expectations and expanding choice, Florida has never hesitated to challenge the status quo in pursuit of excellence. This year's expansion of Schools of Hope opens the door to new charter operators and builds on the success stories already unfolding in other cities and states. As Florida continues to lead on education, we'll grow existing schools and recruit new ones, giving families more high-quality, effective options. Looking back on my time in public service and ahead to Florida's future, it's clear we're not resting on our laurels. We're improving, innovating and leading the next generation of bold reform — putting families first and showing the country what determined, student-centered leadership truly looks like. Few states are willing to take this kind of courageous approach, blending access, accountability and innovation. Florida is doing it again — and our students will be the ones who benefit most. Jeb Bush served as Florida's Republican governor from 1999 to 2007.

Udupi diocese hands over house to family
Udupi: The Udupi Diocese inaugurated a comprehensive initiative aimed at providing housing for underprivileged families lacking their own homes. This ambitious project is a key component of the diocese's preparations for the upcoming General Jubilee Year 2025, a significant milestone for the Catholic Church. The first tangible outcome of this initiative was witnessed on Sunday with the formal handover of a newly constructed house, christened 'Ark of Hope', to the family of Vinod and Angeline Pinto, within the jurisdiction of the Thottam St Anne's Church. The Pinto family, burdened by persistent financial constraints, was residing in rented accommodation. Their plight resonated deeply within the parish community, prompting a concerted effort involving the parish council, generous donors, and the Michael D'Souza Charity Trust to realise their dream. Through this collaborative endeavour, a fully furnished house, estimated at Rs 13 lakh, was constructed. The realisation of this project was further facilitated by the donation of five cents of land by Thomas and Valeriana Noronha. The construction process was expedited, and the house was completed in a five-month timeframe. Rev Denis D'Sa, parish priest of Thottam Church, presided over the handover ceremony, blessing the new home and formally entrusting it to the Pinto family. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Buy Brass Idols - Handmade Brass Statues for Home & Gifting Luxeartisanship Buy Now Undo "A home is more than just bricks and mortar; it is a foundation for stability, security, and a sense of belonging," Rev D'Sa said. India's union budget 2025-26 unveils a 'package of hope' for rural region
New Delhi: The Union Budget 2025-26 has emerged as a beacon of hope for rural India, offering a transformative roadmap aimed at inclusive growth, sustainable development, and economic resilience. With a dedicated focus on agrarian reforms, digital connectivity, infrastructure, and employment generation, the government has unveiled a "Package of Hope" that is poised to bridge the rural-urban divide and uplift millions from poverty. Agriculture Recognising the pivotal role of agriculture in India's economy, the budget has introduced several farmer-centric initiatives. A significant increase in the allocation to the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme will ensure timely financial assistance to small and marginal farmers. Additionally, the government has expanded the scope of the Agricultural Infrastructure Fund to modernise cold storage, warehouses, and food processing units, thereby reducing post-harvest losses. The budget also places a strong emphasis on precision farming and sustainable agricultural practices. The promotion of climate-resilient crops, soil health management, and organic farming initiatives will enhance productivity while mitigating environmental concerns. Furthermore, a new digital agriculture mission aims to integrate AI-driven solutions, drone technology, and blockchain-based farm-to-market linkages, empowering farmers with real-time data and predictive insights. Rural infrastructure and connectivity The "Package of Hope" underscores the importance of rural infrastructure in catalysing economic growth. A substantial budgetary allocation has been earmarked for the Pradhan Mantri Gram Sadak Yojana (PMGSY) to accelerate rural road construction, ensuring last-mile connectivity. Enhanced funding for rural electrification under the Deendayal Upadhyaya Gram Jyoti Yojana will illuminate more villages, fostering entrepreneurship and industrial activity. In a bid to bridge the digital divide, the budget has prioritised broadband connectivity under the BharatNet initiative. With an ambitious goal to connect all gram panchayats by 2026, this measure will revolutionise e-governance, digital education, and telemedicine services, bringing essential services closer to rural populations. Employment generation and skill development With an increasing need for employment opportunities in rural areas, the government has expanded the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) programme to provide more workdays and better wages. Simultaneously, skill development initiatives such as the Skill India Mission and the Rural Livelihood Mission have received a boost to equip youth with vocational training and entrepreneurial skills. The establishment of Rural Start-up Hubs and Agri-Tech Innovation Centres will nurture rural entrepreneurs and provide funding support through interest-free loans. These initiatives aim to create self-sustaining rural enterprises, promoting indigenous industries like handicrafts, dairy farming, and agro-processing units. Health and education The Union Budget 2025-26 envisions a robust healthcare and education system for rural India. The expansion of the Ayushman Bharat scheme will ensure quality healthcare access in remote villages. Additionally, mobile health units and telemedicine services will cater to regions with inadequate healthcare facilities. On the education front, the launch of the 'Rural Digital Learning Initiative' will provide smart classrooms, affordable tablets, and digital content in regional languages. Increased investment in rural higher education and vocational training institutes will further enhance skill development, improving employability among the rural youth. Sustainable development and renewable energy The budget significantly emphasises sustainability and green energy adoption in rural India. Expansion of solar microgrids, biogas plants, and incentives for renewable energy startups will facilitate a shift towards a cleaner and greener rural economy. The government has also launched a 'Waste-to-Wealth' initiative to promote waste management and sustainable agriculture practices in villages. The Union Budget has outlined several key initiatives to accelerate rural development, focusing on infrastructure, digital connectivity, economic empowerment, and resilience-building measures — Jal Jeevan Mission: Expanding rural water supply The Jal Jeevan Mission has been extended until 2028, emphasising enhancing infrastructure quality and ensuring sustainable operation and maintenance of rural piped water supply systems. A citizen-driven approach, "Jan Bhagidhari," will play a pivotal role in achieving universal coverage. Additionally, state-level agreements will be implemented to ensure financial sustainability and long-term success. Bharatnet Project The Bharatnet Project will further expand internet connectivity in rural India, ensuring that all government secondary schools and primary health centres gain access to broadband services. This initiative is expected to enhance educational resources and healthcare facilities, bridging the digital divide in remote areas. India Post: A key driver of rural economy India Post, with its extensive network of 1.5 lakh rural post offices and 2.4 lakh DakSevaks, will be leveraged to boost economic growth in rural areas. Through India Post Payments Bank, it will offer micro-enterprise credit, digital services, and institutional financial solutions. Additionally, India Post will transform into a major logistics provider, supporting entrepreneurs, small businesses (MSMEs), and self-help groups. Rural Prosperity and Resilience Programme A multi-sectoral "Rural Prosperity and Resilience" initiative will be launched in partnership with states to address underemployment in agriculture. By promoting skill development, adopting modern technology, and facilitating targeted investments, this programme aims to strengthen the rural economy. Special attention will be given to empowering women, young farmers, marginalised communities, and landless households, ensuring that migration is an option rather than a necessity. The Union Budget 2025-26 truly heralds a new dawn for rural India. By addressing critical areas such as agriculture, infrastructure, employment, healthcare, education, and sustainability, the Indian government's "Package of Hope" aims to create a self-reliant and prosperous rural landscape.
