Hyderabad: The state govt Sunday appointed special chief secretary, finance department, K Ramakrishna Rao as new chief secretary. Ramakrishna Rao will succeed incumbent A Santhi Kumari, who will superannuate on April 30 afternoon. Ramakrishna Rao's appointment comes amidst a major bureaucratic reshuffle of 20 IAS officers.
Notably, IT special chief secretary Jayesh Ranjan is being brought into the CMO, while Dana Kishore and K Ilambarithi are being transferred from municipal administration and GHMC, respectively. Smitha Sabharwal has been transferred from tourism department to the TG finance commission as member secretary.

Sources in the chief minister's office (CMO) said the major reshuffle was due to multiple factors. These include the upcoming gram panchayat and municipal elections, the performance of some officers not meeting govt expectations, and the need to expedite key projects of the Revanth Reddy govt like Musi rejuvenation and Future City. Additionally, there were issues related to social media posts involving Kancha Gachibowli (UoH) land issue, and a need to shift long-standing bureaucrats. "More transfers are expected soon, including one or two in the CMO," the sources said.
Upon assuming charge as CS, the 1991 batch officer, Ramakrishna Rao, would continue to hold full additional charge (FAC) of the post of finance department, special chief secretary, until further orders. This appointment ends the suspense over the choice of chief minister for the top bureaucratic post in the state.
Special chief secretary, ITE & C and sports, Jayesh Ranjan, is transferred and posted as the special chief secretary to govt as CEO of the Industry and Investment cell in the CMO and Smart Proactive Efficient and Effective Delivery (SPEED) project. Jayesh was also placed in FAC of the youth, tourism and culture department and director, archaeology, replacing Smita Sabharwal.
GHMC commissioner K Ilambarthy was transferred and posted as secretary to metropolitan area and urban development department (HMDA limits), and RV Karnan, who was serving as director, health and family welfare, was transferred and posted as GHMC commissioner. Municipal administration principal secretary M Dana Kishore was transferred and posted as principal secretary to the labour and employment department, replacing incumbent Sanjay Kumar.
However, Dana Kishore was also given FAC of the posts of commissioner, labour, director, insurance medical services, and director, employment and training. He would also continue his full additional charge in the post of principal secretary to the governor. Commissioner and director of municipal administration TK Sreedevi was transferred and posted as secretary to municipal administration (outside HMDA). She was also placed in FAC in the post of commissioner and director of municipal administration (for municipalities and municipal corporations outside the ORR limits).
State Flagship projects commissioner K Shashanka was transferred and posted as commissioner of Future City Development Authority (FCDA), a pet project of Revanth Reddy. He would continue in FAC in the post of director, mines and geology.
Special CS, labour and employment, Sanjay Kumar was transferred and posted as special CS to industries and commerce department and ITE&C and sports department. He would replace Jayesh Ranjan, who has been posted in the CMO.
MCRHRD director general Shashank Goel was transferred and posted as vice chairman of Centre for Good Governance and given FAC of the post of director general, EPTRI, relieving Ahmad Nadeem from FAC of the said post.
Information and public relations special commissioner S Harish was transferred and posted as chairman and managing director of GENCO, relieving Sandeep Kumar Sultania from FAC of the said post. Harish was also placed in FAC of the post of special commissioner, information and public relations, and would also continue in FAC of the post of joint secretary to the revenue department.
Telangana Institute of Rural Development CEO K Nikhila has been placed in FAC of the post of secretary and CEO, Telangana Human Rights Commission. Joint secretary to the CM, S Sangeetha Satyanarayana, was transferred and posted as director, health and family welfare, replacing RV Karnan, who was appointed as GHMC commissioner. Sangeetha was also placed in FAC of the post of CEO, Aarogyasri Health Care Trust, relieving RV Karnan from FAC of the said post.
General administration department (protocol) director and joint secretary S Venkata Rao was transferred and posted as director of endowments, with FAC in the post of executive officer, Yadagirigutta temple.
On transfer, State Finance Corporation joint managing director P Katyayani Devi would assume charge as the additional CEO of the Society for Elimination of Rural Poverty. School education director EV Narsimha Reddy was transferred and posted as additional CEO, industry and investment cell and SPEED, with FAC in the post of managing director, Musi River Development Corporation Ltd (MRDCL), relieving Dana Kishore from FAC of the said post.
Telangana Medical Services Infrastructure Development Corporation (TGMSIDC) managing director Bhorkhade Hemant Sahadeorao was transferred and posted as zonal commissioner, GHMC, while Hyderabad chief rationing officer G Phaneendra Reddy was transferred and posted as managing director of TGMSIDC.
Additional collector, Hyderabad (Local bodies) P Kadhiravan was transferred and posted as joint commissioner of panchayat raj and rural development. OSD to chief secretary K Vidya Sagar (non-cdre) was transferred and posted as additional collector (Local Bodies). Kadhiravan would also hold FAC of the chief rationing officer, Hyderabad. On transfer, R Upender Reddy (non-cadre) was posted as secretary, HMDA.

1 2 Bhubaneswar: The state govt has restituted Rs 47.07 crore to 1,27,137 duped chit fund investors in the last one year, chief minister Mohan Charan Majhi informed on Wednesday. In an indirect attack on the previous Naveen Patnaik govt, Majhi said only 2,79,109 victims had received refunds to the tune of Rs 119 crore during 2014-2024. "After the new govt assumed office in the state, under the direction of chief minister the process for refunding chit fund money has been simplified and decentralised to the district level. This has expedited the refund process, and in the past year, the state govt has returned Rs 47.07 crore to 1,26,137 small depositors," according to a statement from the chief minister's office (CMO). The CMO indicated that an additional 5 lakh small depositors would receive their refunds within 3 to 4 months. "For a decade from 2014 to 2024, only 2,79,109 small depositors had received a total refund of Rs 119 crore," the statement noted. Hyderabad: The Anti-Corruption Bureau (ACB) of Telangana has once again summoned senior IAS officer and Special Chief Secretary Arvind Kumar for questioning in Formula E race case. The agency, which is probing the allegations of unauthorised misuse of government funds, has directed him to appear on Thursday. Arvind Kumar was served notice two days after he returned from a month-long leave. He was summoned a few days after Bharat Rashtra Samithi (BRS) and former minister K. T. Rama Rao were questioned by the ACB for the second time. This is the second time Arvind Kumar will face questioning by the ACB in this case. He had earlier appeared before the anti-graft agency in January. He had reportedly informed investigating officials that he transferred funds based on instructions from higher authorities. The ACB on June 16 questioned K. T. Rama Rao (KTR) for nearly eight hours. The former minister had appeared before the ACB on January 9 in the case relating to the conduct of the Formula E race in Hyderabad in January 2023, when BRS was in power. The ACB in December last year booked a case against KTR, former Special Chief Secretary to Government, Municipal Administration and Urban Development (MA&UD) department, Arvind Kumar and former Chief Engineer of Hyderabad Metropolitan Development Authority (HMDA) B.L.N. Reddy for alleged Rs 54.88 crore irregularities in the Formula-E deal. The FIR was registered on a complaint by the Principal Secretary to the Government, MA&UD department, M. Dana Kishore, who stated that foreign remittances were made without prior approvals of the relevant regulatory authorities, which resulted in an additional tax burden to HMDA to the tune of Rs. 8.06 crore. The complainant also alleged that the payment was made while the Model Code of Conduct was in effect for the elections to the State Legislative Assembly without any prior approval of the Election Commission of India. The FIR was registered under the Prevention of Corruption Act as well as under Indian Penal Code (IPC) sections 409 (criminal breach of trust) and 120B (criminal conspiracy). After appearing before ACB for the second time on June 16, KTR stated that he was not scared of arrest. He said the ACB officials kept repeating a question and asked them to show him corruption in the case. Claiming that the Formula-E race boosted the image of Telangana, he alleged that the actions of the Revanth Reddy government were maligning the state.

T'puram: The city corporation awarded the contract for operating and maintaining the much-anticipated modern abattoir at Kunnukuzhy. Preliminary work already began and the facility is slated to be officially inaugurated by chief minister Pinarayi Vijayan. The name of the company will be disclosed only after signing an official agreement between corporation and the company. The abattoir, built at an estimated cost of Rs 9.6-10 crore by Kerala Electrical & Allied Engineering Company Ltd, underwent comprehensive trial runs throughout June. These included the main slaughterhouse, biofilter, effluent treatment plant (ETP) and cold-storage components. The facility is equipped to handle 50-75 large animals and 25-50 small animals per eight-hour shift, with the capacity to process up to 120 animals simultaneously. It also features livestock holding pens, emergency DG power, water reservoirs, refrigeration for meat sales and crucially, a 50 KLD ETP alongside a biogas unit that can process 2,000 kg of waste daily. "The modern abattoir is designed to meet all regulatory and environmental norms. The move to partner with a private operator is aimed at ensuring professional handling and efficient functioning while providing hygienically processed meat to the public," said corporation secretary Jahamgeer S. The corporation floated an e-tender to onboard an experienced private operator for a 10-year operation and maintenance contract.
