Meanwhile, in a separate but related development, U.S. Treasury Secretary Scott Bessent, speaking on July 21, said that the Trump administration is prioritising the quality of trade agreements over meeting specific timelines. 'We are not going to rush for the sake of doing deals,' he told CNBC. When asked about the August 1 deadline, he stated that any decision to extend it would come from President Trump. Bessent also suggested that in the absence of agreements, higher tariffs could be reintroduced to increase pressure on negotiating countries. 'If we somehow boomerang back to the August 1 tariff, I would think that a higher tariff level will put more pressure on those countries to come with better agreements,' he said. He confirmed upcoming trade discussions with China, highlighting American concerns over Beijing's continued purchase of sanctioned Iranian and Russian oil. Bessent said there are broader economic imbalances that need to be addressed in future talks with Beijing. On Japan, he said the administration's focus remains on the trade outcome, not the country's internal political factors. India's naturally coloured cotton, which thrived commercially in the 1940s, is struggling to stage a comeback despite rising global demand for sustainable textiles and decades of government's efforts in research. The specialty crop is currently grown on just 200 acres across Karnataka, Maharashtra, Tamil Nadu and Andhra Pradesh, fetching Rs 240 per kg, 50 per cent more than regular cotton at Rs 160 per kg. However, farmers are hesitant to expand cultivation due to significantly lower yields. "The productivity of light brown cotton is very low at 1.5-2 quintals per acre, compared to 6-7 quintals per acre for normal cotton. This discourages farmers from expanding the area under this crop," Ashok Kumar, Principal Scientist at ICAR-Central Institute for Research on Cotton Technology (CIRCOT), told PTI. Annual production from these limited acres stands at merely 330 quintals, underscoring the challenge facing this specialty crop that could potentially transform India's textile sustainability profile. ICAR-CIRCOT is currently focusing on light brown coloured cotton. Coloured cotton has ancient roots in Indian agriculture, with cultivation dating back to 2500 BC. Before independence, red, khaki and brown varieties of Cocanada 1 and 2 were grown commercially in Rayalseema, Andhra Pradesh, with exports to Japan. Traditional varieties were also cultivated in Assam and Karnataka's Kumta region. Green Revolution The Green Revolution's emphasis on high-yielding white cotton varieties pushed coloured cotton to the sidelines. The crop's inherent limitations - fewer bolls, lower weight, poor fibre strength, short staple length and colour variations - made it economically unviable for large-scale cultivation. Indian agricultural institutions have developed improved varieties, including DDCC-1, DDB-12, DMB-225, and DGC-78 by the University of Agricultural Sciences, Dharwad. The Central Institute for Cotton Research, Nagpur, created Vaidehi-95, considered the most prominent among 4-5 available varieties. Between 2015-19, ICAR-CIRCOT processed 17 quintals in demonstration batches, producing 9,000 metres of fabric, over 2,000 jackets and 3,000 handkerchiefs, proving commercial viability. The environmental benefits are significant. Traditional cotton dyeing requires approximately 150 litres of water per metre of fabric, while naturally coloured cotton eliminates this requirement, potentially reducing toxic waste disposal costs by up to 50 per cent.

Around 20% of working hours in major Indian cities could be lost due to high heat stress conditions," the report says, as per news agency PTI. The World Bank estimates that an investment of $150 billion over the next 15 years could help 60% of existing Indian cities implement effective flood mitigation measures. Heat mitigation alone, it adds, could increase India's GDP by up to 0.4% and save as many as 130,000 lives annually by 2050. Calling for urgent fiscal recalibration, the report warns that current urban infrastructure spending, at just 0.7% of GDP, is 'much lower than other countries' and must increase substantially. Between 2011 and 2018, India's average annual spending stood at $10.6 billion, a fraction of what will be needed in the decades ahead. "This is both a challenge and an opportunity," said Auguste Tano Kouame, World Bank Country Director for India, as quoted by PTI. "Without timely action, climate risks such as flooding and extreme heat will become much more severe." The report also notes that India's urban population stood at 480 million in 2020 and is expected to double to over 1.1 billion by 2070. "More than 144 million new urban homes will be required, doubling the current housing stock,' it states. Hence, to mitigate these risks, the World Bank estimates that India will need to invest $2.4 trillion by 2050 and $10.9 trillion by 2070 across sectors such as housing, public transport, solid waste management, and municipal services. To close the massive infrastructure gap, the report urges tapping into private capital through mechanisms such as green bonds, blended finance, and access to international climate funds. It also calls for greater financial autonomy for urban local bodies and improved project planning capacities to attract such investments. The findings come just months before COP30, the global climate summit, where countries are expected to present updated national climate action plans, known as Nationally Determined Contributions (NDCs). As per PTI, while only 25 nations, representing just 20% of global emissions, have submitted their NDCs so far, India's plan will be key to testing its climate leadership and sustaining the goals of the Paris Agreement.
