Far-right Patriots for Europe lead negotiations on key climate file

The far-right Patriots for Europe group will lead negotiations on the EU's new climate target, MEPs and parliament officials told Euronews, a role that could derail the bloc's objective to reduce greenhouse emissions by 90% by 2040.
'The Patriots got the climate legislation file,' Iratxe Garcia, the leader of the socialist group told reporters during a press conference on the margins of the plenary in Strasbourg. 'They've got the rapporteurship… I mean it is the patriots who are going to be the lead negotiators.'
Garcia referred to a recent Commission proposal to amend its EU Climate Law by setting a new target to reduce the EU's net greenhouse gas (GHG) emissions by 90% by 2040. It is now up to the parliament and the council to discuss and adopt the text.
Officials say giving the 2040 climate target file to the far-right Patriots for Europe in the Parliament's Environment, Public Health and Food Safety committee is the result of a complex system of attribution, which gives the large groups control over important files.
The Patriots for Europe is the third largest group in the European Parliament and has 11 full fledged members in the ENVI committee, including from France's National Rally and Italy's Lega party.
The group has systematically opposed the EU's climate policies, with National Rally leader Jordan Bardella calling for the immediate suspension of the EU's Green deal a few months ago.
It will give the Patriots increasing influence over the EU's climate policy as rapporteurs are ultimately responsible for recommending a political line on the file.
Though a rapporteur won't prevent other groups from reaching a deal on the text, he or she could slow down or complicate the legislative work.
The Commission proposal is aimed at reaffirming the bloc's 'determination to tackle climate change' according to the Commission's website, and 'shape the path' to climate neutrality, an objective that is at the heart of the EU's green deal.
The job represents a breach of the cordon sanitaire - the process through which centrist pro-European groups effectively club together to deny the right-wing fringe top jobs such as presidencies or vice-presidencies of the European Parliament's committees.
The practice has historically excluded lawmakers from France's National Rally, Viktor Orbán's Fidesz and Matteo Salvini's Lega from power roles in the Parliament.
Last October, Bardella and fellow Patriots' MEP Hungarian Kinga Gál filed a complaint to the European Court of Justice last week against their political groups' exclusion through the so-called 'cordon sanitaire' from leading positions at the European Parliament.

Yemen's Iran-backed Houthi rebels claimed responsibility Wednesday, July 9 for the deadly sinking of a merchant vessel earlier this week, their second attack in 24 hours as they resumed their campaign against Red Sea shipping. The Eternity C, a Liberian-flagged bulk carrier, was badly damaged in the attack that started on Monday and continued into Tuesday, when the ship sank. Yemen's rebels claimed responsibility for the attack, which came a day after they boarded and sank the Magic Seas – their first attack on merchant shipping this year. Their resumed attacks mark the end of a months-long lull and threaten a May ceasefire with the United States that ended weeks of strikes on Houthi targets. "The naval force of the Yemeni Armed Forces targeted the ship Eternity C," Houthi military spokesman Yahya Saree said, claiming that the vessel was headed for the Israeli port of Eilat and was attacked in support of Palestinians in Gaza. 19 missing Saree said the attack was carried out with an unmanned vessel and six cruise and ballistic missiles. He said the Houthis had "moved to rescue a number of the ship's crew, provide them with medical care and transport them to a safe location". But the US embassy accused the rebels of kidnapping those crew members who had not been rescued by Western navies. Operation Aspides – the EU naval task force in the Red Sea – told AFP that five Filipinos and one Indian had been rescued, while 19 others were still missing. The UN envoy for Yemen, Hans Grundberg, expressed "grave concern" over attacks that resulted in "civilian loss of life and casualties as well as the potential for environmental damage". "Yemen must not be drawn deeper into regional crises that threaten to unravel the already extremely fragile situation in the country," he said. On Tuesday, Aspides said three people were killed in the attack on the Eternity C and at least two wounded – including a Russian electrician who lost a leg. 'Cease aggression' Saree warned "all companies dealing with the ports of occupied Palestine (Israel) that their ships and crews will be targeted" until Israel has been forced to "lift the siege on our brothers in Gaza, cease the aggression against them and end the ongoing war". The Houthis began their attacks on Red Sea shipping in late 2023, saying they were in support of Palestinians in Gaza. On Monday, they said they hit the Magic Seas because its owner had done business with Israel and used its ports. Both ships had likely been attacked "due to prior Israeli port calls or ownership/ship manager affiliations", according to the Joint Maritime Information Centre, run by Western navies. Houthi attacks have prompted many shipping firms to make the time-consuming detour around the southern tip of Africa to avoid the Red Sea, which normally carries about 12% of global trade. The Houthis had threatened to renew their attacks after the Gaza ceasefire collapsed in March, prompting a deadly US bombing campaign against the rebels that ended with the May ceasefire. However, the rebels said they would continue to target "Israeli ships". In a statement on Tuesday, the US embassy blamed the Houthis for the Eternity C attack, calling it "the most violent" yet. Israel, which has also come under direct missile and drone attack by the Houthis, has carried out multiple strikes on rebel targets in Yemen, most recently on Sunday.

The "stockpiling strategy" from Brussels comes as NATO warns that Russia -- currently waging war on EU neighbour Ukraine -- could be ready to attack the alliance within five years. The 27-nation bloc has launched a broad readiness push to bolster its militaries and try to ensure it can defend itself by 2030. "The goal is very simple to make sure that essential supplies that keep our societies running, especially the ones that save lives, are always available," EU crisis management commissioner Hadja Lahbib said. "The more we prepare, the less we panic." The EU says the new stockpiling plan is aimed at securing the continuity of key goods during a raft of crises "such as major energy blackouts, natural disasters, conflicts or pandemics." It involves establishing a network between countries to better coordinate stocks, identifying gaps and bolstering "EU-level stockpiles". Member states, such as Finland, living under Moscow's shadow on the EU's eastern border, have long worked on having society ready for potential conflict. Lahbib insisted that whatever the cause of a crisis -- be it conflict or natural disasters -- the impact on citizens such as energy blackouts can be similar. In March, as part of its efforts, the EU advised every household to have a three-day survival kit including water, food and flashlights ready in case of emergencies.
