France's prison population reaches all-time high
PARIS: France's prison population hit a record high on May 1, with 83,681 inmates held in facilities that have a capacity of just 62,570, justice ministry data showed on Saturday.Over the past year, France's prison population grew by 6,000 inmates, taking the occupancy rate to 133.7 percent.The record overcrowding has even seen 23 out of France's 186 detention facilities operating at more than twice their capacity.Justice Minister Gerald Darmanin, who has called the overcrowding crisis 'unacceptable,' has suggested building new facilities to accommodate the growing prison population.The hard-line minister announced in mid-May a plan to build a high-security prison in French Guiana — an overseas territory situated north of Brazil — for the most 'dangerous' criminals, including drug kingpins.Prison overcrowding is 'bad for absolutely everyone,' said Darmanin in late April, citing the 'appalling conditions' for prisoners and 'the insecurity and violence' faced by prison officers.A series of coordinated attacks on French prisons in April saw assailants torching cars, spraying the entrance of one prison with automatic gunfire, and leaving mysterious inscriptions.The assaults embarrassed the right-leaning government, whose tough-talking ministers — Darmanin and Interior Minister Bruno Retailleau — have vowed to step up the fight against narcotics.And in late April, lawmakers approved a major new bill to combat drug-related crime, with some of France's most dangerous drug traffickers facing detention in high-security prison units in the coming months.France ranks among the worst countries in Europe for prison overcrowding, placing third behind Cyprus and Romania, according to a Council of Europe study published in June 2024.

Philippines VP Duterte must go on trial due to severity of charges, prosecutors say
MANILA: Philippine Vice President Sara Duterte must be tried, and ultimately convicted, over serious charges, including an alleged threat to have the president killed, prosecutors argued in a submission to a Senate impeachment court on Friday. Duterte is facing removal from her post and a lifetime ban from office if convicted. She has denied wrongdoing and maintains her impeachment is politically motivated and the result of an acrimonious falling out between her and President Ferdinand Marcos Jr. Lower house prosecutors said the weight of the evidence against Duterte justifies a full-blown trial, rejecting her defense that the allegations against her in an impeachment complaint were unsubstantiated. 'The severity of the charges leaves no room for technical evasion. A trial is not only warranted but necessary to reinforce justice, uphold democratic principles, and affirm that no individual, regardless of rank of influence, stands above the law,' they said in their response to Duterte's defense. 'It is obvious from a simple reading of (Duterte's response), which relies on misleading claims and baseless procedural objections, that the only legal strategy of the defense is to have the case dismissed and avoid trial,' the prosecutors said. Duterte, who was impeached by the lower house in February, has described the impeachment complaint as unconstitutional and 'nothing more than a scrap of paper.' Included in the complaint were allegations she misused public funds while vice president and education secretary and had plotted to assassinate Marcos, the first lady and the house speaker based on remarks during a November press conference about hiring an assassin. Duterte's impeachment is widely seen in the Philippines as part of a broader power struggle ahead of the 2028 election, which Marcos cannot contest due to a single-term limit for presidents and will likely seek to groom a successor to protect his legacy. Marcos has distanced himself from the impeachment. Duterte, the daughter of former President Rodrigo Duterte, is expected to run for the presidency in 2028 if she survives the impeachment and would be a strong contender.

Argentina to Put Iranians and Lebanese on Trial in Absentia over 1994 Jewish Center Bombing
An Argentine judge on Thursday ordered that the seven Iranians and three Lebanese citizens accused of involvement in the 1994 bombing of a Jewish community center in Buenos Aires face trial in absentia for the first time in the long-running case plagued by setbacks and controversy. For years Argentine courts have ordered that the suspects — Iranian former officials and Lebanese nationals — be apprehended and brought before a judge because Argentina never allowed trials in absentia. Past efforts to encourage foreign governments to arrest the suspects, including an influential advisor to Iran's supreme leader, on the basis of Interpol red alerts never gained traction. But right-wing President Javier Milei, a loyal ally of Israeli Prime Minister Benjamin Netanyahu and fierce critic of Iran who studies the Torah with a rabbi despite being born Catholic, pushed a bill through Congress earlier this year that authorizes trials in absentia for fugitives that have long sought to evade justice, allowing Argentina to put the defendants on trial for the first time. On Thursday, Judge Daniel Rafecas approved the trial in absentia following a request from the special prosecutor's office responsible for investigating the 1994 attack, the deadliest in the South American country's history, which killed 85 people two years after a separate bombing of the Israeli Embassy in Buenos Aires killed 22 people. Rafecas described the trial as the only way to avoid impunity now more than 30 years after the bombing. 'Trial in absentia, however limited, remains a tool that allows us, at the very least, to attempt to uncover the truth, reconstruct what happened, and, above all, give those representing the victims a place to express themselves publicly in this process,' he wrote in his ruling. Last year, a high court in Argentina ruled that the Iranian government had masterminded the 1994 attack on the center, known by its acronym AMIA, and that members of Lebanon's Iran-backed group Hezbollah had carried it out. Iran has long denied any involvement in the attacks. Among the seven Iranians who are subject to Argentine arrest warrants are former Intelligence Minister Ali Fallahian, former commander of Iran's paramilitary Revolutionary Guard Mohsen Rezaei and former Foreign Minister Ali Akbar Velayati, who now advises Iran's Supreme Leader Ali Khamenei. The three Lebanese citizens include Salman Raouf Salman, who allegedly coordinated the attack, and fellow Hezbollah members Abdallah Salman and Hussein Mounir Mouzannar. All have been declared in contempt of court, in some cases decades ago. Advancing the AMIA case has been a key goal of Milei, who concluded a trip to Jerusalem on June 12, the night before Israel launched its unprecedented air campaign targeting Iran's nuclear sites and military leadership. Milei escalated his rhetoric against Iran and in support of Israel during the 12-day war between the regional foes, calling Iran 'an enemy of Argentina' and praising Israel as 'saving Western civilization.'
