Delhi: Until FOB built for Rajputana Rifles Regiment, PWD to clean culvert daily
The bench, comprising justices Pratibha M Singh and Manmeet PS Arora, observed that the existence of debris and stones will be hazardous for soldiers, especially with monsoons expected to arrive in the coming months, which will make the path muddy and more treacherous.
'While the FOB is designed and built, the engineer in-charge has agreed to get the walking path cleaned with some tiling in the culvert after removal of malba and stones, which could be hazardous. Accordingly, let the cleaning in the area be undertaken forthwith and photographs shall be placed before this bench on June 18 along with the status report,' the court said on Friday.
The PWD engineer said that in-principle approval for the long-pending FOB has been given by the PWD sub-committee on Wednesday. He admitted that this construction would take time due to the area's topography, vehicular movement and the metro line.
On Thursday, PWD officials had conducted a site visit to decide the FOB's location and said that the same was likely to come up between Delhi's metro pillar numbers 64 and 65 of the Delhi Cantonment Board (DCB) and would not require tree felling permission. In the meantime, PWD proposed to make the path used by the soldiers clean by removing the debris on their route through the culvert.
Apprehending the accumulation of mud in the culvert during monsoon, the court also directed PWD to clean the area on a daily basis.
'During monsoon, there is a possibility of a lot of mud being collected in the area. After rains, the maintenance of the area shall be undertaken on a daily basis so that no inconvenience is caused to the movement of the soldiers in the culvert,' the court said.
The order was passed in a suo motu plea taking cognizance of HT's report, 'A smelly trail from barracks to grounds: Regiment's daily battle in Delhi,' which had shown how 3,000 soldiers of the Rajputana Rifles, the oldest rifle regiment of the Indian Army, located in the Delhi Cantonment, are forced to march through a culvert four times a day– twice before breakfast and twice after dusk. The report highlighted the failure of the Delhi government to construct the FOB at the spot.
During the hearing on Friday, PWD also suggested that traffic signals and a zebra crossing be installed for the soldier's convenience. Considering the suggestion, the court directed the deputy commissioner of police, traffic and PWD to convene a meeting on June 3.
The order said, 'The concerned DCP shall consider the feasibility of creating zebra crossing and the traffic signal, in a manner so that the vehicular movement is also not obstructed in any manner and for a limited time only. Let a meeting be conducted with the DCP traffic and Bhushan (PWD engineer) with the nodal officer in the DCB on June 3, at 11am. The DCB shall appoint a nodal officer for all these works.'
The matter will next be heard on June 18.

BENGALURU: While his name is doing the rounds for Congress state president, Yamkanmaradi MLA and PWD Minister Satish Jarkiholi spoke exclusively to TNIE and addressed speculation about his potential appointment. 'It is left to the party high command to decide, but we need to remember that it is very important for the party that all sections have to be taken along,' he said. 'I believe in Basavanna, Ambedkar and Kuvempu's concept of equality and have practised it in my political life.'' Responding to criticism that the Congress was failing to attract youngsters in the below-18 age group nationally, as compared to rival BJP, Satish Jarkiholi said the party has proved it wrong in the Shiggaon bypoll where the Congress candidate defeated a former BJP chief minister's son. HC to agencies: Ensure only treated water is discharged into Yamuna
New Delhi: Delhi High Court has asked agencies to ensure that only treated water is discharged into the Yamuna river , directing them to take immediate steps in this regard. A special bench of Justices Prathiba M Singh and Manmeet PS Arora, flagged the need to check the flow of untreated water into the river after a committee set up by it reported several shortcomings in the functioning of Sewage Treatment Plants (STPs). "A brief perusal of the report itself would show that there is an enormous quantum of work that needs to be undertaken in order to ensure that only treated water is discharged to the Yamuna," the court observed, directing Delhi Jal Board , Municipal Corporation of Delhi, Delhi Pollution Control Committee and Delhi State Industrial and Infrastructure Development Corporation to take urgent steps. It ordered a multi-agency meeting to be held with the members of the high court-appointed panel for further action. After this, the officials may agree to hold further meetings in this regard, if necessary. Finally, DJB and MCD shall file their joint report and the action plan for addressing various shortcomings, deficiencies and improvements as pointed out by the special committee, the court further directed. It also took note of the panel's submission that most STPs have flow meters, but their efficacy remained doubtful. The court asked DJB to file a report on this matter. It had earlier warned DJB to get its act together on the functioning of sewage treatment plants or face contempt of court while reviewing steps taken to improve STPs' working to combat heavy pollution in the river. The court had also pulled up Delhi govt for its failure to regulate the emission of sewage and industrial waste in the Yamuna, stating that its STPs were not working according to capacity and something was "drastically wrong" with them. The court was dealing with suo motu petitions on the water logging problem in Delhi, the issue of rainwater harvesting and easing traffic jams in the national capital during monsoon and other periods.
