
Labor has promised 1.2m new homes in its second term. Is it possible?
At the national press club on Wednesday, the prime minister said his government would go further to bring down the cost of building by targeting red tape and pushing the states to build more.
Experts say state planning laws and red tape are two of the biggest barriers to building more housing, but if Labor pulls out 'all the stops' and addresses them, they say the government could get close to its housing targets.

The opposition remains unconvinced, saying the Albanese government's approach of paying states to build more housing 'has not been a success' so far.
So how achievable is the goal, and what needs to happen?
Labor has promised to support the build of 1.2m homes, and 55,000 social and affordable homes, by June 2029.
Alongside the housing targets, the government has promised $10bn to help fund 100,000 new homes for first home buyers, including through concessional loans for states. It has also committed $2bn to states to provide new or refurbished social housing, legislated fee-free Tafe to respond to construction skill shortages and introduced incentive payments for apprentices in construction.
But whether or not Labor can deliver is unclear. The latest figures from the 2025 state of housing report by the National Housing Supply and Affordability Council (NHSAC) forecast 938,000 dwellings being completed during the period to June 2029; factoring in demolitions, the net new supply will be 825,000.
Even so, the target of 1.2m homes will bring Australia closer to building 'equilibrium' by June 2029, the target deadline, according to NHSAC chair and former Mirvac boss, Susan Lloyd-Hurwitz – even if NHSAC's modelling predicts a shortfall.
That's because, 'new supply and new demand will be roughly in line at around 175,000 new homes for 175,000 new households.'
Labor should focus on two policy areas, Lloyd-Hurwitz says: planning reforms and building more social housing.
Reducing approval times would make a 'real difference', pointing out that government was able to effectively fast-track other areas of regulation during the Covid-era without 'cutting corners'.
Since the election, the housing minister, Clare O'Neil, has been handed responsibility over the building and construction code and will now lead the planning ministers' council, to help streamline planning and development processes under the one minister. (The planning ministers' council used to be under the purview of the infrastructure minister.)
She says the new responsibilities give her 'more levers to improve the broader problem of construction productivity'.
The NHSAC chair also called for 'continued investment' in housing for those who most need it: 'roughly four times the amount of social and affordable housing than is currently planned'.
O'Neil is 'confident' 55,000 social and affordable homes would be delivered by June 2029, pointing out 28,000 of those homes were already in the planning or construction phase.
O'Neil, has also promised to slash red tape, though she hasn't said how.
'We've created a regulatory environment that says we don't want builders building the type of new homes we need most,' O'Neil told Guardian Australia.
'We've got so much red tape, and this is a real barrier … builders face a thicket of rules and regulations.'
Denita Wawn, CEO of Master Builders' Australia said in October there was 'no chance' Labor would achieve its target, but has since changed her tone, with the most recent policy changes, now saying it is 'not insurmountable'.
'There is the capacity to get to those targets. The only reason why you won't get to those targets … is an unwillingness at government level and industry level to collaborate to remove some of those impediments,' she said.
Wawn added fee-free Tafe would help ease critical skills shortages, and said she was also pushing the government to bring in more overseas construction workers on skilled visas.
Brendan Coates, Grattan Institute's housing program director, said the government also should push the states to change more zoning laws and update the national construction code saying it is 'illegal' to build higher density housing in some parts of inner Sydney and Melbourne where it's needed most.
'It's things like state land use planning controls that have the biggest impact on construction,' Coates said.
'It's not economic, for example, for a developer to knock down a free-standing home to just build three townhouses. Because you've got to buy the house, [and land] and that house is worth a million dollars before you knock it down, so the economics don't always stack up.'
Lloyd-Hurwitz says states including NSW and Victoria had started changing zoning regulations to get more medium and high-density housing near transport nodes, but added that the cost pressures for developers in recent years have been 'too great'.
'We have this perfect storm of high interest rates, low pre-sales, high costs, which makes feasibilities very difficult to stack up for developers,' she says.
'[It's] why we see, particularly in the high-rise space, we're at a historic low in terms of the number of completions of apartments, and they've got a very long lead time.' Federal incentives for states to build more housing also need to change, Coates says.
'The government is rightly trying to pay the states to get more housing built … They [the commonwealth] need to bring forward when the payments are made to pay them each year, rather than at the end of the five-year period of the national housing accord.'
The opposition's new housing spokesperson, Andrew Bragg, told Guardian Australia the current incentives for states are not working and that Labor should rethink its policies, for example, tying payments for states to certain conditions around housing targets.
'There are large financial transfers from the commonwealth to the states … and there are significant payments made for transport and infrastructure projects and the like that are made without conditions,' he says.
The Productivity Commission's damning report in February found productivity in the construction sector had dropped 12% over three decades, with the average time to complete a home increasing from 6.4 months to 10.4 months over the last 10 years.
It said the construction code contributed to poor productivity and imposed unnecessarily high costs on building construction, and needed to be changed.
Wawn says the complex code, which has more than 2,000 pages, has been hampering construction, and that additional varying state regulations make it more difficult for builders working across state borders to operate.
'When you have to read [the code] in conjunction with 120-odd regulated standards, of which people still have to pay for access, they're very hard to read, and there's inconsistencies,' she said.
She also warns the code is hampering investment into more modern building practices, like modular housing, and says the cost is too high for businesses.
O'Neil says Australia is lagging behind in modern construction techniques – the government has promised $54m for states and territories to invest in local programs developing prefabricated and modular housing.
Lloyd-Hurwitz says that investment is a good start, but a 'very small amount of money', and suggested the government should lean into procurement to support the modular supply chain and increase investor confidence.
'Construction innovation and modular construction, something that Scandinavian countries do very well and we do very poorly, would make a difference to cost and speed as well as sustainability.'
Bragg says the opposition, which will reconsider all its housing policies, will look at reforming the code.
'We need to look at how we can make it easier for people to build houses, all forms of housing.'

Tiny Louisiana town sees housing prices skyrocket
Prices for certain homes in a tiny part of northern Louisiana have more than doubled thanks to construction beginning on a massive Meta data center, a project that is set to create thousands of jobs. The massive facility, comparable in size to 70 football fields, will sit on more than 2200 acres of what used to be farmland near Holly Ridge in Richland Parish. Meta and its team of general contractors said the herculean undertaking will require 5,000 construction workers. Even with all that manpower, the data center isn't expected to be up and running until 2030. Once operational, Meta believes about 500 employees will be needed to maintain it. Ever since the four-million-square-foot center was announced in December 2024, the value of homes near the construction site have increased by record amounts. A 5,000 square-foot mansion on an 816-acre lot 'just 20 minutes' from the data center is on the market for $16.3 million. In November 2024, the listed price was $7.5 million, less than half of what it is eight months later. This same phenomenon has been observed with more modest homes in the area, such as a $775,000 property for sale in Oak Ridge. That home, also about 20 minutes from the data center, was going for just $463,000 in December. Data centers contain hundreds or even thousands of servers that power basic functions of the internet, which make them crucial facets of American infrastructure. In the case of Meta's 28 data centers across the globe, they have server space to process and store the billions of messages, posts and images circulated on Facebook, Instagram and WhatsApp every single second of the day. In an Instagram video , Meta CEO Mark Zuckerberg said the Louisiana data center will help make its AI model get smarter, faster and more useful. All this hype around Meta's newest development has supercharged the Richland real estate market, an area that still has high rates of poverty. Realtor Heather Stephenson of Brown Realty told The Shreveport-Bossier City Advocate that her phone is ringing off the hook. She said land within about a 10-mile radius of the data center is getting the most attention. 'We're getting more and more calls and more and more interest. You know, some of those that kind of sat on the market, have been on the market for a while, that are now priced good because they're $15,000 when, you know, comps are higher,' Stephenson said. Lee Brown, the Richland Parish Tax Assessor, mentioned a piece of property along Interstate 20 that is listed for $430,000 per acre, double what is was before the Meta announcement. Brown said development around the data center is booming in anticipation of the much larger foot traffic the area will experience over the coming years. 'Delhi has got a truck stop travel center, for lack of a better word coming, Holly Ridge has one. There are three hotels, and I know of six, off the top of my head, different restaurants,' he told the Advocate.

Thames Water faces rocketing demand for supplies
Thames Water has warned that plans to build 100 new data centres across London and the South East will pile more pressure on its creaking infrastructure. The utility giant said it had identified 108 'hyper or large' data centres that will drive up demand in its region, with bosses suggesting it will have to manage water supplies carefully to ensure there is no impact on households. Each data centre is equivalent to thousands of homes being added to a water network, meaning the pipeline of new data centres is on par with a new small city being built. In its annual report, Thames Water said that building data centres 'needs to be carefully managed from a demand and UK growth perspective'. The company, which is battling to avoid nationalisation amid pressure from a £17bn debt pile, has previously raised the prospect of rationing water use for data centres or charging more at peak times. Data centres contain giant racks of computer servers that need to be cooled to avoid overheating, often with water piped in. The facilities are crucial to the rise of artificial intelligence and are a key priority for Sir Keir Starmer's growth push. However, the vast number being built has sparked concern among water companies such as Thames Water, which is now engaging with the Government to prevent potential shortages in future. 'The south-east of England is a water-stressed region and data centres can use a vast amount of water, equivalent to the usage of thousands of homes at peak draw,' a Thames Water spokesman said. 'With a large proportion of the proposed data centres earmarked to be built in the Thames Water region, it brings a challenge between safeguarding our finite resources while supporting the UK's growth strategy. 'It is important that we work collaboratively to meet this challenge and to avoid exacerbating water stress and impacting service for customers and the environment.' 'We are engaging with the Government regarding the challenge of water demand related to cooling data centres and how this can be mitigated. We are also working with a number of data centre providers about opportunities to reduce demand through innovation.' A corridor of land between London and Slough, much of which is served by Thames Water, contains Britain's densest collection of data centres. An independent review of the water sector last week cited data centres as one of the factors that are likely to mean water bills rising by 30pc over the next five years. The report, by Sir Jon Cunliffe, a former deputy governor of the Bank of England, said that national infrastructure bodies should be consulted when deciding where to build them. The Government has welcomed investment in new data centres, including designating them as critical national infrastructure. Thames Water last week started a hosepipe ban for more than 1 million people in Gloucestershire, Oxfordshire, Berkshire and Wiltshire. The company is also seeking to agree a rescue deal with creditors, but has warned it may fall into special administration if talks between the lenders and regulator Ofwat fail.

Images of children starving in Gaza have shaken some world leaders out of inertia – but what will Labor do?
Images of emaciated, skeletal children in Gaza landed on news outlets' front pages last week. It seemed to shake some world leaders and ordinary citizens out of a stupor. It's a year and nine months since Israel began laying siege and raining devastation on Gaza, after the slaughter of Hamas' 7 October terror attacks. After 21 months of bombing and civilian death tolls now reported in the tens of thousands, a new word has begun appearing ever more prominently in media coverage. Famine. Not a famine driven by extreme weather, crop failure or pest infestation, but an entirely human-made famine. The type that could be fixed with the stroke of a pen, a bureaucratic shift, a political agreement. Sign up: AU Breaking News email It's why, half a world away in Australia, Anthony Albanese's government will enter its first full week of federal parliament under pressure, facing calls from outside and inside its ranks to do more. My colleague Benita Kolovos' exclusive on Monday, that Victorian Labor's state conference will probably back a series of motions urging the federal government to immediately recognise a Palestinian state and sanction Israel – expanding existing sanctions on two Israeli ministers – is the latest pressure point on Albanese and the foreign minister, Penny Wong, to do more, and faster. It's also a demonstration of the emotion of the party's rank-and-file members. The intervention of former Labor foreign minister Bob Carr on Friday, calling for immediate recognition of Palestine and sanctions against Israel's leader, Benjamin Netanyahu, was significant. Former cabinet minister Ed Husic, Labor's most publicly thoughtful and compassionate voice on Gaza, said 'the time is now'. Their comments came two days after Labor condemned Greens senator Mehreen Faruqi for holding a sign reading 'sanction Israel now' during the opening of parliament. Albanese, Wong and the government say Australia is not a major player in the Middle East, that they have consistently called for adherence to international law, and have contributed large sums in aid – $100m, Wong said on Friday. All true. But according to Palestine supporters inside Labor, there is 'near unanimous' sentiment in party ranks for the government to move beyond statements to concrete actions of the kind it has so far downplayed. Even if it means leading or moving ahead of global sentiment. Wong joined more than two dozen countries last week, expressing horror at hundreds of Palestinians' deaths at aid sites. It was notable, then, that Albanese still felt the need to put out an extra statement, with stronger language, days later. On Sunday, Albanese went further again, explicitly accused Israel of breaching international law. That's not nothing. Noting those 'heartbreaking' pictures of starving children, he told Insiders: 'A one-year-old boy is not a Hamas fighter'. In the same breath, Albanese rejected 'imminently' recognising Palestine, placing conditions on such a shift – including US support – that seem months, if not years, away. But wheels are turning. There is growing outrage in Labor ranks about Gaza. The Victorian Labor motion is the latest of many, with more to come. The motion comes from Labor Friends of Palestine, an internal campaign group. It has circulated similar motions, supported by 80 (and climbing) local ALP branches, according to Peter Moss, a national co-convener. One of the latest, he tells me, is the Wentworth branch, the eastern Sydney electorate with one of Australia's highest concentrations of Jewish voters. Moss maintains there has 'never been a more urgent time to assert the rights of the Palestinian people'. Sign up to Breaking News Australia Get the most important news as it breaks after newsletter promotion Wong has said for some time Australia no longer sees Palestine's statehood as coming necessarily at the end of the peace process, which leaves open the door to recognition at any time. Albanese on Sunday, however, cautioned that US involvement 'is critical.' Still, backers say Australia wouldn't even be an outlier if it made recognition moves today. Carr said the French president, Emmanuel Macron's pledge to recognise Palestine should be enough for Australia, with no need to move in concert with the UK or US. He told me such a shift would win Albanese credit for foreign policy, for 'having a mind of our own'. It is true Albanese, Wong and Labor have spoken strongly in support of Palestinian civilians and international law, and given harsher criticism of Israel than many governments before. This has opened them to criticism from the opposition, Israel's own government and the screeching outrage machine of the right-wing press. Equally, for some, Labor haven't gone far enough. The Greens leader, Larissa Waters, said: 'Words, while welcome, won't feed starving kids.' But sentiment has seemed to shift, albeit glacially, even inside the Coalition. After Wong's statement on Tuesday, the opposition could barely muster a word for the plight of starving Palestinians in Gaza. The shadow foreign minister, Michaelia Cash, took five paragraphs to mention the 'suffering of the people of Gaza', and another two before adding 'it is important that aid flows', in a statement otherwise nearly entirely devoted to criticising Hamas – a terrorist group Labor has condemned, said can have no role in the future governance of Gaza, and must return Israeli hostages. By Friday, Cash's statement at least opened with a concession of 'strong concerns about the worsening humanitarian situation in Gaza'. Some in the Coalition are uneasy their positioning in recent days has not paid enough heed to the human-made catastrophe. But chalk that up to another issue where the opposition finds itself at a loss, dealing itself into irrelevancy. The greater issue is for Labor. On the back of a thumping election win and an energised party base, its members want the government to stand up, be bold and help set a global example. Albanese says Palestinian statehood won't come as a 'gesture', but on this issue, the party faithful have made it clear: words aren't enough.
