Foreigners caught running illegal taxi services near shopping mall in Subang Jaya

PETALING JAYA: Four foreign nationals operating illegal e-hailing services around a shopping mall here were caught in a special operation by the Selangor Road Transport Department (JPJ) recently.
The four were two Syrians, a Yemeni and a Sudanese. They were detained on suspicion of running taxi services without any valid authorisation, Sinar Harian reported.
The 30 to 40 year-old-men were said to be just fetching their friends or relatives when detained during an operation on July 6.
Selangor JPJ director, Azrin Borhan said the operation was carried out based on complaints from the public noting the four cars used by the suspects, which are — Toyota Alphard, Hyundai Starex, Perodua Aruz dan Perodua Alza.
In a statement today, he said the group's modus operandi involved using contacts from their home countries to find Arab tourists staying around the shopping mall area.
Inspections revealed a total of eight offences, including the absence of a valid Competent Driving Licence (CDL) and misuse of Motor Vehicle Licences (LKM), he said.
That particular location had become a hotspot as it is frequently visited by tourists from Middle Eastern countries, he added.
'Complaints received from the public reported the presence of several vehicles believed to be offering illegal taxi services in the area.
'Investigations also found that the fares charged were higher than those of legitimate services such as taxis or e-hailing, but passengers didn't mind as they could afford to pay,' said Azrin.
According to him, one of the factors that makes tourists easily deceived by illegal taxi services is that they feel more comfortable using the services of Arab drivers.
'In addition to easier communication in the same language, some bookings are even made from their home countries before arriving in Malaysia.
'This situation facilitates the illegal operation, making it difficult for authorities and other road users to identify them,' he said.
Azrin stated that firm action will be taken against any individual, including foreign nationals, found to be misusing licences or conducting public transport services without authorization.
'JPJ Selangor continuously conducts monitoring and enforcement based on all complaints received to ensure road laws are upheld.
'Any information related to illegal e-hailing activities can be reported via email at aduantrafik@jpj.gov.my or through the e-Aduan JPJ app, including the complainant's details and incident information for further action,' he said.

'However, we are of the view that suspensions should only be enforced in cases where lives have been lost. 'While JPJ (Road Transport Department) may wish to impose penalties on these offenders, we appeal for these actions to be balanced with compassion. 'Unfortunately, these errant drivers have tarnished the image of the industry with their reckless behaviour. 'In this respect, we support the idea that suspensions should only be lifted once the driver has demonstrated competency through defensive driving training,' Ng said in a statement. He was responding to the announcement by JPJ that it will suspend the vocational licences of commercial vehicle drivers involved in road accidents until investigations are completed. Ng said the issuance of driver cards accompanied by JPJ's inspections and safety audit system, known as Jisa, is a further positive step toward building a comprehensive driver database. 'With this system in place, traceable records of drivers, including accident history, drug and alcohol abuse as well as criminal records, will be readily accessible. 'This will serve as a preventive measure to ensure unscrupulous drivers are not allowed behind the wheel. 'We believe our practices such as managing drivers' hours of service, enforcing blackout periods from midnight to five in the morning and thorough route planning have helped us address driver fatigue. 'We will continue to encourage our members to adopt this safety culture and work to change the public perception of heavy vehicles,' said Ng. On July 6, JPJ director-general Datuk Aedy Fadly Ramli said that to ensure commercial vehicle drivers are competent, suspended individuals must pass a refresher course before their licences are reactivated or removed from the suspension list.

(Bernama pic) KUALA LUMPUR : The road transport department (JPJ) will suspend the licences of commercial vehicle drivers involved in crashes until investigations are completed, its director-general Aedy Fadly Ramli said. Should the holder of a public service vehicle (PSV) licence or goods driving licence (GDL) be found guilty after the police investigation has been completed, then their licence will be terminated. 'To make sure commercial vehicle drivers are competent, JPJ will ensure that a suspended individual undergoes and passes a refresher course before their licence is reactivated or removed from the suspension list. 'The refresher course will be organised by JPJ at locations to be determined later and drivers will be charged fees to cover the cost of the course,' he told reporters after a licence presentation here today. He shared that five commercial vehicle drivers are currently under suspension, including the lorry driver from the fatal crash involving a Federal Reserve Unit convoy in Teluk Intan and the bus driver who hit a height restriction barrier in Nilai, Negeri Sembilan yesterday. In other developments, Aedy Fadly said JPJ has issued 510 compound notices to express buses, tour buses and goods vehicles since the enforcement of wearing safety belts came into effect in stages from July 1 and that 80 of the notices were issued to drivers and 396 to passengers and attendants. He also reminded express bus drivers that they will be issued compounds if their passengers are caught not wearing safety belts as it was the driver's responsibility to remind passengers of this.
