PC Ghose Commission report on Kaleshwaram project submitted to Telangana CM
Principal Secretary, Irrigation and Command Area Development, Rahul Bojja, submitted the report to the Chief Minister in the presence of Deputy Chief Minister Mallu Bhatti Vikramarka, Irrigation Minister N. Uttam Kumar Reddy, and Revenue Minister Ponguleti Srinivas Reddy. Immediately after the report's submission, the government constituted a committee with Secretaries of the Irrigation, Law and General Administration Departments to study the report. The Committee is likely to complete the exercise and submit its report to the government, to be taken up in the State Cabinet on August 4.
Later, the Chief Minister held a preliminary discussion on the report. It is learnt that the PC Ghose Commission has made it clear in its report about failures in the construction of the barrages of Kaleshwaram project and said faults were seen from the lowest level to the highest level in the government.
The Commission apparently felt that norms were thrown to the winds and works were done not professionally, by according to the whims and fancies of the individuals. The decisions at the engineering and construction level were taken due to pressure from the top officials and political bosses. Violations were found right from the preparation of the Detailed Project Report (DPR).
The Committee, which was appointed to study the construction of the Kaleshwaram project comprehensively, including structural and procedural lapses and violations of norms in administrative decisions, submitted its report to the Irrigation Secretary Rahul Bojja on Thursday.

Mizoram Government Denies Allegations Of Shifting State Capital From Aizawl to Thenzawl
Aizawl: The Mizoram government on Monday denied the allegation that it has been trying to shift the state capital from Aizawl to Thenzawl in Serchhip district. In a statement, the Zoram People's Movement (ZPM) government also asserted that a "clerical error" in a letter sent by the Centre to the state administration led to the misunderstanding that the capital would be shifted to Thenzawl. Thenzawl is a census town located about 93 km from Aizawl, and it falls under the Serchhip constituency from where Chief Minister Lalduhoma was elected consecutively in the 2018 and 2023 assembly polls. Mizoram's main opposition party, the Mizo National Front (MNF), on August 1 charged the CM with "secretly" trying to shift the state capital from Aizawl to Thenzawl and seeking funds from the Centre to execute the plan. MNF general secretary Zodinpuia had said, "On April 24, the Ministry of Housing and Urban Affairs sent letters to the Mizoram chief secretary and resident commissioner in Delhi under the subject 'shifting of state capital from Aizawl to Thenzawl', asking them to prepare a Detailed Project Report (DPR) for the matter. The state Urban Development and Poverty Alleviation department in a statement clarified that there was a "clerical error" in the letter sent to the state government by the Centre, which was mistaken for shifting the state capital from Aizawl to Thenzawl. The letter was about sanctioning a fund of Rs 10 crore by the Ministry of Housing and Urban Affairs for preparing the Detailed Project Report for the 'Thenzawl peace city' project, it said. On April 4, Lalduhoma said that plans were afoot to develop Thenzawl and the surrounding areas as a 'peace city' to house about 10 lakh people. Lalduhoma had said that he was optimistic about getting financial help from the Centre for the project, as he had earlier discussed the plan with Prime Minister Narendra Modi. The CM had also said he discussed the plan with the 16th Finance Commission, and the Ministry of Housing and Urban Affairs approved Rs 10 crore to develop a master plan for the project.

Zoramthanga: CM plotting to shift state capital to Thenzawl
1 2 3 4 Aizawl: In a fiery address on Monday, former chief minister and Mizo National Front (MNF) president Zoramthanga accused current CM Lalduhoma of secretly plotting to relocate the state capital from Aizawl to Thenzawl. Drawing a parallel to the infamous medieval ruler Muhammad bin Tughlaq, Zoramthanga slammed the CM for allegedly making erratic decisions reminiscent of Tughlaq's controversial capital shift from Delhi to Daulatabad. Speaking at the MNF headquarters in Aizawl, Zoramthanga referenced a letter from Seema Rani, a section officer at the Union ministry of housing and urban affairs (MoHUA), which he claimed outlined plans for a Detailed Project Report (DPR) on moving the state capital. He accused Lalduhoma of misleading the public by only mentioning a "Peace City" initiative in Thenzawl to ease congestion in Aizawl. Zoramthanga criticised the alleged plan for its lack of transparency, stating, "There has not been a single cabinet meeting or public consultation on this sensitive issue. People of Mizoram have been kept in the dark." In response, the state urban development & poverty alleviation department clarified that there are no plans to shift the capital. They attributed the confusion to a miscommunication from the central govt. The MoHUA had approved Rs 10 crore for a DPR on establishing a Peace City in Thenzawl, not for relocating the capital, the department said.

Judicial Commission on Kaleshwaram project holds KCR accountable for 'irregularities"
Hyderabad: The judicial commission appointed by the Telangana government on the Kaleshwaram project held former Chief Minister K Chandrasekhar Rao accountable "directly and vicariously" for the irregularities with regard to construction and other aspects. The state cabinet on Monday discussed and accepted the commission's report in its meeting held at the Secretariat, Chief Minister A Revanth Reddy told reporters. Briefing reporters after the cabinet meeting, Irrigation Minister N Uttam Kumar Reddy, flanked by CM Reddy and other ministers, said the commission, in its report, also found fault with T Harish Rao, a nephew of KCR who was irrigation minister during the BRS regime, and also the then finance minister Eatala Rajender (now a BJP MP). The CM said the government would soon call for a meeting of the Assembly and decide its future course of action on the report after a thorough debate on the matter. The commission, headed by former Supreme Court judge P C Ghose, submitted its report to the government on July 31. Then CM KCR (K Chandrasekhar Rao) was held "directly and also vicariously accountable for the irregularities and the illegalities in planning, construction, completion, operation and maintenance of the three barrages", Uttam Kumar Reddy said, quoting the report. The commission also pointed out that the project lacked cabinet approval and works had started even without the final Detailed Project Report (DPR). The then chief minister is pre-determined and bent upon to construct the barrage at Medigadda at his "free choice" and the authorities associated with the decision making facilitated them, a summary of the report shared with the media said. The commission concluded that the entire project was characterised by "rampant and brazen procedural and financial irregularities", it said. "The report underscored that the Kaleshwaram project, intended as a "lifeline" of Telangana, became a colossal waste of public money due to a profound failure of governance, planning, technical oversight and financial discipline, driven by individual decisions and undue influence of political leadership", it said. The damage to the barrages of the Kaleshwaram project was a key issue during the 2023 assembly elections in the state. Recalling that he had visited the Medigadda barrage of the Kaleshwaram project, along with Congress leader Rahul Gandhi, before the assembly polls in 2023, CM Reddy said Congress, in its election manifesto, had promised to conduct a judicial inquiry on the alleged irregularities in the project if the party came to power. Countering the allegations against the previous BRS government and KCR, BRS leader S Niranjan Reddy demanded that the commission's report be made public instead of releasing its summary. He stressed that the commission's report can be challenged legally. The government is trying to divert public attention in the name of the report ahead of the local body polls, he added.
