
Penang on track for large scale projects
Chief Minister Chow Kon Yeow said the projects including Penang South Islands (PSI) project, the Mutiara Line Light Rail Transit (LRT) and the Juru-Sungai Dua Elevated Highway may cause temporary traffic congestion but it is a part of the development process.
'Many years ago when our team visited Gamuda in Kuala Lumpur, where they were at that time implementing the LRT project, we were introduced to the various traffic management strategies and a program that they managed at that time during the construction phase.
'I believe all contractors appointed for this massive project in Penang will take note of traffic dispersal and the key consideration is to maintain the number of lanes during construction, despite having to take away certain parts of the roads away from the vehicles, additional space would have to be created so that the original number of lanes will be retained,' he said.
Chow said this while responding to questions during the Malaysian International Chamber of Commerce and Industry (MICCI) Northern Annual Luncheon Dialogue 2025, here today and also attended by MICCI Northern Branch Chairman Datuk Brian Tan Guan Hooi together with 200 attendees from various industries and related sectors.
With a proper traffic management and patience from all road users, Chow is confident the state government will be able to mitigate and make travelling more comfortable despite the congestion.
He also confirmed that the Penang LRT project is expected to begin in the third quarter of this year, with completion projected within six to seven years, while the Juru–Sungai Dua Elevated Highway is scheduled to commence by the end of the year.
Prime Minister Datuk Seri Anwar Ibrahim in tabling Budget 2025 on Oct 18 last year, announced several projects in Penang, including the Juru-Sungai Dua Elevated Highway, Mutiara Line LRT, the expansion of Penang International Airport (LTAPP) and the Batu Kawan Industrial Park 3 project.
The 29.5-kilometre Mutiara Line LRT will feature 21 strategically located stations and is designed to enhance connectivity between Penang Island and the mainland, reduce road congestion, and improve overall accessibility.
Meanwhile, Chow also noted that the state-led PSI project continues to make progress with some 60.71 hectares of land already reclaimed over the past 18 months.
He said the state government is awaiting 'good news' from the federal government regarding the incentive packages for potential purchasers of the land for industrial development.
PSI or Silicon Island, with a land area of 930.78 hectares, is a reclamation project owned by the Penang government.

Strong second half forecast for builders
PETALING JAYA: The construction sector will continue its upcycle into the second half of this year, supported by both public infrastructure and private sector developments, analysts say. After a lacklustre start to the year, sentiment in the construction sector rebounded strongly in the second quarter, said Kenanga Research. Although the timeline for the mass rapid transit three or MRT3 project in the Klang Valley remains uncertain, several key projects are progressing, including packages two and three for the Penang light rail transit (LRT) project's Mutiara Line and the Penang Airport expansion. Others include the second phase of the Pan Borneo Highway, Sabah-Sarawak Link Road, the Subang Airport redevelopment plan and the Johor transit project. It said the high-profile KL-Singapore high-speed rail project remains a medium-term catalyst. Beyond data centres, industrial developments such as semiconductor foundries could support further private-sector growth. The research house maintains its assumption of average annual contract awards at RM180bil for 2024 to 2026. As of end-May 2025, RM75.5bil in main contractor construction contracts had already been awarded, compared with RM226.5bil in total awards for last year, the research house said, citing the Construction Industry Development Board. The research house retained its 'overweight' call on the sector. It said all stocks under its coverage were rated 'outperform', except Sunway Construction Group Bhd , for which it has a 'market perform' call and a target price of RM5.94 a share. Its top picks are Gamuda Bhd and IJM Corp Bhd , as large caps tend to outperform during sector upcycles. It said it also likes Gamuda for its leadership in the Penang LRT Mutiara Line, its success in securing overseas projects, strong earnings visibility backed by a record RM37bil order book, and its expansion into the renewable energy space. It also favours IJM for its potential participation in the Penang LRT work due to past project involvement, strong earnings visibility with a RM6.6bil domestic order book and RM1.5bil in new property sales, and Kuantan Port's strategic role in east coast trade flows. The potential divestment of IJM's toll road assets may improve its balance sheet and act as a re-rating catalyst. Among mid-caps, the research house said Kerjaya Prospek Group Bhd , with an 'outperform' rating and a target price of RM2.30, offers attractive dividend yields of over 5%. It said small-cap Kimlun Corp Bhd , with an 'outperform' rating and a target price RM1.39, is expected to benefit from upcoming public infrastructure roll-outs. The listing of Paradigm Real Estate Investment Trust marks a potential re-rating for WCT Holdings Bhd , which has an 'outperform' rating and target price of RM1.25. The research house also expects a neutral impact on builders from the recent change in electricity tariffs, as it involves tariff rebasing while users have already been paying market prices. The newly introduced Employees Provident Fund contribution for foreign workers was also expected to have an immaterial earnings impact on contractors, estimated at less than 1%, it added.

HLIB Picks Gamuda, IJM As Benefactors From A Sector Robust In 2H
Hong Leong Investment Bank Bhd (HLIB) is maintaining its OVERWEIGHT call on the construction sector, citing a promising second half anchored by data centres (DCs), infrastructure rollouts and continued private sector demand. Gamuda and IJM remain the research house's top picks with BUY ratings and target prices of RM5.50 and RM2.96, respectively, supported by robust balance sheets and strong orderbook prospects. The KLCON Index managed to outperform the broader FBM KLCI by 3.6% in a volatile first half, despite multiple negative events. The sector saw a sharp recovery of 29% from April lows, attributed to rescinded GPU restrictions, reaffirmed capex from Big Tech, healthy contract flows and solid 1Q earnings. Gamuda and Sunway Construction delivered 1H gains of 1.1% and 29.6% respectively, outperforming the broader sector. Year-to-date (YTD), total contract awards reached RM28.9 billion, representing a 39.5% year-on-year growth. Notable contracts include the RM8.3 billion Penang LRT Segment 1 to the SRS Consortium (60% Gamuda), RM2.94 billion KSSC redevelopment to MRCB and the RM2.47 billion variation order for LRT3, also to MRCB. However, DC-related contracts in 1H fell 31% year-on-year to RM3.3 billion, which HLIB attributes to timing factors as several large-scale hyperscale tenders were only recently called. Looking into 2H25, HLIB expects a surge in DC awards, including five multibillion-ringgit tenders from a US-based hyperscaler. Larger contractors such as Gamuda, IJM and SunCon are anticipated to benefit most, leveraging their financial strength, execution track records and integrated value chain offerings. The firm remains cautious on potential AI chip export restrictions affecting Malaysia but believes such risks are partially mitigated by the sector's dependency on Western hyperscalers, with exemptions likely to be granted. On the impact of the reimposed 6% SST on construction, HLIB notes that most non-residential projects are protected by contract clauses that allow for cost pass-throughs. Government and residential projects remain exempt, narrowing the range of exposure. For DC projects specifically, the firm believes the impact will be muted due to contract structures like FIDIC and sustained demand despite cost pressures. SunCon's target price has been revised upward to RM6.70 (from RM5.93), following higher replenishment assumptions in FY25–27. HLIB now expects FY25 contract wins to hit RM7.3 billion, factoring in SunCon's growing edge in hyperscale DC execution, including ahead-of-schedule completions for projects like K2 and Yellowwood. Despite possible sector headwinds from the AI chip issue, slower property markets and subsidy rationalisation, HLIB sees room for further rerating, with forward valuations still attractive at 19.1x P/E and 1.3x P/B. 'The most important thing is having the right mindset and creating an ecosystem that is business friendly and comfortable for people to do business and grow their business. 'The business of the government is not to compete with the private sector but rather to facilitate the innovation of privately owned companies to make more money,' he said. The event was co-organised by the Sabah Young Business and Industry Leaders (Sybil) and the Malaysian International Chamber of Commerce and Industry (MICCI) in support of the Sabah Trade and Tourism Office Singapore with Daily Express as the media partner. While acknowledging infrastructure issues in Sabah, Masidi said the government's support goes beyond just solving infrastructure problems but also creating the right environment for businesses to thrive.
