The child protection framework in the country remains disjointed and under-equipped, and what is needed is a fundamental shiftone that sees the child not as a passive witness in a criminal trial, but as a person in urgent need of sustained and holistic care, Supreme Court Judge Justice Surya Kant said on Saturday. Speaking at the inaugural session of the State-Level Meet 2025 on POCSO, Justice Kant added that the work is far from complete until children experience meaningful restorative justicewhere the systems meant to protect them do not retraumatise them. Chief Minister A Revanth Reddy, in his address, said child survivors must be placed at the centre of India's legal and moral framework in fighting this heinous crime against humanity. Justice Surya Kant emphasised that the system should prioritise the healing of children both within and outside the four walls of the courtroom, alongside ensuring accountability. "Our child protection framework, though well-intentioned, remains disjointed and under-equipped. What we need is a fundamental shiftone that sees the child not as a passive witness in a criminal trial, but as a person in urgent need of sustained and holistic care," Justice Kant reiterated. He also stated that justice for a child begins not in the courtroom, but the moment the child feels safe and secure, both within and outside their environment. Reintegration, he said, must not be an afterthought, but the foundation of our response. "Consider the case of a 10-year-old child made to recount trauma repeatedlybefore a teacher, a police officer, a medical examiner, a lawyer, and then a judge. With each retelling, her voice grows fainter until it vanishes altogether," he said. Justice Kant observed that the distress of the victim is often compounded by the legal process. When the system forgets the child in its pursuit of the accused, it fails them both. He noted that this imbalance is not incidental, but structural. "The child's healing is not just a legal requirementit is a moral obligation. In the Indian societal context, it is also a constitutional commitment," he said. He stressed that the task of protecting and supporting child victims is too important to be left to the legal system alone. It is not only the responsibility of the judiciary, police, and social workersbut a collective national duty. "We must move away from reactive justice to a more proactive, compassionate model, where rehabilitation is not a footnote, but the foundation," he said. In his speech, Chief Minister Revanth Reddy said, "We must protect our children from sexual abuse at any cost and by all possible means. My government gives top priority to the protection of children and women," Reddy said. He highlighted that the Telangana Bharosa Project has 29 centres, which provide police support, legal aid, medical assistance, and counselling in a friendly environment. He added that the goal is not merely faster disposal of cases, but complete child protection and development. Reddy acknowledged that while the POCSO Act and the Juvenile Justice Act are highly progressive legal instruments, they are not without challenges. In his address, Justice Kant described child sexual abuse as a "silent epidemic" requiring trauma-informed investigations, child-sensitive courts, and extensive rehabilitation. While acknowledging the POCSO Act as a significant legislative step, he pointed out persistent gaps in its implementation and underscored the need for integrated legal, medical and psychological support for survivors. He applauded Bharosa Centres in Telangana as exemplary one-stop support hubs for victims. Further, Justice Kant highlighted NALSA's (National Legal Services Authority) Child-Friendly Legal Services Scheme (2024) as a key institution-building initiative. The BHAROSA support center of Telangana Police Women Safety Wing works on a holistic convergence approach where a victim in distress will get all the help and support at one place away from police stations and hospitals. Justice Kant reaffirmed NALSA's commitment to expanding child-sensitive legal aid across India, and called upon all State Legal Services Authorities to adopt integrated, victim-centric models reflecting constitutional values and global best practices.

Andhra Pradesh Police on Saturday said that one of the two terror suspects recently apprehended in Tamil Nadu is a lone wolf who possesses sophisticated bomb-making abilities. The suspects have been identified as Abubacker Siddique and his associate, Mohammed Ali, who were arrested earlier this month. Siddique is suspected of being involved in the 2011 pipe-bomb plot targeting BJP leader and former deputy prime minister L.K. Advani during his Rath Yatra in Madurai. Police say that Siddique was ideologically influenced by fugitive preacher Zakir Naik. Kurnool Range Deputy Inspector General of Police Koya Praveen told PTI that Siddique operated alone, sharing his technical knowledge with others who held similar extremist views. 'Zakir Naik school of thought. He is more of a lone wolf. Ideologically motivated and an expert in making IEDs and electronic devices, timer explosive devices,' said Praveen, according to PTI. Praveen further noted that Siddique is highly skilled in assembling improvised explosive devices (IEDs), as well as various electronic and timer-based bombs. Earlier today, authorities searched additional locations linked to the suspects. While no explosives were found, police did confiscate several documents and pen drives. In previous raids, officers had seized a range of items, including daggers, sickles, digital timers, clock switches, speed controllers, ball bearings, nuts and bolts, binoculars, walkie-talkies, mobile phones, and hacking tools. Investigators also recovered maps of major Indian cities, coding manuals, literature inspired by ISIS, property papers, digital storage devices, chequebooks, and financial documents related to suspicious transactions. Zakir Naik, a controversial religious figure, is wanted by the National Investigation Agency (NIA) for his involvement in unlawful activities and promoting religious hatred. In 2017, Bangladesh authorities claimed that one of those who attacked a cafe in Dhaka was inspired by Zakir Naik. The incident left 22 people dead. Later that year, India's NIA also accused Naik of indulging in unlawful activities and promoting religious hatred. Since then, Naik has been forced to live in Malaysia, a country that has given him protection and allowed him to operate his organisation, including Dubai-based Peace TV and Mumbai-based non-profit Islamic Research Foundation (IRF).
