Peru Negotiations 'Concerning', Scientists Urge India to Intervene in Genetic Resources Talks

New Delhi: Four scientists and experts have written to Union agriculture minister Shivraj Singh Chouhan on the urgent need for Indian intervention on proposals on the future of genetic resources in the ongoing International Treaty on Plant Genetic Resources for Food and Agriculture in Peru.
The experts are Suman Sahai, chairperson of the a research and advocacy organisation Gene Campaign, Dinesh Abrol, a professor at the Institute for Studies in Industrial Development, and B Sarath Babu and Soma Marla, who are both former principal scientists at ICAR- National Bureau of Plant Genetic Resources.
The current trajectory of negotiations to change the multilateral system of the international treaty under which genetic resources are accessed by countries has given the writers profound concern, the writers say.
"We urge India to take the lead in negotiations to strike a fair and equitable balance for all stakeholders, particularly between the providers and users of plant genetic resources," the writers note.

The 14th Meeting of the Ad Hoc Working Group of ITPGRFA contracting parties is taking place from 7-11 July in Lima, Peru. The specific focus of this meeting is to expand the scope of the existing multilateral agreement to include ALL plant genetic resources instead of the restricted list of plants offered by member countries. This is not in the interest of India and other developing countries that are the providers of genetic resources. Apart from this there are other proposals on the table.
We are writing to express our profound concern about the current trajectory of negotiations to change the Multilateral System (MLS) of the International Treaty under which genetic resources are accessed between countries.
India, a leading member of the Treaty, is rich in plant genetic resources, which constitute the foundation of its agriculture and food production. It must not allow any challenges to its sovereign rights over this vital resource.
There is apprehension that the current proposals on the table for the GB 11 will not adequately address the concerns of genetic diversity-rich countries, farmers, and local communities, whose enormous contributions have been and continue to be central to global food security.
Pushing for access to all plant genetic resources, overtaking existing lists of plants that countries have agreed to present for global access
Concerns
Full access instead of a negotiated access, could significantly compromise a nation's sovereign rights over its genetic resources and override domestic legislation, like India's Biodiversity Act. It could also impact Farmers' Rights to save, use, exchange, and sell their farm-saved seeds.
There is a palpable discontent that payment into the benefit-sharing fund remains paltry, while access to genetic resources (including DSI) continues and is slated to expand
Access to genetic material for users must be unequivocally linked to a proportionate increase in monetary benefit-sharing for provider countries and communities.
Revising the existing terms of access and benefit sharing
The draft proposals aim to change the terms of access to Plant Genetic Resources and the agreed sharing of profits derived therefrom. Broadly speaking, developing countries are the providers of genetic resources whereas developed countries are the users of these resources Concerns
The newly proposed payment rates and mechanisms are not such that will generate funds commensurate with the value of the genetic diversity taken. As it stands, after millions of seed transfers, very few monetary contributions have materialized.
The revised MTA contains loopholes, allowing commercial users to avoid or minimize benefit-sharing obligations.
The use of broad confidentiality clauses can hinder transparency and the ability to track the utilization of genetic resources and enforce benefit-sharing.
Benefit sharing for use of Digital Sequence Information (DSI) /Genetic Sequence Data (GSD)
This is perhaps the most contentious area, dealing with how benefits derived from the use of digitized genetic information of plant resources should be shared.
Concerns
Dilution of sovereignty Over DSI: Diversity-rich countries like India argue that unrestricted access to DSI without explicit benefit-sharing mechanisms will facilitate
"digital biopiracy." It is difficult to trace the origin of DSI once it is uploaded to public databases
Developed countries and the seed industry want open access to DSI for research and innovation, and advocate against mandatory payments.
Any 'voluntary' approach to DSI benefit-sharing ( as being discussed) would allow users to access sequence data, bypassing physical materials, and evade benefit-sharing obligations.
Recommendations for the way forward:
Facilitate multilateral Group Discussions among Parties to bridge existing divides and try to arrive at a common ground.
This is especially needed between diversity-rich developing countries (providers) and the developed countries (Users) to address specific points of divergence on DSI, expansion of lists of accessible crops, and benefit-sharing payment mechanisms.
We urge India to take the lead in negotiations to strike a fair and equitable balance for all stakeholders, particularly between the providers and users of plant genetic resources. This would ensure global food security and a secure future where the rights of those who conserve biodiversity are justly upheld.

The Central Board of Film Certification (CBFC) on Wednesday said it was willing to revise its earlier demand for 96 cuts in the Malayalam film 'JSK: Janaki v/s State of Kerala' to just two cuts, which the producers of the film agreed to, marking the end of a three-week legal tussle. Suresh Gopi The film, starring Union minister of state and Bharatiya Janata Party leader Suresh Gopi and Anupama Parameshwaran in the lead roles, tells the story of a rape survivor fighting for justice. CBFC had objected to the name 'Janaki' in the title as well as the protagonist's name, claiming it refers to the Hindu goddess and that its usage in a film about sexual violence would offend religious sentiments. During the hearing of the case in the Kerala high court, CBFC counsel said that it was ready to grant the producers a censor certificate if they made two changes — one, the film's title be changed to 'Janaki V v/s state of Kerala' indicating the character's initials and two, the name Janaki be muted in two scenes in the film. The producers agreed to the changes during the hearing. Advocate Haris Beeran, appearing for the producers, told reporters that his client agreed to the changes suggested by CBFC as they were facing mounting financial losses due to the delay in the release of the film. 'This is a case that we can win 100% on appeal. But, the producers have taken a commercial call. They are facing financial losses due to the delay in the film's release. They also have an OTT deal that they have to adhere to. That's why, they have agreed to make the changes. The high court has ordered CBFC to grant the censor certificate within three days of re-submission of the application. So hopefully, the film can release by next Friday,' Beeran told reporters. The Censor Board had earlier refused to grant certification unless the title was changed, citing potential religious sensitivity, as 'Janaki' is also an alternative name for the Hindu goddess Sita. Pravin Narayanan, the film's director, said that they would attempt to make the changes and re-submit the application for censor certificate within the next two days. 'We have reached an amicable solution. As an artiste, it's difficult to make such changes, but somewhere, we will have to compromise,' he said.

Odisha police on Wednesday (July 9, 2025) released 25 persons out of 444 migrant labourers suspected to be Bangladeshi or Rohingya (Myanmar) held in Jharsuguda after ascertaining their Indian nationality. Document verification was still underway late Wednesday evening, as those detained continued to procure their papers through various means, including WhatsApp and physical submission 'Persons with valid documents are already returning or are in process of returning to their place of stay. We urge the public to refrain from speculation and trust the authorities to carry out this process transparently and fairly,' said Himanshu Lal, Inspector General of Police (Northern Range). 'We understand the concerns raised regarding the holding of individuals in Jharsuguda. However, safeguarding national interest and security remains paramount and cannot be compromised. The individuals under scrutiny lack valid documentation to establish their residency or citizenship, necessitating a thorough verification process to ascertain their identity,' said Mr. Lal. He said, 'without verifiable documents, it is imperative to cross-check records to confirm whether individuals are Indian citizens or foreign nationals. This process is critical to protect our borders and ensure the safety of our nation.' 'These individuals are being held in designated facilities with access to adequate food, water, hygiene, and medical care, in line with humanitarian standards,' said IGP According to police, the verification is being conducted meticulously by senior officials via a JIT (Joint Investigation Team), with multiple layers of scrutiny to ensure no Indian citizen is wrongfully detained or harassed. Every effort is made to uphold the rights of Indian citizens while maintaining the integrity of the process. Tankadhar Tripathy, BJP MLA from Jharsuguda, 'the present government is taking decisive action to uphold national sovereignty and safeguard security—measures that were not undertaken by previous administrations. The documents of suspected foreign nationals, including Bangladeshis and Rohingyas, are being verified in accordance with guidelines issued by the Ministry of Home Affairs and the State government.' 'Those who are able to produce valid documents are being released. The allegations of illegally detaining anyone are baseless. Suspected foreign nationals are being treated with dignity. They have been accommodated on a college premises, not in any detention centre,' said Mr. Tripathy. In May this year, MHA sent a letter to all States saying, 'India, as a matter of policy, does not support any kind of illegal migration or overstay either into its own territory or illegal migration of its citizens to foreign territories. To facilitate orderly migration and timely exit, India has a robust visa and immigration regime in place to enable lawful inward movement of persons including professionals and skilled work force, business persons, students and foreign tourists. However, illegal migration has security and socio-economic ramifications which are often well beyond law enforcement.' The Centre said people overstaying without valid passport or other travel documents or any other document of legal authority should be identified.
