Morocco Launches New Integrated Territorial Development Program
A strategic meeting was held today in Tetouan, alongside the annual working meeting with walis and governors responsible for territorial administration and central services of the Ministry of Interior, according to a statement.
Several government members attended this meeting, including ministers of Interior, Equipment and Water, National Education, Preschool and Sports, Health and Social Protection, National Territory Planning, Urban Planning, Housing and City Policy.
The gathering also included ministers of Agriculture, Maritime Fishing, Rural Development and Water and Forests, as well as Economic Inclusion, Small Business, Employment and Skills. Walis and governors were also present.
The main objective was to identify the best strategies for the effective implementation of this royal program, considered a national priority.
The initiative aims to ensure a dignified life for Moroccan citizens through four key pillars: job creation and promoting entrepreneurship, strengthening basic social services (particularly education and healthcare), adopting a proactive and sustainable water resource management model, and launching integrated territorial development projects that align with nationwide megaprojects.
Participants stressed the collective responsibility and need to redouble efforts while maintaining constant mobilization to accelerate this project's implementation.
Special attention was given to the integrated nature of future programs, requiring enhanced coordination, convergence of actions, and adoption of a participatory approach based on synergy between various local actors.
The meeting expressed total commitment to the imperatives of this new phase, based on a vision focused on integrated territorial development and results-oriented governance with tangible impacts.
The group recognized the importance of merging public policies with citizens' aspirations to promote equitable social and territorial justice.
'No place for a Morocco moving at two speeds'
This new approach comes as part of the sovereign's vision for advanced regionalization, which is now entering a new phase. The monarch has outlined four fundamental guidelines for this generation of programs based on the pooling efforts of all stakeholders around national and territorial priorities.
Nearly a decade after implementing advanced regionalization, which culminated in the prominence of regions in territorial development through Organic Law 111-14 of 2016, this project is about to reach a new level.
The royal speech coincides with a phase of regional development driven by the second mandate of Regional Councils (2022–2027) and the ongoing implementation of the program to reduce territorial and social disparities.
Currently, three regions continue to concentrate more than 58% of national wealth: Casablanca-Settat, Rabat-Salé-Kénitra, and Tangier-Tetouan-Al Hoceima.
King Mohammed VI has rejected the idea of a 'two-speed Morocco,' calling for a collective 'surge' in the overall upgrading of territorial spaces and catching up on social and spatial disparities.
'Our objective is that, without distinction or exclusion, and in whichever region, the fruits of progress and development benefit all citizens,' the King added.
Recent data shows Morocco's progress, with the multidimensional poverty rate decreasing from 11.9% in 2014 to 6.8% in 2024. The country has recently joined the category of 'high human development' countries according to the Human Development Index (HDI).
Despite these positive indicators, the King pointed out that some areas still experience forms of poverty and precariousness due to a lack of basic infrastructure and equipment, particularly in rural areas.

The initiative is designed to provide field support and information that allows diaspora members to learn about the missions of the ministry and its programs aimed at providing decent housing, particularly the Direct Housing Support Program. Practical measures improve services The campaign includes several practical measures to improve reception quality and deliver effective public service. Not only did the ministry create reception and guidance spaces at all central and decentralized services and institutions under its authority, but it has also dedicated special windows inside commercial agencies of Al Omran companies and set up reception units at urban agencies and border crossings. Additionally, the ministry is set to organize open days to share insights on its programs, missions, and services, as well as providing detailed explanations about real estate offers related to housing or investment. Digital access and simplified procedures The ministry is adopting a digital aspect as part of its campaign, in order to facilitate diaspora members' access to urban planning data through digital platforms and direct communication. Morocco's Interior Ministry Suspends Caid Over Alleged Corruption
Rabat – Morocco's Ministry of Interior has announced the suspension of a Caid, a local administrative authority, in Marrakech due to his alleged involvement in a corruption offense. In a statement, the ministry said that its decision is part of its commitment to upholding 'public service ethics.' The measure is also part of the ministry's daily monitoring of the work of authority agents, the ministry added. It said that the decision followed the opening of a judicial investigation into the Caid's suspected involvement in a corruption case. 'Appropriate administrative measures will be taken against him in accordance with the laws and regulations in force, based on the results of the investigation and judicial proceedings,' the statement concluded. A recent ranking by Transparency International's 2024 Corruption Perception Index ranked Morocco 99th out of 180 countries. In February, the Index gave Morocco a score of 37/100, indicating continued challenges due to corruption. Compared to the 2023 ranking, Morocco lost one point. The index uses a scale from 0 to 100, where 0 indicates high corruption levels and 100 represents complete integrity. Morocco maintains eighth position in the Arab world, ahead of Algeria (107th), Egypt (130th), Mauritania (130th), and Iraq (140th). The United Arab Emirates leads the regional rankings at 23rd globally with 68 points, followed by Qatar and Saudi Arabia sharing 38th position with 59 points each, and Oman ranking 50th with 55 points. Mali Announces Release of Kidnapped Moroccan Truckers
Rabat – The Malian government has announced the release of four Moroccan truck drivers who were kidnapped earlier this year in northeastern Burkina Faso near the border with Niger. Bamako announced their release on Monday, noting that the truckers, who were kidnapped in January, were freed last Sunday. All four Moroccan truckers are 'safe and sound,' the Malian government said, asserting that they were held by the terrorist Islamic State in the Sahel Province. The terrorist group is affiliated with ISIS. The statement emphasized that the release took place in coordination with Mali's National State Security Agency and Morocco's General Directorate for Studies and Documentation. The two departments jointly conducted an investigation that led to the drivers' release. Moroccan truckers have been increasingly affected by the deteriorating security situation in the Sahel. In January, a violent attack in Niooro du Sahel, a town in Mali, affected two Moroccan trucks as terrorists targeted several points in the city. The truckers were safe, but a few trucks were slightly damaged during the attack. In 2021, two Moroccan drivers died due to another violent attack. Back then, Mali condemned the attack, describing it as 'barbaric.' 'In this painful circumstance, the minister expressed, on behalf of the president of the transition and the government, all the compassion and solidarity with the government and the brotherly people of Morocco,' said the Malian Foreign Affairs Ministry.
