Led by Ministry of Housing and Urban Planning (MHUP), in cooperation with Muscat Governor's Office, the project aligns with the broader Greater Muscat Structural Plan. At its centre is the proposed Bausher Sands Park – a multi-purpose space designed to protect sand dunes, prevent urban sprawl, conserve biodiversity and stop unregulated land encroachment.
The project aims to encourage well-regulated investment and open opportunities for small and medium businesses, supporting Oman's economic diversification goals. It will provide inclusive recreational
areas that promote an active lifestyle and connect Muscat's natural elements through sustainable green corridors linking the coast, mountains and desert.
The Bausher Sands project supports the 'Vibrant Muscat' and 'Productive Muscat' pillars of the capital's structural plan, aiming to boost eco-tourism, attract investment and create jobs. Officials said it is designed to preserve the desert characteristics of Bausher, while ensuring managed growth and a coherent urban identity.
MHUP described the project as an example of Oman's long-term vision for balanced land use and sustainable development, supporting a livable urban environment where people and nature can coexist.

Self-service platform for issuing property title deeds launched
Muscat: In a major stride towards enhancing digital governance and streamlining public services, the Ministry of Housing and Urban Planning has officially launched a new self-service platform for issuing digital property title deeds. The service allows beneficiaries to obtain their title deeds instantly and electronically, eliminating the need for in-person visits to service halls. This initiative marks a significant shift in simplifying procedures. By enabling immediate issuance of ownership documents online, the ministry anticipates reducing the time spent on such services by over 70 per cent and cutting in-person visits by 60 per cent in the first year alone. In addition to efficiency and speed, the initiative aligns with the ministry's sustainability goals. It complements a broader digital transition strategy that includes internal communications, external documentation and now the issuance of secure digital title deeds. Each document is embedded with an electronic verification code, ensuring both accuracy and authenticity. Users can access the traditional version of their property deed through the 'Amlak' platform. Dr Moamen bin Abdullah al Busaidy, Adviser to the Minister for Smart Cities, emphasised the significance of the launch, stating: 'This is a critical step towards a fully digital ownership system. Our ambition is for the majority of the public to adopt electronic title deeds by the end of next year. It will save both time and effort for users, who previously had to physically visit various service locations.' Dr Al Busaidy added that the ministry is currently developing smart services designed to anticipate citizens' needs and deliver information and entitlements proactively — without requiring formal requests. Future enhancements will also enable mobile access to services and real-time interactions with intelligent data systems, further reducing the need to contact support staff directly. Dr Rashid bin Mohammed al Ghilani, CEO of the Oman National Engineering and Investment Company (Oneic), which is partnering with the ministry on the project, commented: 'This strategic collaboration marks a transformative milestone in Oman's digital journey. We are committed to delivering secure and efficient technological solutions that enhance citizen experience and drive public sector innovation. We are proud of the trust placed in us by the ministry and look forward to further partnerships in line with Oman Vision 2040. To maximise accessibility and inclusivity, the new service will gradually be rolled out across more than 300 locations. These include all ministry service halls, Oneic branches and self-service kiosks operating around the clock in all governorates. This expansive rollout is expected to improve operational efficiency and raise customer satisfaction levels to 95 per cent.

Personal Income Tax Law to Take Effect in 2028
Muscat: The Personal Income Tax Law issued by Royal Decree No 56/2025 consists of 76 articles distributed across 16 chapters. The law will impose a 5% tax on the taxable income of natural persons whose gross annual income exceeds RO 42,000, derived from specific income types as defined by the law. The law will come into effect at the beginning of 2028. The Tax Authority said that the Personal Income Tax Law complements the tax system in line with Oman's economic and social conditions and aligns with the role assigned to the Tax Authority. It also contributes to the objectives of Oman Vision 2040 by diversifying income sources and reducing reliance on oil revenues, with targets of 15% of GDP by 2030 and 18% by 2040. Additionally, the tax aims to promote wealth redistribution among societal segments, enhancing social justice, while supporting the state budget and specifically financing part of the social protection system. The Authority also affirms that the implementation of the personal income tax follows an in-depth study assessing its economic and social impact, based on income data from various government entities. The study established a carefully considered exemption threshold, revealing that approximately 99% of Oman's population will not be subject to this tax. Notably, the exemption threshold is set high at RO 42,000, and the tax rate is low at 5%. The law also includes deductions and exemptions accounting for social considerations in the Sultanate of Oman, such as education, healthcare, inheritance, zakat, donations, primary housing, and other factors. Karima Mubarak Al Saadi, Director of the Personal Income Tax Project, confirmed that all necessary preparations and requirements for implementing the tax have been completed. The executive regulations of the law will be issued within one year of its publication in the Official Gazette. She told Oman News Agency (ONA) that an electronic system has been developed by the Tax Authority to promote voluntary compliance and has been linked with the departments concerned to ensure accurate income calculation and verification of tax declarations. The Tax Authority has also strengthened its workforce through specialized training programs in line with the tax implementation requirements. Additionally, guidance manuals for natural and legal persons will be published according to a predetermined schedule.
