New Delhi: Cleaning the Yamuna in Delhi is no longer an isolated task for the city. It is now a coordinated inter-state mission involving Uttar Pradesh and Haryana. Recognising that contamination of the river originates in upstream states, the Union home ministry has launched a multi-pronged strategy spanning Delhi, Haryana, and UP in its comprehensive action plan for the Yamuna.
At the heart of this effort is the realisation that untreated sewage and industrial waste emanating from Haryana and UP impact the river's water quality in Delhi. To counter this, the central govt, at a recent meeting between Union home minster Amit Shah and chief minister Rekha Gupta, set targets and deadlines for river water cleaning across the border.
In Haryana, the focus is on curbing industrial effluents and improving the functioning of sewage treatment plants (STPs).
The state is mandated to stop untreated discharge from grossly polluting industries by March 2026 through either in-house effluent treatment plants or common effluent treatment plants), according to the details accessed by TOI.

Simultaneously, 17 unauthorised STPs will be upgraded by Dec 2026. The underperforming STPs must cross at least 60% treatment efficiency by April 2026. Haryana also plans to build new STPs in Gurgaon and Faridabad and construct seven new CETPs with a combined capacity of 125 million litres per day (MLD) by March 2028.

As of now, Haryana's STP compliance has improved to 72%, according to Central Pollution Control Board reports.
Meanwhile, UP will work on urban sewage and drain tapping in the Yamuna basin cities, among them Agra, Mathura, Vrindavan, Kosi and Chhata. UP's plan involves treating of sewage through STPs to ensure an environmental flow of 6.2 cusecs in the Yamuna. Massive tapping operations are underway and 43 untapped drains in Agra alone are being addressed.
Full tapping is expected to finish by June 2027. The National Mission for Clean Ganga cleared this plan in Sept 2024.
Officials said that a significant part of the strategy involved improving the river flow. The Ganga and Yamuna water to be routed through two canal networks —the Upper Ganga Canal and the Eastern Yamuna Canal, with up to 2,400 cusecs of Ganga water diverted to the Yamuna via escape structures at Jani (1,800 cusecs) and Khatauli (600 cusecs).
A govt official said, "Cleaning the Yamuna in Delhi is not just about local effort, but a shared regional responsibility. Only through synchronised action across all three states can the Yamuna truly flow clean through the heart of India's capital." These decisions were taken during a high-level meeting between Shah, Gupta, Union housing and urban affairs minister Manohar Lal, Union jal shakti minister CR Patil, Delhi water minister Parvesh Verma and senior officials of the central and state govts.
Shah held that Delhi govt should take continuous and effective steps to stop the increasing pollution from industrial units. But with chemicals also entering the Yamuna in other states, he felt that the neighbouring states had to join hands to free the river of contaminants. Shah laid emphasis on increasing the flow in the Yamuna and said that there was a need to talk to Uttar Pradesh govt for a solution. He said that treated water from the Okhlasewage treatment plants should be released downstream of the river, which would helpimprove the quality of the water.
The home minister also suggested a detailed survey of water supply in Delhi to accurately ascertain how much water was required for the capital's residents. Uncontrolled water extraction through borewells was a big problem in the city, he said, and ordered Delhi Jal Board to come up with an action plan on this matter. Shah added that the borewells should be regularised in a phased manner. Sources said that it was also suggested at the meeting that ministers and officials of the neighbouring states should meet regularly and cooperate on cleaning the Yamuna.

Chandigarh: The municipal corporation, Chandigarh, nears the completion of bioremediation of the third and final legacy waste dump at the Dadumajra dumpsite, as the civic body on Monday claimed to have processed 70-75% of the waste. The MC stated that, despite challenges, the project was accelerated with a 15 to 20-fold increase in deployed machinery and manpower. Since Chandigarh failed to achieve the 7-star ranking even after applying in this specific category for Swachh Survekshan and received just a 3-star rating under the Garbage Free City (GFC) category, the piled-up final or third legacy waste at the Daddumajra dump site was found to be the prime culprit for this. Although the MC is working to remove this garbage dump and work is ongoing at the site, there was a consistent delay in the work and multiple breaches of the deadlines were witnessed in the past. 1 2 Kolkata: A child's identity, including her surname, is an integral part of her personal development and autonomy, said the Calcutta High Court, directing the Chandernagore Municipality to accede to a teenaged girl's plea to change her surname in her birth certificate from her biological father's to her mother's in four weeks. After her parents' divorce, the Class-IX girl, a minor, wanted to change her surname from Chatterjee, her father's, to Bhattacharya, her mother's maiden name, in her birth certificate owing to personal and emotional reasons. But the municipality rejected her plea. The girl, represented by her mother, approached the bench of Justice Gaurang Kanth, seeking directions for the change in official records. "Courts have consistently held that when the change in name or surname does not adversely affect any legal or statutory right of a third party and is sought in furtherance of the child's best interest, such change ought to be allowed," Justice Kanth said. But it was made clear that the removal of the father's surname from official records would not affect his legal status or the child's legitimate rights, including succession or inheritance rights to his property. The father was not represented in the matter, despite several notices.
