Gajuwaka MLA seeks reassessment of Vizag Metro route to safeguard public interests

Telugu Desam Party (TDP) Andhra Pradesh unit president and Gajuwaka MLA Palla Srinivasa Rao on Tuesday held deliberations with Andhra Pradesh Metro Rail Corporation Limited (APMRCL) Managing Director N.P. Ramakrishna Reddy, seeking a comprehensive reassessment of the proposed route of Metro Rail Project in Visakhapatnam.
The meeting, which took place at the APMRCL headquarters in Mangalagiri, comes amid mounting representations from the local stakeholders, including the members of the Gajuwaka Building Association, residential communities, and small business owners who have raised red flags about the potential displacement and land acquisition implications of the current metro alignment.
Mr. Srinivasa Rao, voicing these apprehensions, contended that the existing alignment, originally drawn up in 2015, may no longer reflect the realities of Visakhapatnam's evolving urban fabric. Citing rapid infrastructural expansion and shifting land use patterns, he urged that the design be revisited through an updated field inspection and ground-level verification.
Emphasising that the metro project is an indispensable infrastructural leap for the city, Mr. Srinivasa Rao said its implementation must be people-centric and sensitive to livelihood concerns.
In response, Mr. Ramakrishna Reddy assured the formation of a fresh technical committee to undertake a holistic review of the alignment, with a mandate to assess social impact and optimise land acquisition.
The review is expected to balance engineering feasibility with socio-economic considerations, thereby charting a course that is both progressive and equitable.
The Visakhapatnam Metro Rail Project, in its first phase, envisions a 46.23-km network comprising 42 stations. The revised Detailed Project Report (DPR), recently approved by the State government, has paved the way for tender issuance on July 28.
The ₹11,498-crore initiative will necessitate the acquisition of 99.22 acres of land. Social Impact Assessment (SIA) consultations held from July 16 to 18 identified 204 project-affected families and 108 families facing displacement.

Haveri: Former chief minister and MP Basavaraj Bommai dismissed the Maharashtra chief minister's opposition to the Almatti dam height increase as unfounded and unsuitable. During a press conference in Haveri on Saturday, he referenced an existing tribunal order confirming no flood risks for Sangli and other Maharashtra regions. He noted that floods occurred in Sangli before the Almatti dam's construction, including a significant flood in 2005. A Central Water Commission's (CWC) assessment confirmed no correlation between the dam and flooding. Therefore, he considers Maharashtra's current objections groundless, he clarified. Bommai noted Bedti-Varada's initial 1995 plan underwent revisions in 2008-10 following opposition. Further modifications occurred in 2017, with a DPR submission in 2022. NWDA recommendations necessitate a new DPR, addressing previous environmental concerns. "If we manage it properly, there won't be water scarcity for drinking and irrigation in thousands of villages and towns. The revised plan ensures that there will be no submergence problem," he added. Intentional suppression of Expert Committee reports against Medigadda Barrage, dishonesty in shifting the water source point from Tummidihatti, abnormal escalation of the project costs, awarding of contracts on a lump sum basis, and hiding the decisions from the Cabinet pointed the fingers of 'criminality' towards former Chief Minister K Chandrashekhar Rao by the PC Ghose Commission on the Kaleshwaram project. The Commission of Inquiry, led by Justice Pinaki Chandra Ghose, held the then Chief Minister KCR primarily accountable for bypassing established procedures and ignoring expert advice, resulting in colossal public expenditure and infrastructure now in distress. The Commission held KCR directly accountable for the irregularities and his involvement and directions minutely were the cause and result of the irregularities and the cause of distress to these three barrages. The then Minister for Irrigation T. Harish Rao, intentionally ignored the Expert Committee report while the then Finance Minister Eatala Rajender demonstrated lack of integrity in safeguarding the financial and economic health of Telangana, the report said. But it was intentionally suppressed. The decision to construct the three barrages was not a collective Cabinet resolution but 'the sole and individual decision' of KCR. The report said shifting the barrage location from Tummidihatti to Medigadda was not based on technical reasoning. Despite the scale of the decision, initial administrative approvals were not presented before the Cabinet. Adding to the irregularity, the Chief Minister wrote to the Prime Minister in February 2016, citing a project cost of ₹71,436 crore even before the submission of the Detailed Project Report by WAPCOS. The project, initially conceived at ₹38,500 crore, was escalated to ₹71,436 crore for Kaleshwaram, and later saw revised administrative approvals totalling over ₹1.10 lakh crore by March 2022. The report states that there was 'absolutely no operation and maintenance' of the barrages. The then Chief Minister had ordered continuous impounding of water to enable the pump house operation, an unscientific move as barrages are meant for diversion, not storage. The continuous water impoundment was the major factor leading to structural distress. The report concluded that the issuance of Substantial Completion Certificates and Final Completion Certificates for Medigadda barrage was 'illegal and tainted with malice,' done to favour the contractors.
