Andhra govt to initiate disciplinary action on IPS officer for unauthorised foreign visits
However, Chief Secretary K Vijayanand offered him an opportunity to submit a written statement in his defence or to appear in person to be heard within 30 days.
"The Government of Andhra Pradesh has decided to initiate disciplinary proceedings against PV Sunil Kumar, IPS, formerly director general, Andhra Pradesh State Disaster Response and Fire Services, now under suspension, in accordance with the procedure laid down in Rule 8 of the All India Services , Rules, 1969," said Vijayanand in an order issued late on Thursday.
The state government framed elaborate articles of charge in an annexure and a statement of imputations of misconduct or misbehaviour in support of the articles of charge.
The government demanded Kumar to specifically admit or deny each article of charge and said that if no written statement is filed in his defence or if he fails to appear in person, then action will be taken against him on the basis of the material available on record.
According to the state government, Kumar, who worked as the additional director general of police from October 24, 2019 to January 23, 2023 and later as director general of Andhra Pradesh Disaster Response and Fire Services from March 10, 2023 to June 20, 2024, had made several foreign visits.
During these visits, Vijayanand said he allegedly deviated from the actual itinerary for which had sought permission, and also made foreign visits without taking the government's permission.
According to the chief secretary, Kumar was granted permission to visit Georgia on casual leave from March 1 to 4, 2024, but he allegedly deviated from the approved itinerary and travelled to the UAE.
He said this amounts to the violation of several rules under the All India Services Rules, 1968.
Likewise, Vijayanand listed alleged violations during Kumar's visits to Sweden, USA, UK and UAE. He alleged that Kumar did not even procure permission for some of those visits.
Hence, the chief secretary noted, Kumar had allegedly exhibited gross misconduct and indiscipline and acted in a manner 'unbecoming of a government servant', which are leading to the disciplinary proceedings.
Disciplinary proceedings against Kumar come in the backdrop of the government arresting another senior IPS officer, PSR Anjaneyulu, who had worked as the intelligence chief under the previous YSRCP regime.

The Karnataka Lokayukta said on Thursday that senior IPS officer Srinath Mahadev Joshi had been in touch with G Ningappa, a former head constable arrested for allegedly extorting Rs 4.92 crore from government officials by posing as a Lokayukta officer. 'Joshi was in touch with Ningappa and was involved in threatening government officials and to extort money. They used the code word 'kg' and in the preliminary probe, it has been revealed. The collected black money was being converted to white money by investing in cryptocurrency,' the anti-corruption watchdog said in a statement. A police officer said that 'kg' referred to lakhs. Lokayukta said Joshi was involved in extortion and exchanged related WhatsApp messages with Ningappa, also known as Ningappa Sawanth. According to the Lokayukta, Ningappa, had 23 cryptocurrency wallets and Rs 4.92 crore was invested in 13 wallets. On June 15, Joshi's house was searched after the Lokayukta police secured a warrant from the court, the statement said. He was a superintendent of police in the Lokayukta until June 12. The Lokayukta also said that there were no complaints from outside (government officials or private persons) but that the case was registered when the Lokayukta chief got to know about the extortion. Ningappa was arrested in the case on June 2. He has been released on bail. The Karnataka High Court has ordered an interim stay on the investigation against Joshi and Ningappa in the extortion case. On June 30, the Lokayukta police approached the high court seeking permission to continue their investigation against Joshi and Ningappa, citing public concern over the credibility of the institution. On Thursday, Justice S R Krishna Kumar of the high court posted the matter to Tuesday. Thirty-five cases have been registered at various police stations where Ningappa allegedly approached government officials, mainly from the Bruhat Bengaluru Mahanagara Palike (BBMP) and the excise department, with extortion demands. Ningappa used the names not only of Lokayukta police officers but also of the Lokayukta and the Upa Lokayukta, the anti-corruption watchdog suspects. Ningappa is accused of calling government officials over the phone to extort money ranging from Rs 2 lakh to Rs 25 lakh.

Bribery case: Kerala HC extends order restraining ED officer's arrest
Kochi: High court has reserved its order on the anticipatory bail petition filed by Sekhar Kumar, an assistant director of Enforcement Directorate (ED) in Kochi, in connection with an alleged bribery case. The bench of Justice A Badharudeen on Thursday extended the interim order restraining Kumar's arrest until the pronouncement of the final order. The case arises from a complaint filed by Aneesh Babu, a Kollam-based cashew trader, who alleged that ED officials demanded a bribe to halt an investigation under the Prevention of Money Laundering Act (PMLA). The PMLA proceedings were initiated following a police case registered against Aneesh for allegedly cheating local traders by accepting advance payments for imported cashew nuts and failing to deliver the goods. In his complaint, Aneesh alleged that two middlemen, Wilson Varghese and Mukesh Kumar, approached him on behalf of the ED officer and demanded Rs 2 crore to stop the ED probe. The vigilance department arrested both middlemen, who, during interrogation, allegedly named Sekhar Kumar, leading to his arraignment as the first accused in the case. Kumar, in his plea, has denied any involvement and contended that there is no material linking him to the arrested individuals. He further claimed that he has been falsely implicated with ulterior motives and that the case is driven by vexatious intent.
