Meet Parag Jain, RAW's new chief and a ‘super sleuth' who enabled precision strikes during Operation Sindoor
The central government on Saturday appointed Parag Jain, a 1989‑batch IPS officer of Punjab cadre, as the new Research & Analysis Wing (RAW) chief. He will succeed Ravi Sinha, whose current term concludes on June 30. Jain is set to assume office on July 1, 2025, for a fixed two‑year tenure, according to an ANI report.
Currently heading the aviation Research Centre, which played a vital role during 'Operation Sindoor' by collecting intelligence on the Pakistani armed forces, Jain has previously served as SSP, Chandigarh and DIG Ludhiana, a HT report said. He has also represented India in Canada and Sri Lanka.
During the Canada posting, he had also taken on the Khalistan ecosystem there and had repeatedly warned Delhi that it was morphing into something dangerous, the report added.
Jain has also been posted in Jammu and Kashmir, where he played an important role in the Centre's counter-terrorism strategy in the strife-torn Union Territory.
The HT report also said that Jain was posted in Jammu and Kashmir during the abrogation of Article 370 and Operation Balakot.
According to an India Today report, Jain is known as a 'super sleuth' within intelligence circles and has a reputation for effectively combining human intelligence (HUMINT) with technical intelligence (TECHINT), a mix that officials say has been crucial to several high-stakes operations.
A HT report said that Jain played an operational role during Punjab terrorism days while serving in Bhatinda, Mansa, and Hoshiarpur.
One of his most lauded contributions in recent years was during Operation Sindoor, where intelligence inputs under his leadership enabled precision missile strikes on terror infrastructure in Pakistan and Pakistan-occupied Kashmir, the India Today report added.
Insiders say that years of groundwork and painstaking network-building made such pinpoint targeting possible. Jain's extensive experience on the ground in Jammu and Kashmir is also expected to weigh in his favour, the report said.
Described by senior officials as methodical and discreet, Jain has held several key roles throughout his career. He was promoted to the rank of Director General of Police (DGP) in Punjab on January 1, 2021, though he was then serving on central deputation and thus received only notional benefits.
He was also empanelled to hold posts equivalent to a central DGP, underlining his credentials for leadership in the national intelligence framework.
The Appointments Committee of the Cabinet approved his appointment on June 28, bringing an end to speculation over who would succeed Ravi Sinha, whose tenure as R&AW chief was regarded as relatively low-profile.

Mohammed Arif was leading a group of four Jaish-e-Mohammad (JeM) terrorists into the Indian side when he was overpowered and arrested by alert Army troops on Sunday afternoon. Recapping the events of the day, they said vigilant troops, maintaining an aggressive surveillance posture in the rugged terrain, detected suspicious movement of a group of suspected terrorists attempting to exploit the difficult terrain and dense foliage in order to infiltrate. While Arif, in his late 20s, was "tactfully captured", the four terrorists jumped off the cliff when they noticed the Indian Army. They landed in 'No Man's Land' and returned to Pakistani side under the cover of thick foliage and adverse weather conditions, the officials said.

New housing scam in Karnataka: Contractors get funds, but beneficiaries get work
A large-scale housing scam has come to light in Karnataka's Haveri district, where contractors allegedly received payments from the Housing Department for the construction of homes, but made beneficiaries build the structures themselves. This came to the fore during a recent meeting held with Haveri district in-charge Minister Shivanand Patil, who then ordered an official inquiry into the matter. The findings, accessed exclusively by India Today, are based on an official inspection report submitted to the Deputy Commissioner in May Housing Department, acting on behalf of the Karnataka Slum Development Board, had been tasked with constructing housing units in Haveri district under the Pradhan Mantri Awas Yojana - Housing for All (PMAY-HFA) scheme. According to protocol, the department is meant to complete construction and hand over the homes to the Slum Development Board, which in turn allocates them to the inspection report submitted to the Deputy Commissioner in May 2025 reveals widespread irregularities across Savanur, Shiggaon, and Bankapur taluks. Many contractors reportedly informed beneficiaries that they would only be providing building materials and labour equivalent to 350 square feet, with the onus of actual construction falling on the beneficiaries. Even this support was only partially provided in many cases, with materials supplied only up to 50 per cent and labour charges left In Savanur, where 696 houses were sanctioned at a total cost of Rs 43.71 crore, 545 houses were completed while 151 were still in progress. Work began in October 2021 and was executed by M/s Nakshatra Infrastructure under contractor Selvi Shanmuga. Although Rs 28.97 crore has been released so far and Rs 10.54 crore disbursed to 527 beneficiaries under the Gruha Bhagya scheme, the report notes that many homes remain incomplete. During site inspections, officials found that plastering and electrical connections were still pending, and the actual construction was carried out by beneficiaries themselves with only partial Bankapur, 454 houses were sanctioned with an estimated cost of Rs 27.76 crore. Contractor G Chandregouda began work in October 2021. At the time of the inspection, only 100 houses were completed, 154 were still under construction, and 200 were pending due to site clearance issues. Financial progress stood at Rs 12.32 crore, of which Rs 7.57 crore had been released. Rs 3.74 crore was disbursed to 187 beneficiaries under Gruha Bhagya. Here too, the same pattern was reported: beneficiaries received partial material, no labour payment, and electricity was unavailable in several homes. Some beneficiaries had built homes beyond the approved size, reportedly without official had two packages of housing works. In the first package, 500 houses were sanctioned at a cost of Rs 26.54 crore, with work starting in July 2021 by contractor Krishnamurthy & Co. While 474 houses were completed and 26 remained in progress, only Rs 17.92 crore had been released out of a financial target of Rs 25.35 crore. Rs 3.42 crore was distributed to 171 beneficiaries. Here too, contractors were reportedly absent during inspections. Beneficiaries said they built the houses themselves with partial support and no labour cost provided. Despite construction, several homes had no electricity, with contractors unresponsive to the second package for Shiggaon, 350 houses were sanctioned with a budget of Rs 20.77 crore. Contractor TN Paramesh of Chair Ventures LLP began work in July 2021. As per the report, 160 houses were completed and 190 were in progress, with Rs 11.96 crore released and Rs 4.65 crore disbursed to 242 beneficiaries. The inspection found similar concerns: contractors were missing from the sites, beneficiaries reported incomplete support, and officials were informed on the spot of the lack of contractor the three taluks, the report identifies a consistent pattern of malpractice: contractors allegedly billed the full amount while providing only partial materials, failed to pay labour charges, and often remained absent or unresponsive. Beneficiaries were left to complete construction on their own, sometimes building beyond the approved area. New political alliance formed in J&K
Srinagar, June 30 (UNI) Peoples Conference Chairman Sajad Lone, Peoples Democratic Front headed by Hakeem Yasin and Justice Department Front, a faction of Jamaat Islami that contested last year Assembly polls- today announced a new alliance-Peoples Alliance for Change. The announcement of PAC was made by Lone during a press conference which was attended by the top leadership of the three parties. Lone said the new alliance offers a viable alternative to the people of Jammu and Kashmir. "People of Jammu and Kashmir have endured immense suffering, and we are committed to driving change, " he said. The new alliance the trio decided to come together in an act of historic unity to declare a new path forward a Declaration for Change rooted in hope, responsibility, and transformation. "In order to set in motion a process which scripts a pathway to change, the JKPC and the JDF have decided to come together and work for change, " the alliance declaration said. "Irrespective of our ideological differences, we have decided to explore overlaps and move on in a spirit of togetherness." The alliance said that it believes in the restoration of Article 370, Article 35 A and statehood. The alliance will strive and exhaust all political means in pursuit of these objectives. The alliance said that one of the biggest tools of disempowerment of the Kashmiris that has emerged, is the system of reservations in J&K. "The present system of reservations is a regional issue and a systematically discriminates against the people of Kashmir. All the recent lists released by recruitment departments reveal an unambiguous pattern. Upto ninety percent jobs go to the Jammu region. Till now the only party to call it a regional issue has been the JKPC. The JDF joins JKPC in calling it a regional issue. This is a wake-up call for the people. No other traditional party is willing to call a spade a spade and call reservations a regional issue.
