Marcos admin wants seven bills enacted before new Congress starts
MANILA: The Marcos administration is pushing for the enactment of seven priority bills for the remaining six session days of the 19th Congress.
At their meeting this week, the members of the Legislative-Executive Development Advisory Council said the following bills are scheduled for deliberation in the Bicameral Conference Committee: Amendments to the Foreign Investors' Long-Term Lease Act; Rationalisation of the Mining Fiscal Regime; Amendments to the Universal Health Care Act; e-Government Act/ E-Governance Act; Konektadong Pinoy Act; Virology Institute of the Philippines; and Blue Economy Act.
The Marcos administration remains 'hopeful that the remaining set of bills will be passed just in time before the end of the 19th Congress,' said Arsenio Balisacan. He is Secretary of the Department of Economy, Planning, and Development (DEPDev).
So far, 32 out of the government's 64 common legislative agenda bills have been enacted into law. - Philippine Daily Inquirer/ANN

Malaysia to enhance foreign fishing vessel control with e-PSM system
KOTA KINABALU: Malaysia is enhancing its oversight of foreign fishing vessels entering national waters through the launch of the Electronic Port State Measures (e-PSM) system. This initiative, aligned with international standards and under Section 15(2) of the Fisheries Act 1985, aims to combat illegal, unreported, and unregulated (IUU) fishing. Fisheries Malaysia director-general Datuk Adnan Hussain stated that the e-PSM system streamlines the application process for foreign vessels entering Malaysian ports, boosts enforcement efficiency, and solidifies Malaysia's commitment to addressing IUU fishing. "Foreign vessels must secure prior approval from the Department of Fisheries before docking at any Malaysian port. Through e-PSM, vessel owners must submit an application with details of their proposed entry date, destination port, and intended catch for landing. This information is thoroughly evaluated for authorisation," he explained. Adnan emphasised that failing to enforce such measures could be seen as tacit support for IUU fishing. Although Malaysia has not ratified the Port State Measures Agreement, the country remains dedicated to its principles. During the launch ceremony of the e-PSM system, held as a sidebar event to the National Farmers, Breeders and Fishermen's Day 2025 on Saturday (Aug 2), Agriculture and Food Security Minister Datuk Seri Mohamad Sabu officially launched the system. He also highlighted that a key objective of e-PSM is to ensure only vessels free from IUU fishing records are granted access and that any landed catch adheres to international conservation regulations, including CITES-listed species. "Foreign vessels must declare their catch. If the species involved are restricted or banned under international law, landing will not be permitted. "Applications are assessed in collaboration with international agencies, including those from Australia, the European Union, and regional bodies like the Indian Ocean Tuna Commission and the Western Pacific Tuna Commission, to verify the registration and status of vessels applying for entry," he said. Between 2024 and 2025, 20 foreign vessels have been approved for entry into Malaysian ports, resulting in the landing of 550 metric tonnes of tuna and related species at the Port of Penang, he noted. The Department of Fisheries actively promotes the e-PSM system through its official website and local authorised agents, who are required to submit applications on behalf of vessel owners for approval and monitoring purposes.

Long Thanh airport must receive first flight by end-2025: Vietnam PM
DONG NAI, Vietnam: Prime Minister Phm Minh Chính on Saturday (Aug 2) reiterated that Long Thanh International Airport must be completed to receive its first flight on December 19, 2025 and begin commercial operations in early 2026. Inspecting the airport construction in the southern province of Dong Nai, the leader praised efforts to accelerate progress but warned that the remaining tasks are complex and time is running out. He, therefore, asked all stakeholders to revise the schedule and ensure clear assignment of tasks. 'It is a must to coordinate more tightly and efficiently, mobilise additional manpower and equipment and fully engage main contractors, subcontractors, as well as police and military forces to speed up work wherever possible,' he said. The PM also urged monitoring, alongside construction progress, to ensure quality, workplace safety, technical and aesthetic standards, environmental hygiene and worker well-being. Apart from the airport, connecting roads, telecom, power, and water infrastructure, landscaping and environmental works, and service zones, he also called for studies to develop an airport city, aviation industrial park, free trade zone, and logistics hub around the site. PM Chính emphasised the airport's vital role in driving socio-economic development, generating jobs, and improving livelihoods. He described the project as a new symbol of progress, not only for the South-East region but for the entire country. He requested preparations to ensure the effective management and operation of the airport, while directing relevant sides to prepare for the construction of Runway 3 and Phase 2 of the project. This marks his eighth on-site inspection of the Long Thanh International Airport project, a 5,000ha development with a total investment of VND336 trillion (US$12.84 billion), aimed at easing congestion at Ho Chí Minh City's overstretched Tan Son Nhat Airport. Johor, Singapore propose cross-border e-hailing service for commuters
KUALA LUMPUR, Aug 3 — Johor and Singapore have proposed introducing cross-border e-hailing services as an alternative mode of transport for commuters. Johor Menteri Besar Datuk Onn Hafiz Ghazi said the proposal was among the matters discussed during his meeting with Singapore's Acting Transport Minister Jeffrey Siow on Friday. 'This service not only offers more flexible, on-demand mobility options for users but also has the potential to ease congestion on major routes and create income opportunities for local drivers,' he said in a statement yesterday. 'It could also serve as a catalyst for a more user-friendly, safe and competitive transport system, while strengthening integration between both countries' public transport networks.' Onn Hafiz said discussions also touched on the progress of the Rapid Transit System (RTS) Link project, which is scheduled to begin operations in January 2027. 'This includes the physical development of the project, coordination of operating schedules, determination of fare structures, and integration of public transport systems between Johor and Singapore. 'There were also proposals to align operating hours and increase the number of cross-border buses, with services starting earlier than the current 5am schedule, to ease congestion and ensure smoother traffic flow at the Johor Causeway and immigration complexes,' he said.
