Govt launches website to curb drug abuse
Ranchi: State rural development and Panchayati Raj minister Dipika Pandey Singh launched a website containing ill-effects of drug use, government policies, legal provisions, de-addiction and rehabilitation as its statewide campaign to curb drug use ended on Thursday. During the event, held at Shaurya Hall in Doranda, officials said over 12,000 awareness programs were held across panchayats and districts during the fortnight long campaign. "Under chief minister Hemant Soren's directions, the deputy commissioners and the superintendents of police ensured that the awareness campaign reaches the villages. Many youths and women participated in the functions. We, however, must catch the kingpins of drug supplies. The addicted persons should be treated as patients and be de-addicted and rehabilitated," Pandey said. Chief secretary (CS) Alka Tiwari said that the network of drug peddlers is increasing rapidly, and a coordinated effort is needed to check it. "Earlier, we used to think of Punjab and north-eastern states while talking of drug abuse. Now, it is a problem for Jharkhand also. Chemical weapons watchdog again finds banned tear gas in Ukraine samples - War in Ukraine
The international chemical weapons watchdog said Thursday that it had found a banned tear gas in seven samples submitted by Ukraine, which has accused Russia of using the riot control agent on the front line. It was the third time the Organisation for the Prohibition of Chemical Weapons (OPCW) has confirmed the use of CS gas in areas where fighting is taking place in Ukraine. The OPCW, based in The Hague, said the toxic agent was present in samples from two grenade shells, two soil samples, two vegetation samples, and the remains of a drone. The watchdog also collected documents, digital files, and direct testimonies, it said. The report did not blame either Ukraine or Russia for the use of the substance, which is banned in war zones. The Chemical Weapons Convention prohibits the use of riot control agents, including CS gas, "as a method of warfare". Russia and Ukraine have accused each other of using chemical weapons in the three-year-old conflict. The OPCW had previously reported confirmations of the presence of CS gas in samples provided by Ukraine in November 2024 and in February this year. "The repeated discovery of riot-control agent grenades near active conflict zones in the Dnipropetrovsk region is deeply concerning," OPCW director general Fernando Arias said, noting "the pressing need to reinforce adherence to the Chemical Weapons Convention". CM Siddaramaiah asks Chief Secretary to return files to officials if not in Kannada
BENGALURU: Kannada first. Chief Secretary Shalini Rajneesh has issued a circular urging all government departments to use Kannada in any form of communication. The circular comes in the wake of Chief Minister Siddaramaiah's instruction to return files that are not in Kannada to department heads concerned seeking explanation. The circular stated that despite repeated reminders, some officials are not sending files and letters to the CM in Kannada. The circular asks officials to communicate in Kannada other than to the central government, other states and courts. Even recruitment, transfer and leave approval documents should be in Kannada, failing which action will be taken against the concerned official, said the circular. As per Karnataka State Language Act 1963, Kannada is the administrative language of Karnataka. The CS said the letters that comes/ tabled in Legislative sessions, calling attention and other letters during sessions should be in Kannada. The entry books should be in Kannada. 'The internal communication, notification, circular, orders, meeting invitation and other forms of communication should be in Kannada. However, in some cases, these instructions are not followed,' it stated. According to the circular, Kannada has to be used by every employee working in government, corporation, boards, local urban bodies, universities, aided organisations and other government bodies. The CS pointed out that in the recent Karnataka Development Programme (KDP) meeting, DC and Chief Executive Officer had used English in their meeting agenda, while certain departments are using English for work related and DCs are approving the same. This was objected to by Kannada Development Authority.
