Former IAF sergeant arrested in 100cr multi-state investment fraud case
Lucknow: The Economic Offences Wing (EOW) on Friday apprehended a former Indian Air Force sergeant from Faizabad Road in Lucknow for allegedly running a fake online investment scheme that duped thousands of investors. The accused — Anil Kumar Tiwari alias 'Doctor' — was on the run for over a decade. Tiwari, son of a retired govt scientist, had taken a VRS from IAF after 17 years in 2009 and became a key operative of M/s Uni Pay to You Marketing Pvt Ltd, an online investment company that originated in Bengaluru, Karnataka. The company set up regional branches in multiple places, including Unnao in Uttar Pradesh. Through aggressive marketing and promises of doubling investments within 10 months and offering unusually high interest rates on fixed deposits, the company lured lakhs of rupees from unsuspecting investors, many of whom were farmers, homemakers and small business owners. Tiwari, leveraging his credibility as an ex-serviceman, was instrumental in building trust among potential investors. His background — as the son of a respected scientist and a former IAF sergeant — added legitimacy to the fraudulent operations. Officials say Tiwari operated as a recruiter, trainer and field-level handler for the firm's north India operations. The company shut down its operations abruptly without returning the investors' money. When victims began approaching authorities, it emerged that the firm siphoned off several crores of rupees, and its key directors and agents fled. A criminal case was registered in 2013 at Kotwali police station in Unnao under multiple sections of the Indian Penal Code (419, 420, 467, 468, 471, 506, 109, 120B) and the Information Technology Act (Section 74). On Nov 22, 2013, the Uttar Pradesh govt transferred the investigation to the EOW's Lucknow unit. EOW officials confirmed that nine persons were named in the FIR. Of them, six were already arrested and sent to jail in earlier operations. Inspector General of Police, EOW, Katarpu Sunil Emmanuel, said the scam's alleged kingpin, Mookandhan Gangam, a Malaysian national who was the director of the company, is still at large. "A Look-Out Circular (LOC) has been issued against him, and efforts are underway to initiate extradition proceedings. Gangam is believed to have coordinated the pan-India scam from abroad while maintaining frontmen like Tiwari in different regions," said the IG.
