Set up real-time crowd estimate, new security SOPs: Majhi
2
Bhubaneswar: Two days after a stampede outside the Gundicha temple left three devotees dead and the govt coming under fire, chief minister Mohan Charan Majhi on Tuesday announced setting up of a real-time crowd estimate system and stronger security SOPs to prevent future disasters.
The annual Rath Yatra festival will conclude on July 8.
Majhi, who had earlier expressed his deep regret and offered heartfelt apologies to Jagannath devotees over the stampede, visited Puri and conducted separate meetings with senior administrative officials, including chief secretary Manoj Ahuja and director general of police Y B Khurania, along with temple servitors.
Majhi issued directives to authorities, ahead of significant events, including Sandhya Darshan (July 4), Bahuda Yatra (July 5), Suna Besha (July 6), and Niladri Bije (July 8) - all of which traditionally draw hundreds of thousands of pilgrims.
"Extensive discussions have been conducted to ensure that the forthcoming ceremonies proceed without any unpleasant incident. We have implemented robust measures to address the challenges encountered during the last few days," Majhi said.
The chief minister instructed the DGP to step up vigilance regarding crowd management and devotee security. He mandated the deployment of substantial police personnel, along with adequate ambulance services and emergency response units to handle any unforeseen circumstances effectively.
"We anticipate massive gatherings of devotees in the coming days. We have assigned new collector, SP and other experienced officials to effectively oversee the Rath Yatra arrangements," said Majhi, who also conducted a separate consultation with servitors, seeking their vital cooperation for an incident-free festival.
Earlier, law minister Prithiviraj Harichandan engaged in detailed discussions with servitors, requesting their support for the orderly conduct of the Rath Yatra's concluding ceremonies. During these discussions, servitors expressed their disappointment, alleging that certain temple officials had branded them as 'unauthorized and ineligible' during Friday's Rath Yatra, thereby preventing their traditional access to the sacred chariots.
"I have taken serious note of this unfortunate incident and extended my sincere apologies to the servitors," Harichandan said.

Two arrested in Rayachoti of Andhra Pradesh for suspected terror links
Two people, identified as Abubakar Siddiqui and Mohammed Ali, were arrested at Rayachoti, the headquarters of Annamayya district, on Tuesday night, for their alleged terror links. The duo, reportedly brothers, had been living under aliases in Rayachoti for the past three decades. The Annamayya police said that Tamil Nadu Anti-Terrorism Squad (ATS) officials undertook the operation against the suspects in many terror cases reported from Tamil Nadu and Karnataka. The duo had been living in Kothapalli area and maintaining a low profile, selling saris. The two siblings are key suspects in the plotting of a series of bomb attacks, particularly the 1995 parcel bomb case. The duo was also wanted in the 2011 Madurai bomb attack plan, targeting veteran BJP leader L.K. Advani's Rath Yatra campaign. The charges against them included the 2013 Malleswaram BJP office blast in Karnataka, the 1999 serial blasts in Tamil Nadu and Kerala, and the murder of Vellore-based doctor Arvind Reddy in 2012. Police sources said that the suspects had married women belonging to the Madanapalle division and lived in rented accommodations to escape the police. However, they allegedly remained active in underground extremist operations. With reliable information, the IB team made a secret base in Rayachoti a few months ago and monitored the movements of the suspects. Interestingly, the IB personnel had disguised themselves as street vendors. After a two-month-long intense surveillance, the ATS sleuths, in coordination with the Annamayya district police, raided their houses and arrested the suspects. The suspects were shifted to Chennai for a detailed probe and reconstruction of scenes in the cases allegedly involving the duo. The ATS officials were said to have confiscated raw explosive goods, literature related to terrorism, and incriminating documents from their houses of the suspects. The local residents told the police that the duo would maintain minimal interaction with the neighbourhood and that they used to go outstations frequently. The portions rented by the accused have been sealed and a police party has been posted there. Two women hailing from Tsundupalle mandal of Annamayya district, said to be the spouses of the suspects, were also taken into custody for questioning. Before the operation, the police maintained strict surveillance at the checkposts along the inter-district and inter-State border. The incident sent shockwaves across the district, particularly against the backdrop of recent communal disturbances in Rayachoti.

Overspeeding cause of 90% road accidents in Tripura, says DGP
Agartala: Tripura director general of police (DGP) Anurag on Wednesday highlighted the alarming trend of road traffic fatalities in the state, revealing that 90% of road accidents are caused by overspeeding and that more people die in accidents than in murder cases. Speaking at an event at Swami Vivekananda Maidan in Agartala, where 16 ambulances were distributed and the Vehicle Location Tracking and Monitoring System was virtually inaugurated, the DGP said road safety remains a critical concern. "On an average, one person dies every 3.5 minutes in road accidents in India. In Tripura, two people died every three days last year. This year, it has improved slightly, with two deaths occurring every four days," Anurag said. "Thanks to a focused road safety drive, Tripura's performance is now better than the national average," he said. The DGP said the police and traffic units are adopting the '4E' approach — Education, Engineering, Enforcement and Emergency Services — to enhance road safety. Highlighting the progress, he said road traffic accident (RTA) deaths in Tripura were 13% lower in 2023 compared to the previous year. In the current year, up to June, RTA deaths have declined by 30%, and total accidents have dropped by 10%. "Over-speeding is the main cause of road accidents. While it accounts for 71% of accidents nationwide, in Tripura, it contributes to 90% of the cases. Other contributing factors include driving under the influence, poor vehicle maintenance and violation of traffic rules," he said. The DGP stressed the importance of public cooperation in adhering to traffic rules to reduce fatalities and injuries. He noted with concern that 66% of accident victims are youth between 18 and 45 years of age. "Last year Tripura recorded 226 deaths from road accidents, while 116 people were murdered. Clearly, accidental deaths significantly outnumber those caused by crime," Anurag said.
