Govt returns Rs 47.07cr to over 1.27L duped chit fund investors

Bhubaneswar: The state govt has restituted Rs 47.07 crore to 1,27,137 duped chit fund investors in the last one year, chief minister Mohan Charan Majhi informed on Wednesday. In an indirect attack on the previous Naveen Patnaik govt, Majhi said only 2,79,109 victims had received refunds to the tune of Rs 119 crore during 2014-2024.
"After the new govt assumed office in the state, under the direction of chief minister the process for refunding chit fund money has been simplified and decentralised to the district level. This has expedited the refund process, and in the past year, the state govt has returned Rs 47.07 crore to 1,26,137 small depositors," according to a statement from the chief minister's office (CMO).
The CMO indicated that an additional 5 lakh small depositors would receive their refunds within 3 to 4 months.
"For a decade from 2014 to 2024, only 2,79,109 small depositors had received a total refund of Rs 119 crore," the statement noted.
Compensating chit fund victims was a crucial BJP electoral commitment last year. The BJP state president, Manmohan Samal, in Sept last year announced that the govt would reimburse defrauded chit fund victims within 18 months.
About 70 lakh people in Odisha were reportedly deceived by around 450 Ponzi companies.

Following a Supreme Court directive in May 2014, the CBI investigated 44 companies, including the Kolkata-based Saradha Group and Odisha-based Seashore and Artha Tatwa groups. These firms allegedly collected roughly Rs 4,600 crore from gullible investors in the state.
Prior to the 2014 assembly and Lok Sabha elections, the then-BJD govt set up a judicial commission and created a Rs 300 crore corpus fund to compensate affected small depositors. The commission, led by Justice M M Das, identified a large number of small depositors who lost Rs 10,000 or less. The commission's interim report to the state govt recommended refund for 4,97,844 small investors while identifying over 450 companies responsible for the Ponzi fraud.
Last Dec, Majhi revealed at an event here that he too was a victim of chit fund schemes, stating he couldn't recover his money due to the complicated recovery process.

The Karnataka Lokayukta said on Thursday that senior IPS officer Srinath Mahadev Joshi had been in touch with G Ningappa, a former head constable arrested for allegedly extorting Rs 4.92 crore from government officials by posing as a Lokayukta officer. 'Joshi was in touch with Ningappa and was involved in threatening government officials and to extort money. They used the code word 'kg' and in the preliminary probe, it has been revealed. The collected black money was being converted to white money by investing in cryptocurrency,' the anti-corruption watchdog said in a statement. A police officer said that 'kg' referred to lakhs. Lokayukta said Joshi was involved in extortion and exchanged related WhatsApp messages with Ningappa, also known as Ningappa Sawanth. According to the Lokayukta, Ningappa, had 23 cryptocurrency wallets and Rs 4.92 crore was invested in 13 wallets. On June 15, Joshi's house was searched after the Lokayukta police secured a warrant from the court, the statement said. He was a superintendent of police in the Lokayukta until June 12. The Lokayukta also said that there were no complaints from outside (government officials or private persons) but that the case was registered when the Lokayukta chief got to know about the extortion. Ningappa was arrested in the case on June 2. He has been released on bail. The Karnataka High Court has ordered an interim stay on the investigation against Joshi and Ningappa in the extortion case. On June 30, the Lokayukta police approached the high court seeking permission to continue their investigation against Joshi and Ningappa, citing public concern over the credibility of the institution. On Thursday, Justice S R Krishna Kumar of the high court posted the matter to Tuesday. Thirty-five cases have been registered at various police stations where Ningappa allegedly approached government officials, mainly from the Bruhat Bengaluru Mahanagara Palike (BBMP) and the excise department, with extortion demands. Ningappa used the names not only of Lokayukta police officers but also of the Lokayukta and the Upa Lokayukta, the anti-corruption watchdog suspects. Ningappa is accused of calling government officials over the phone to extort money ranging from Rs 2 lakh to Rs 25 lakh.

WB CM writes to Amit Shah over spike in fake social media content, cybercrime
Kolkata: West Bengal chief minister Mamata Banerjee on Thursday wrote a letter to union home minister Amit Shah, raising her concern over the spike in provocative social media content and cybercrime. Mamata Banerjee had previously accused the Bharatiya Janata Party (BJP) of spreading misinformation and fake videos, especially during the violence in Murshidabad (PTI) 'I write to convey my deep concern over an issue that is increasingly posing serious challenges to public tranquillity and the social fabric of our nation – the proliferation of provocative content on some sections of the social media platforms and the alarming rise in cybercrimes,' Banerjee wrote in the letter. Banerjee had previously accused the Bharatiya Janata Party (BJP) of spreading misinformation and fake videos, especially during the violence in Murshidabad. 'Yesterday some news was spread that I have resigned. Police have registered an FIR. The jumla party only believes in divide-and-rule policy. Fake videos are being circulated every day. Earlier attempts were made to pass off videos of Gujarat riots as those from Murshidabad,' she had said on April 2. Police had suspended internet services in some parts of Murshidabad after violence broke out in West Bengal's Murshidabad district over the Waqf (Amendment) Act in April, to prevent the spread of misinformation. Videos of a mob attacking the block development office in Jalangi and ransacking the office of a railway gateman in Azimganj had surfaced on social media. Rioters were seen in video clips looting an outlet of a retail chain. Police had reportedly resorted to lathi-charge and tear gas after vehicles were torched, shops looted, and policemen attacked. 'Such content not only spreads misinformation but also has the potential to inflame communal sentiments, incite violence, disrupt societal harmony and indulge in crime against women,' Banerjee added. Banerjee also highlighted the surge in cybercrime and said it is 'growing both in complexity and in its detrimental impact.' Mumbai civic body invites expression of interest for textile museum on mill site
Mumbai: BMC has invited expressions of interest (EOI) from reputed public companies, charitable trusts or societies for the development and long-term maintenance of a textile museum at the site of the India United Mill No. 2 & 3 in Byculla (East). The proposed museum is to be established on a 44,000 sq m plot — C.S. No. 831 of Mazgaon Division — at Kalachowky, with the selected partner expected to develop, operate, and maintain the facility for a period of 20 years without any financial commitment from the BMC. The civic body has positioned this initiative as part of a CSR-driven or privately funded heritage conservation effort, requiring an investment of Rs 80 crore to 100 crore from the selected entity. Interested parties must submit their proposals to the office of the executive engineer (headquarters) at the BMC main office in Fort. The BMC took over India United Mills 2 and 3 at Kalachowkie in 2009 to bring to life the mill culture through the museum on an area of 44,000 square metres. The project aims to restore the old mill buildings into a textile museum while also developing recreational spaces within the compound with the aim of educating the citizens about Mumbai's rich industrial history. Over the past few years, the civic body launched work on the establishment of a musical fountain over a pond, murals, and an amphitheatre, among other recreational spaces within the compound of the mill. According to the BMC, the work on this phase has now been concluded, with the final commissioning of the musical fountain underway. Launching the next phase of works, the civic body is now set to commence the restoration of the dilapidated mill structures, which will be redeveloped into a textile museum. The first phase work cost the BMC Rs 25 crore.
