Fake GR clears 6.9cr rural works, govt orders probe

Time of India11 hours ago
Mumbai: The state rural development department is conducting a probe into a fake govt resolution (GR) that led to sanctioning and tendering of development works worth Rs 6.9 crore in Ahilyanagar district, an official said on Monday.
The fake GR was issued on Oct 3 last year, days before the model code of conduct came into place on Oct 15 for the Nov assembly polls. It authorised infrastructure works under a budgetary provision for basic amenities to villages based on recommendations by elected representatives. Following this, tenders were floated at the district level and 45 works were approved in Ahilyanagar, Parner, Shrigonda and Nevasa talukas.
"When contractors later approached for payment, officials at Mantralaya reviewed the file and found that no GR had been issued on that date. Payment was immediately stopped and a departmental inquiry ordered," said the official.

Ahead of the poll code's enforcement, govt had cleared development works worth several thousand crores. "It appears someone exploited this to issue the fake GR. We are ascertaining if such instances took place elsewhere as well," the official said. PTI

Quarrying a sword of Damocles over Kerala's Konni locals

PATHANAMTHITTA: The fatal rockfall at the Chengalam Thazham crusher unit in Payyanamon, Konni — which claimed the life of a migrant worker and left a fellow compatriot trapped — has once again exposed the unchecked quarrying operations in the state's ecologically sensitive zones. What locals call a 'silent exploitation' has now hardened into a deadly pattern, enabled by weak oversight and regulatory indifference. According to a local panchayat official, officials from the geology department had visited the area for an inspection following the Mundakkai landslide in Wayanad, but failed to consult residents. 'It was just a random site check. No local inputs were sought, no community impact was assessed,' the official said. The Western Ghats Protection Committee, a vocal critic of quarrying in the region, has demanded that a case of wilful homicide be filed against key officials — including the district geologist, Pollution Control Board officers, the Konni tehsildar, the local panchayat secretary, and the quarry owner. The committee also called for Rs 1 crore in compensation for the family of the deceased worker.

'Manjummel Boys' case: Cops grill Soubin, partners

KOCHI: Actor Soubin Shahir and two other partners of Parva Films, the producer of hit movie Manjummel Boys, appeared before the police for interrogation on Monday in connection with a cheating case registered in Kochi. Earlier, the Kerala High Court had granted anticipatory bail to Soubin, his father, Babu Shahir, and partner, Shawn Antonyi, in the case, directing that they be released on bail in case of arrest. In response to the summons issued by the police last month, the three arrived at the Maradu police station around 10.30 am on Monday. The interrogation continued till evening, during which they gave statements regarding the movie's finances and their transactions with the complainant. The case pertains to a complaint filed by Aroor native Siraj Valiyathara, who alleged that the trio failed to give him the promised share of profits from the film. Siraj said he invested Rs 7 crore in the film after being assured of a 40% profit share.

Bengal, Odisha Failed To Act Against NRI Quota Admissions Scam: Probe Agency

New Delhi: The Enforcement Directorate Monday said authorities in West Bengal and Odisha did not take any action against admission of ineligible candidates in certain private medical colleges under the NRI quota despite the MEA providing "categorical" information of "forgery". The federal probe agency said it has seized "incriminating" evidence during searches in this case in the past. A fixed deposit worth Rs 6.42 crore of a private college in West Bengal has been provisionally attached, the ED said. It had earlier attached assets worth Rs 12.33 crore of some colleges and individuals involved in these alleged irregularities. Probe has found that the managements of certain private colleges -- offering MBBS, MD and MS courses -- in these states colluded with agents to create "fake" papers for candidates, such as embassy documents of NRIs and family tree, the ED said. "These private medical colleges were paying agents to prepare fake documents. The agents approached and obtained credentials of unrelated NRIs by paying money and used these to prepare fake documents and projected these NRIs as sponsors for students." "In some cases, the agents and medical colleges used the same set of NRI sponsor documents for two to three different and unrelated candidates," the agency said. It claimed that this has been done to show compliance with guidelines laid down by the Supreme Court in this matter. The ED said "huge commissions" were being paid for this illegal act. "Despite categorical information of forgery in cases of certain NRI sponsors provided by the Ministry of External Affairs, no action has been taken by concerned state authorities," the probe agency said. Various Indian consulates/embassies in foreign countries have informed that NRI certificates of sponsor in many cases, which were used to secure admissions in these private medical colleges under the NRI quota, are "not genuine", it added.
