India calls for global ocean pact, outlines deep-sea and plastic action at UNOC3, ET Infra

At the third United Nations Ocean Conference (UNOC3) in Nice, France, India called for urgent global cooperation on ocean health, with Union Minister of Earth Sciences (Independent Charge), Dr Jitendra Singh, urging nations to support a global ocean pact . India outlined its policy measures on deep-sea exploration, marine pollution , and sustainable fisheries , as part of its ongoing efforts to support ocean governance.Dr Jitendra Singh highlighted developments under the Deep Ocean Mission, including progress on India's first manned submersible, 'Samudrayaan', expected to be deployed by 2026. The submersible aims to reach depths of up to 6,000 metres. He also noted India's expansion of Marine Protected Areas , which now cover 6.6% of the country's Exclusive Economic Zone.India reiterated its support for the ratification of the Agreement on Biodiversity Beyond National Jurisdiction (BBNJ) and called for the finalisation of a legally binding Global Plastics Treaty. A draft marine litter policy has been prepared, and clean-up efforts under the ' Swachh Sagar, Surakshit Sagar ' campaign have resulted in the removal of over 50,000 tonnes of plastic waste across 1,000 km of coastline since 2022.Dr Singh also launched the 'SAHAV' portal, a digital platform for ocean data access, developed to improve ocean-related decision-making.India's presentation included details on Blue Economy initiatives. Over 600 port-led infrastructure projects valued at $80 billion have been developed under the Sagarmala Programme. The fisheries sector has received investments of $2.5 billion under the Pradhan Mantri Matsya Sampada Yojana, leading to a 10 per cent increase in fish production and the formation of more than 1,000 fish farmer producer organisations.India reported the restoration of 10,000 hectares of mangroves and the adoption of shoreline management plans using nature-based approaches. The country has incorporated ocean-based climate measures into its Nationally Determined Contributions under the Paris Agreement.India also participated in high-level dialogues at UNOC3, including the India-Norway side session on Marine Spatial Planning, and co-led the 'Blue Talks' alongside France and Costa Rica.Calling for the adoption of a 'Nice Ocean Action Plan', Dr Jitendra Singh said, 'The ocean is our shared heritage and responsibility,' and reaffirmed India's readiness to work with governments, the private sector, civil society, and indigenous communities.

As we look ahead to the 'Year of Innovation 2026', our cultural ties will continue to inspire creativity, understanding and a shared future. Vive la France, Jai Hind!," Shekhawat said. In December 2024, India's National Museum and France Muséums Développement signed an agreement under which the French agency will share modalities and best practices to transform the British-era North Block and South Block into a "global cultural landmark". The ambitious project has been dubbed the 'Yuga Yugeen Bharat National Museum'. The upcoming museum -- billed to be the largest in the world -- will have eight thematic segments telling the story of India spanning over 5,000 years.

1 2 Lucknow: The deputation of Amit Singh , an IRSS officer serving as secretary to Chief Minister Yogi Adityanath since Aug 2017, has been extended for another two years. His tenure will continue till March 31, 2027. This is the second extension for Singh, a 2000 batch officer of the Indian Railway Stores Services, after his five-year deputation ended in 2021. He worked with the ministry of external affairs for a year and, thereafter joined CM Yogi's secretariat, where he has been working as his secretary for the past eight years. Before being appointed as the special secretary to CM Yogi in 2017, soft-spoken Singh worked as the regional passport officer, Lucknow, for a few months. However, as soon as Yogi took over as the CM, he was appointed as the special secretary in his office. Singh has also served as chief public relation officer, North-Eastern Railways headquarters, Gorakhpur. It is in Gorakhpur that Singh came close to Yogi, who then was the Gorakhpur MP. Singh's initial deputation was for five he has got two extensions of two years each -- in 2021 and 2023. Singh had been a regular member of delegations sent abroad by the state govt to hold talks with stakeholders to attract investment or to participate in big events like Davos Economic forum.

1 2 3 4 Shimla: Himachal chief minister Sukhvinder Singh Sukhu on Tuesday met Union home minister Amit Shah in New Delhi on Tuesday to discuss the impact of recent flash floods and cloudbursts in the hill state. He apprised Shah that the state experienced damages estimated at around Rs 1,000 crore, with losses continuing as the monsoon season only just commenced. The disaster resulted in the loss of precious lives and severely affected key infrastructure, including roads, bridges, buildings, irrigation schemes, water supply systems, and electricity supply networks, stated the chief minister. Sukhu requested increased support from the central govt for relief and restoration efforts. He highlighted that natural disasters have become a recurring phenomenon since 2023, leading to cumulative losses of approximately Rs 21,000 crore over the past three years. The state is providing relief to affected individuals through the state disaster response fund (SDRF) and the national disaster response fund (NDRF). However, the frequent occurrence of such disasters has strained the state's limited resources, hindering restoration works and infrastructure rebuilding, he added. Sukhu pointed out that existing central govt guidelines for sanctioning relief and restoration activities are insufficient given Himachal Pradesh's challenging topography. He strongly urged amendments to the current norms, specifically advocating for an increase in the relief norm ceiling from 10% to 30%, to bolster the state's relief and restoration initiatives.
