Palace eyes ‘positive reaction' on MJ Veloso's clemency appeal

Malacañang is looking at a positive development in the appeal of the family and supporters of convicted overseas worker Mary Jane Veloso to grant her full and absolute clemency.
This, as Veloso's parents, along with concerned groups, on Friday submitted a petition addressed to President Ferdinand 'Bongbong' Marcos Jr. to free Mary Jane. They were hoping for the granting of her clemency before Marcos' fourth State of the Nation Address (SONA) on July 28.
Palace Press Officer Undersecretary Atty. Claire Castro said that Marcos has yet to receive the letter.
'Kung wala naman tayong malalabag na batas at ito ay ikakabuti ng ating kababayan, makakakuha naman tayo po malamang ng positibong reaksyon dito,' Castro said in a palace briefing on Friday.
(If it doesn't break any laws and will benefit her, we will probably get a positive reaction to it.)
In November last year, Manila and Jakarta reached an agreement to transfer Veloso to the Philippines. She was convicted of drug trafficking in 2010 and was a death row inmate in Indonesia.
Veloso finally arrived in the Philippines in December and was transferred to the Correctional Institution for Women (CIW) in Mandaluyong City.
Marcos back then said that the possibility of granting Veloso clemency was still "far off."
Indonesia said that it would respect any decision made by the Philippines, including the possibility of Veloso being given clemency. —LDF, GMA Integrated News

Malacañang on Friday expressed hope that the Philippines will still become an upper middle-income country under the administration of President Ferdinand 'Bongbong' Marcos Jr. This, after the World Bank's latest classification for fiscal year 2026 showed that the Philippines remained a lower-middle-income economy, even as its gross national income (GNI) per capita in 2024 stood at $4,470, up from GNI per capita of $4,320 in 2023. GNI per capita measures the country's total income divided by its population. According to Palace Press Officer Undersecretary Atty. Claire Castro, the government has a plan to achieve an upper-middle income status within Marcos' term. 'Ang gagawin ng pamahalaan ay lalong palakasin ang macroeconomic foundation at ipagpatuloy pa po ang mga reporma sa infrastructure, education, innovation at digitalization pati na po ang ease of doing business like the CREATE MORE Act, pati po ang PPP or Private-Public Partnership Code,' Castro said in a palace briefing. (What the government will do is to further strengthen the macroeconomic foundation and continue the reforms in infrastructure, education, innovation and digitalization as well as the ease of doing business like the CREATE MORE Act, and the PPP or Private-Public Partnership Code.) 'So, makakasa po tayo na magiging positibo tayo para po makamit natin at makarating po sa upper middle-income group sa panahon po ni Pangulong Marcos Jr.,' she added. In his first State of the Nation Address (SONA) last July 2022, Marcos revealed his administration's goal for the Philippines to hit a GNI per capita of $4,256 to attain an upper-middle income status by 2024. The timeline to hit the target has been repeatedly adjusted, with Economic Planning Secretary Arsenio Balisacan expressing confidence that the country would move up to become an upper middle-income country by 2026, as he was optimistic that the economy would expand by 6% for the entire year 2025.—LDF, GMA Integrated News

Around 1k inmates released from June to July 2025

A total of 1,004 persons deprived of liberty (PDLs) from various prisons and penal farms nationwide were released from June 13 to July 3, 2025, the Bureau of Corrections (BuCor) said Friday. BuCor said this brings the total number of released PDLs under the current administration to 24,583. Data from the bureau showed that 423 were from various compounds in the New Bilibid Prison, 52 from the Correctional Institution for Women (CIW), 1 from CIW-Iwahig Prison and Penal Farm, and 10 from CIW-Mindanao. Around 136 were from the Davao Prison and Penal Farm, 109 from the Iwahig Prison and Penal Farm, 50 from the Leyte Regional Prison, 110 from the Sablayan Prison and Penal Farm, and 113 from the San Ramon Prison and Penal Farm. Aside from this, it said that 61 were released due to acquittal, 16 due to probation, 16 due to habeas corpus, 94 due to parole, 1 due to bail, 1 due to cash bond, 459 due to expired sentence not covered by Department Order (DO) 652, and 356 due to expired sentence approved by the justice secretary. Under DO 652, the bureau said that the release of PDLs incarcerated in national penitentiaries with expired sentences shall be approved by the BuCor director general or his duly authorized representative. Meanwhile, the release of PDLs sentenced to life imprisonment or reclusion perpetua or those classified as high-risk or high-profile shall be implemented only upon prior approval of the justice secretary. —VAL, GMA Integrated News
