Environment ministry organises workshop on objectives of biodiversity strategy

DOHA: The Ministry of Environment and Climate Change has organised a workshop entitled, 'National Targets of the National Biodiversity Strategy,' as part of the activities of the project to support early action for the Global Biodiversity Framework - Qatar, in cooperation with the United Nations Environment Programme (UNEP) and with support from the Global Environment Facility (GEF).
The workshop was held under the patronage of Minister of Environment and Climate Change HE Dr Abdullah bin Abdulaziz bin Turki Al Subaie, and was attended by a select group of experts, consultants, and representatives of relevant national authorities.
In his speech during the workshop, Assistant Undersecretary for Protection and Nature Reserves Dr Ibrahim Abdullatif Al Maslamani emphasized that the ministry attaches great importance to protecting biodiversity, as it is a fundamental pillar for the sustainability of environmental resources and a guarantee of food and water security and human well-being. He pointed out that these efforts fall within the implementation of the environmental development pillar of Qatar National Vision 2030.
Dr Al Maslamani explained that the workshop aims to review and update the national objectives within the National Biodiversity Strategy for the 2025-2035 period, enhance their alignment with the requirements of the post-2020 Global Biodiversity Framework, the Third National Development Strategy (2024-2030), and the Ministry of Environment and Climate Change strategy.
He pointed out that through this project, the ministry seeks to develop a comprehensive and integrated strategy for biodiversity conservation, based on the latest global scientific practices and the principle of active participation by various national entities, including government institutions, academic bodies, civil society organizations, and the private sector.
For his part, Director of the Wildlife Development Department at the ministry Yousef Al Hamar noted that biodiversity is the cornerstone of healthy ecosystems and a pivotal factor in the sustainability of natural resources and the enhancement of food and water security. He stressed that preservation represents a national and international commitment, and is part of Qatar National Vision 2030, the Third National Development Strategy, and the ministry's strategy, in addition to the UN Sustainable Development Goals and the post-2020 Global Biodiversity Framework.
The workshop featured multiple discussion sessions, including reviewing national targets and linking them to the global biodiversity framework, reviewing the next steps to update the strategy, and presenting participants' comments and suggestions.
At the conclusion of the workshop, the project organizers expressed their thanks and appreciation to the participants, affirming their continued cooperation with all relevant parties during the next phases, leading to the adoption of the National Biodiversity Strategy for the State of Qatar, which will enhance the country's efforts to conserve its natural diversity for the benefit of current and future generations.

The MoU, signed by the Director of the Department of Agricultural Affairs at the Ministry Yousef Khaled Al Khulaifi and the Director of the Partnerships and Engagement Directorate at UDST Najla Al Naimi, aligns with Qatar's efforts to achieve the National Food Security Strategy 2030 and implement the Ministry of Municipality Strategy 2024 - 2030, particularly in enhancing food security and self-sufficiency. Al Khulaifi noted that the agreement aims to develop national competencies and support scientific and applied research in agriculture and food security, contributing to the achievement of the objectives of the National Food Security Strategy 2030, as well as Qatar's goals for sustainability and self-reliance. For her part, Al Naimi said that the signing of the MoU represents a strategic alignment between the Ministry and the University, fostering fruitful cooperation based on the exchange of expertise and the integration of efforts to prepare for future challenges through knowledge, applied research, technology, and capacity-building. The MoU falls within a broader initiative to build national capabilities in agriculture and food security, encourage innovation and applied research, address future food security challenges, and enhance the skills of professionals working in this vital sector. It outlines several areas of cooperation, including developing specialized training programmes to qualify national cadres in agriculture, livestock, and fisheries, supporting the implementation of applied research and scientific studies aimed at improving the efficiency of local agricultural production, and exchanging knowledge and expertise in sustainable agricultural policy and strategy development. The agreement also includes training university students through field placements to prepare a new generation of specialists capable of contributing effectively to Qatar's food security system, as well as utilizing research facilities of both parties to develop joint projects aligned with national priorities. This partnership reflects the commitment of both the Ministry of Municipality and UDST to support the Qatar National Vision 2030 by promoting innovation, building a diversified and sustainable economy, and achieving food security through knowledge, research, and qualified human resources. Dr Salem bin Nasser Al Nuaimi stated that the signing of the MoU crowns years of ongoing cooperation with the Ministry of Municipality. He emphasised the University's commitment to instilling the concept of food security in its students through applied programs that encourage innovation and the use of scientific research to develop sustainable solutions. He highlighted the University's contributions to national food security through innovations such as smart irrigation systems, greenhouse farming, food waste composting, and soil enhancement adapted to Qatar's climate.

QNA Doha The National Human Rights Committee (NHRC) has launched a series of training workshops on improving the treatment of inmates in penal and correctional institutions, in partnership with the Ministry of Interior (MoI) and Penal Reform International (PRI). In a statement on Monday, the NHRC said that the series of training workshops is part of the country's ongoing efforts to promote human rights and achieve a more just and humane environment within penal and correctional institutions. This is achieved by focusing on practical training and capacity building, and achieving a sustainable positive impact not only on inmates but also on all segments of society. This reflects Qatar's unwavering commitment to international standards and the rule of law. Director of the Penal and Correctional Institutions Department (PCID) at the Ministry of Interior Major-General Nasser Mohammed Al Sayed said that the penal institutions have become, in this current era, a cultural indicator of the extent of a country's commitment to human rights. He pointed out that penal institutions are no longer merely places for punishment implementations, but have transformed into platforms for the rehabilitation and integration of inmates into society as active members and good citizens, using various educational, pedagogical, and professional means and influences. In his speech at the opening of the series of training workshops, Major-General Al Sayed added that this meeting reflects everyone's commitment to elevating penal and correctional institutions to become a civilised and humane model befitting the status of Qatar. He emphasised the Ministry of Interior's commitment, represented by the PCID, to an integrated development vision that seeks to transform the detention environment into a humane one that preserves the dignity of inmates and respects their fundamental rights. This vision also seeks to build qualified personnel who treat inmates professionally, fairly, and humanely, without compromising the overall order of the institution. This vision aims to strengthen the system of reformative, educational, and psychological programmes as means of empowering and building the self-esteem of inmates. For his part, Secretary-General of NHRC HE Sultan bin Hassan Al Jamali emphasised that these training workshops embody the Committee's serious commitment to working with all national partners to promote human rights and affirm respect for the inherent dignity of all human beings, in line with the requirements of the State's Permanent Constitution, the Qatar National Vision 2030, and the legislation and public policies adopted by the State to implement its human rights obligations. Al Jamali noted that the NHRC closely monitors measures related to the promotion of human rights in penal institutions and monitors various interactions related to the treatment of inmates. He stressed the Committee's commitment to submitting its views, as part of the periodic reviews of laws and draft laws, to ensure that legislation is consistent with international treaties ratified by the State. He noted that the Committee conducts periodic visits to penal and correctional institutions to examine their environment and assess the conditions of inmates. He highlighted the importance of the experience established by Qatar in protecting the rights of inmates of penal and correctional institutions, based on the various measures and roles undertaken by relevant institutions, most notably the Human Rights and Penal and Correctional Institutions Departments at the MoI. For his part, Assistant Director of Human Rights Department at the Ministry of Interior Brigadier Saad Salem Al Dosari emphasised the importance of the constructive partnership between the NHRC and the Human Rights Department at the Ministry of Interior, pursuant to the Memorandum of Understanding signed between the two parties. He highlighted the importance of the Ministry of Interior benefiting from the partnerships established by the NHRC with relevant regional and international actors, which contribute to enhancing joint cooperation, exchanging expertise, and building the capacity of Ministry personnel. Al Dosari noted the ministry's efforts to qualify its personnel and enhance their capabilities in understanding the legal and humanitarian dimensions of their duties, ensuring professional performance that respects human rights, is based on national laws and legislation, and is consistent with relevant international standards. He affirmed the importance of the training workshop and its programmes' scientific and educational components, which contribute to raising awareness of human rights among staff working in penal and correctional institutions, as part of enhancing the treatment of inmates in accordance with international standards and national legislation. For his part, Project Manager at PRI for the Middle East and North Africa Mohamed Shabana said that the nature of the participants in this training workshop, including representatives of law enforcement agencies and representatives of national and official institutions, reinforces the need for collaborative, integrated work to establish the values of justice and the rule of law, and to translate international standards and legislation regulating correctional work from the ground up into a work programme, putting them into practice and implementation.

Shura Council approves draft law amending some provisions of Civil Human Resources Law

DOHA: The Shura Council has held its regular weekly session at the Tamim bin Hamad Hall at the Council's headquarters, chaired by Speaker of the Council HE Hassan bin Abdullah Al Ghanim. During the session, the Council approved a number of draft laws and referred them to the government, the most prominent of which was a draft law amending some provisions of the Civil Human Resources Law issued by Law No. (15) of 2016, in its amended form, after reviewing what was stated in the report of the Social Affairs, Labour and Housing Committee, and discussing its details by the honorable members. The Council also approved a draft law amending some provisions of the Lawyers Law issued by Law No. (23) of 2006, and a draft law amending some provisions of the Anti-Money Laundering and Terrorism Financing Law issued by Law No. (20) of 2019. The Shura Council also approved two draft laws on biometric fingerprinting and genetic fingerprinting, and a draft law regulating the import, export, and transit of rough diamonds, after reviewing the reports of the relevant committees and discussing their details with the Council's members. The Council reviewed the report of the Education, Culture, Sports and Media Affairs Committee on the request for a general discussion submitted by a number of the Council members, regarding the teacher and his impact on instilling national identity. During the discussion of the report, Al Ghanim emphasized the importance of the role played by teachers in building students' personalities and instilling national values. He stressed that instilling national identity is a priority for the state, in line with the lofty directives of His Highness the Amir Sheikh Tamim bin Hamad Al Thani, and the provisions of Qatar National Vision 2030, which aims to preserve the cultural fabric of society and strengthen loyalty and belonging to the homeland. He explained that the Council attaches great importance to all issues related to education, given their direct connection to the nation's future. He emphasized that the proposal for a general discussion reflects the Council's engagement with the aspirations of society and its commitment to supporting the national education system in a way that enhances its identity and preserves its cultural identity. In this context, he pointed out that strengthening the role of teachers is not limited to the academic aspect, but extends beyond that to include them as an effective partner in building national identity. This requires examining the educational policies in place, particularly in private schools, to ensure they are consistent with the country's national values. For his part, Chairman of the Education, Culture, Sports and Media Affairs Committee HE Khalid bin Ahmed Al Obaidan, while reviewing the report, referred to the meetings held by the Committee to discuss the subject and the in-depth discussions that took place, during which members presented a number of proposals that contribute to supporting the role of teachers in consolidating national identity. He explained that during its meetings, the committee listened to the views of a number of specialists and reviewed the policies followed in private schools, stressing the need to address some gaps through practical proposals that would ensure the advancement of the educational process and strengthen its values ​​and cultural dimension. After extensive discussion of the report, the Council decided to submit a proposal to the government, which includes a number of important recommendations, including amending contracts concluded in private schools to ensure that non-Qatari teachers adhere to national values, in addition to providing effective oversight mechanisms to monitor compliance with these provisions. The proposal also called for a focus, when conducting job interviews in private schools, on teachers' cultural and value standards, so that procedures are not limited to verifying official documents only, but extend to ensuring that teachers comply with the behavioral and professional standards associated with the teaching profession in the country. The visions also included the creation of specialized positions in matters of national identity and community culture, to monitor private schools' adherence to approved curricula and to monitor behaviors that violate national values ​​by teachers or school administrations. The proposal also included the creation of a mandatory educational program for recruited teachers in all disciplines, addressing Qatari national values ​​and identity. Completion of this program is a prerequisite for employment in private schools. The Shura Council also reviewed the reports of the Education, Culture, Sports and Media Affairs Committee on the government's statement on the two proposals submitted by the Council, regarding promoting values ​​and national identity in society, and regulating the production and dissemination of media content on digital platforms, and took appropriate decisions regarding them. The Council also reviewed the esteemed government's statement on the proposals submitted by the Shura Council regarding the problem of increasing divorce rates in society, and its statement on the proposals submitted by the Council regarding procedures for domestic workers to leave the country. It decided to refer them to the two specialized committees for study and to inform it of their conclusions regarding them. At the conclusion of the session, the Council reviewed a number of reports on participation in regional and international parliamentary events.
