'Need for decentralisation': Number of poor rising as wealth concentrates within some hands; 'should not happen,' says Gadkari

Time of Indiaa day ago
Union minister
on Saturday raised concern over the growing number of poor people in the country, saying that wealth was increasingly being concentrated in the hands of a few.
Speaking at an event in Nagpur, the road transport and highways minister stressed the need for decentralisation of wealth and inclusive economic growth.

'Slowly the number of poor people is increasing and wealth is getting centralised in the hands of some wealthy people.
It should not happen,' he said.
Gadkari said the economy must grow in a way that creates employment and uplifts rural areas. 'We are looking at an economic option that will create jobs and (give a boost to the) growth of the economy. There is a need for decentralisation of wealth, and many changes have happened in that direction,' he added.
He credited former prime ministers P V Narasimha Rao and Manmohan Singh for introducing liberal economic policies, but warned against letting centralisation go unchecked. 'We have to be worried about it,' he said.
Highlighting sectoral imbalance in the economy, Gadkari pointed out that while manufacturing contributes 22–24% and services 52–54% to GDP, agriculture, which employs 65–70% of the rural population, contributes only about 12%.
Invoking Swami Vivekananda, Gadkari said, 'Philosophy cannot be taught to someone whose stomach is empty.' He also underlined the changing role of chartered accountants. 'CAs can be the growth engines of the economy. Our economy is changing rapidly. It is not only about filing income tax returns and GST submissions,' he said.
Gadkari spoke about his contributions to the transport sector, including the Build-Operate-Transfer (BOT) model.

'I was the one who started the Build-Operate-Transfer system for road construction,' he said.
He claimed there was no shortage of money for road projects. 'Sometimes I say I do not have a fund crunch but I have a shortage of work,' Gadkari remarked.
'Now, we earn nearly Rs 55,000 crore through toll booths and in the next two years, our income will go up to Rs 1.40 lakh crore. If we monetise it for the next 15 years, we will have Rs 12 lakh crore.
New toll will add more money to our coffers,' he said.
The minister also discussed projects aimed at improving connectivity and encouraging investment.
He further added that at present, toll booths earn almost Rs 55,000 crore and the number will go up to Rs 1.40 lakh crore over the next two years.
"If we monetise it for the next 15 years, we will have Rs 12 lakh crore. New toll will add more money to our coffers,' the minister said, quoted by PTI.
On raising domestic funds, Gadkari said he had done it without relying on foreign countries. 'I am not accepting money from foreign countries like Canada or the US. I will build roads from the money raised from the poor people of the country,' he said, noting that the bond share price had risen from Rs 100 to Rs 160, with investors getting returns of nearly 18–20%.

Indians can now get UAE's Golden Visa without trade license, property purchase

The United Arab Emirates government has started a new type of Golden Visa, which will be based on nomination, albeit with some conditions, unlike the current practice of investing large amounts in either property or business here. Until now, one of the ways to get Dubai's Golden Visa from India was to invest in property whose value should be at least AED Two Million (Rs 4.66 crore), or invest a large amount in business in the country. Under the 'new nomination-based visa policy,' Indians can now enjoy the UAE's Golden Visa for life by paying a fee of AED 1,00,000 (INR around 23.30 lakh), beneficiaries and people involved in the process have told PTI. Over 5,000 Indians will apply for this nomination-based visa in three months, they said. India and Bangladesh have been selected for the first phase of testing this visa, and a consultancy named Rayad Group has been chosen to test the initial form of the nomination-based golden visa in India. Rayad Kamal Ayub, Managing Director of Rayad Group, said this is a golden opportunity for Indians to get the UAE's Golden Visa. Whenever an applicant applies for this Golden Visa, we will first check their background, which will include anti-money laundering and criminal record checks, as well as their social media,' said Rayad Kamal. The background check will also show if and how the applicant can benefit the UAE's market and business activities in any other way such as culture, finance, trade, science, Start Up, professional services, etc. 'After this, RayadGroup will send the application to the government, which will make the final decision on the nomination-based Golden Visa,' he added. Applicants seeking the UAE Golden Visa under the nomination category may obtain pre-approval from their home country without the need to visit Dubai. 'Applications can be submitted through One VASCO centres (visa concierge service company) in India and Bangladesh, our registered offices, our online portal, or our dedicated call centre,' he added. After getting the Golden Visa, one gets the freedom to bring his or her family members to Dubai. 'You can also keep servants and drivers based on this visa. You can do any business or professional work here,' Rayad Kamal said, adding, the property-based Golden Visa ends in case of property sale or division, but the nomination-based visa will remain forever. The UAE government's initiative and India's selection as the first country for this visa reflect the strong business, cultural, and geopolitical relations between India and the UAE, which have become stronger after the Comprehensive Economic Partnership Agreement (CEPA) between the two countries, effective May 2022. The Golden Visa nomination process is an agreement between the UAE and its (Comprehensive Economic Partnership Agreement) CEPA signatory/partner countries. This is a pilot project which has started with India and Bangladesh and will soon include China and other CEPA countries. RayadGroup and VFS have been chosen to vet the applicants and then forward them to the UAE authorities.

Felicitation ceremony for 7-star and 5-star rated mines to be held on Monday

The Indian Bureau of Mines will host a grand event at the Rajasthan International Centre here on Monday to felicitate the performance of 7 & 5-star rated mines nationwide for the year 2023-24, according to a statement issued by the Ministry of Mines on Sunday. During the event, three 7-star rated mines and 95 5-star rated mines for the year 2023-24 are scheduled to be honoured. The program evaluates mining operations nationwide within the Sustainable Development Framework, which primarily aims to drive inclusive growth while safeguarding the social, economic, and environmental welfare of present and future generations. Union Minister of Coal & Mines G. Kishan Reddy will be the Chief Guest, and Rajasthan Chief Minister Bhajan Lal Sharma and Union Minister of State for Coal & Mines Satish Chandra Dubey will be present as distinguished guests of honour. Sanjay Lohiya, Additional Secretary, Ministry of Mines, will also be present at the occasion. The Star Rating of Mines, conceptualised in 2014-15, has garnered widespread acclaim within the mining community for fostering a positive and competitive environment among mine operators. The recognition bestowed by the Union Minister and the national-level acknowledgement of performance have greatly motivated miners to improve their functioning, bringing tangible benefits to the mining industry as well as the local communities, the statement added. Meanwhile, the Coal Ministry has launched RECLAIM – a community engagement and development framework for mine closures, with the aim of improving both landscapes and local livelihoods. The framework constitutes a key step toward ensuring a just and sustainable transition for communities that have developed alongside mining operations over decades. The framework, referred to as RECLAIM, serves as a structured guide for inclusive community engagement and development throughout the mine closure and post-closure phases. It offers a practical, step-by-step approach to institutionalising community participation in the transition process.
