
Services of 12,692 pourakarmikas in Bengaluru to be regularised from May 1
Nagalakshmi, 38, has been working as a pourakarmika, sweeping the city's streets for nearly 20 years now. She started under the contractors and was paid a meagre sum of ₹1,000 a month for the back-breaking work. She is one of the 12,692 pourakarmikas whose services will be regularised by Bruhat Bengaluru Mahanagara Palike (BBMP) on May 1.
'Working under the contractors was a very bad phase. Not only was the pay less, but there was also harassment we had to brave. We found relief in 2016 when we were brought under the Direct Payment System (DPS). We presently get around ₹18,000 take-home salary apart from several other benefits. Now, with our services being regularised, our salaries are expected to almost double. Naturally, we are overjoyed and we feel our work is finally being recognised,' she said.
Depending on seniority and pay scale, pourakarmikas will get salaries on par with other D group employees of the civic body. Considering the 7th pay commission, on an average, they are expected to get around ₹35,000, a senior BBMP officer said.
Currently, there are 15,400 pourakarmikas being paid through DPS. Of them, only 12,692 are being regularised, keeping 2,708 still under DPS. BBMP has adopted a criteria that the services of those who have worked for at least two years under DPS and are below the age of 55 years will be regularised. Most of those left out are above 55 years of age, sources said.
'Regularising the services of these pourakarmikas has been our long-standing demand, and we also urge that the services of other pourakarmikas who have been working on DPS mode in other corporations across the State should also be regularised,' said Maitreyi Krishnan of BBMP Pourakarmikara Sangha.
Long struggle
This is a result of a long fight that started in 2013, said Clifton D'Rosario of BBMP Pourakarmikara Sangha. 'Following recommendations of the Chandrashekhar Committee Report formed in 2013 and our struggle demanding its implementation in full, the then Congress government made a Cabinet decision to regularise services of all pourakarmikas in 2016. That decision is being partly implemented now,' he said.
Both sweepers and waste collectors were working under contractors till 2016, amidst allegations of double billing and misappropriation of funds. BBMP introduced biometric authentication of all pourakarmikas, which brought down the numbers from the claim of 32,000 to around 18,000. Contrary to the cabinet decision, these sweepers were brought under a DPS and given minimum wages, a hardship allowance, and other facilities like EPF, gratuity and health insurance.
'As we continued the struggle for regularisation of their services, and to bring waste collectors also on the rolls, the BJP government led by Basavaraj Bommai formed a committee under (IAS officer) Rakesh Singh to formulate modalities to regularise their services. Even as that committee did not submit its report, the government announced regularising services of only 4000 odd workers, which was vehemently opposed. Siddaramaiah, who was leader of opposition, assured us that if Congress came to power, they would regularise the services of all pourakarmikas. So after Congress returned to power we restarted our struggle to reach some success now,' Mr. D'Rosario recounted.

Bengaluru woman booked for verbally abusing BBMP officials during data collection for caste survey
The Bengaluru police have booked a woman for allegedly insulting and obstructing Bruhat Bengaluru Mahanagara Palike (BBMP) officials during a door-to-door visit to collect data for a survey of sub castes among Scheduled Castes (SCs). The alleged incident occurred at an apartment in the HSR Layout police station limits between 1.15 pm and 1.45 pm. The police booked Pavithra K, a resident of a fourth-floor apartment in Sector 6 of the HSR Layout, based on the complaint of Ramya S, BBMP's Bommanahalli Zone Commissioner. When the BBMP team, including revenue inspectors and tax collectors, visited flat number 402 in one of the apartments, Pavithra allegedly shouted at them. 'The obstruction caused to the survey in one apartment resulted in an obstruction to the survey in the other apartments on the same floor,' said the BBMP official's police complaint. Following the incident, the BBMP officials were forced to call the owners of the other apartments in the building and direct them to ask their tenants to cooperate in the caste survey. The survey was eventually carried out the next day, on June 24, says the complaint, which sought action against the woman for 'using abusive language and obstructing the caste survey work at the houses in the building'. The Karnataka government began a survey on May 5 to determine the number of people in the 101 sub-castes within the SCs in Karnataka. The completion of the survey has been delayed by over a month due to alleged problems in gathering data in urban areas, such as Bengaluru, especially at apartment blocks. The survey of sub-castes among the SCs is an exercise undertaken by the Congress government in the state as a precursor to fulfilling its promise to provide internal reservations for socially weaker sub-castes within the 15 per cent SC quota in the state. While the survey was initially scheduled to be conducted from May 5 to 17, it has seen multiple extensions due to delays in collecting data. The survey was initiated based on the recommendations of an interim report on internal reservations for SCs, which was submitted to the state government on March 27 by the one-man commission of Justice Nagamohan Das. The commission recommended a fresh survey of the SCs in Karnataka to develop a scientific classification of SC sub-castes, following respondents' vague SC identifications during the 2011 Census. Nearly 43 per cent of respondents had previously designated themselves as belonging to the broad categories of Adi Dravida, Adi Karnataka, and Adi Andhra – without specifying which of the 101 SC subcastes, such as Madigas, Holeyas, and others, they belonged to.

Get your e-khata, protect your property: DKS
Bengaluru: Deputy Chief Minister DK Shivakumar launched the BBMP and Revenue Department's massive e-khata drive in Sahakara Nagar, under the BTM Layout constituency, calling it a revolutionary step towards securing property rights for citizens. Speaking at the inauguration, DCM Shivakumar emphasized, 'This government guarantees the safety of your life, your property, and your records. We have come to your doorstep with this assurance.' He said that the Congress-led government was not here just for votes, but to protect the livelihoods and assets of citizens. 'We are implementing the e-khata system practically in this constituency under the leadership of Minister Krishna Byre Gowda. We aim to provide property records without bribes and with transparency,' he said. He recalled earlier initiatives like granting ownership to farmers and regularization schemes during SM Krishna's term. He added, 'With the Bhoomi project, we provided land records to farmers at just ₹5.' He informed that of the 25 lakh properties within BBMP limits, five lakh e-khata certificates had been distributed. In the BTM constituency alone, 50,000 properties had been processed.'From July 1, a month-long e-khata campaign will be conducted. Citizens can upload their documents online or contact the helpline, and officials will visit their homes to assist.' The government is also rolling out an initiative to approve building plans (up to 50x80 ft plots) within a single day via registered engineers—part of a new 'Trusted Map' system. So far, 9,000 plans have been approved under this system. The Deputy Chief Minister also highlighted major infrastructure projects worth over ₹1 lakh crore to improve traffic and urban development in Bengaluru, including PRR road passing through the BTM constituency. He assured that discussions were on to resolve issues arising from a recent Supreme Court judgment restricting electricity and water connections to buildings without plan approvals. Thousands turn up for mega e-khata mela, 677 get documents on the spot
BENGALURU: During the e-khata Mela and door-to-door e-khata distribution programme organised by the Bruhat Bengaluru Mahanagara Palike (BBMP) and the revenue department in Byatarayanapura on Sunday, over 4,000 tokens were distributed and 1,679 applications were processed, of which 677 applicants received their final e-Khatas on the spot. With more citizens still awaiting service, the mela will continue on Monday (June 30). Deputy Chief Minister D K Shivakumar stressed the government's commitment to clean governance. 'No citizen should have to pay a bribe to obtain their property records. This government has come to your doorstep to protect your property,' he said. Highlighting the importance of digitisation, he stated that property records across BBMP limits are being scanned and corrected. 'Just like Aadhaar gives a unique identity to individuals, we will assign a unique identifier to every property,' he added. Shivakumar also announced that the e-khata campaign will run throughout July, covering all BBMP wards. 'Get your e-khata and protect your property from fraud. Officers and workers will assist you,' he told people. As thousands turned up at the mega e-khata mela, many citizens faced difficulties due to long queues, delays in processing and some not bringing the required documents. Several applicants had to return without completing the registration as they were unaware of the specific papers needed for the e-Khata process. A property owner complained about the time taken for the registration. 'It has almost been an hour now and I am still waiting because they said that there is some problem with the server,' he said.
