MMDA files complaints vs over 50 motorists over covered license plates
In Joseph Morong's Monday report on '24 Oras,' the licensed plates of motorists were seen covered with various objects including a face mask, paper plate, leaves, and underwear.
A motorist was also caught using the EDSA busway without a license plate, but upon inspection, authorities found that he had hidden it in the compartment of his motorcycle.
'Hindi lang po mga motorcycles, but now to the extent even four-wheel vehicles. Deliberately tinatakpan po ang mga plaka just to escape the mere apprehension of the NCAP,' said Gabriel Go, head of MMDA special operations group.
(We also filed a complaint not just against motorcycle riders but also four-wheeled vehicles. They deliberately cover their license plates just to escape the mere apprehension of the NCAP.)
Meanwhile, the Land Transportation Office (LTO) will send a show cause order to the violators to hear their explanations.
The MMDA and LTO warned motorists that they may face criminal charges for covering their license plates.
They may face a fine of P5,000 for violating the Motorcycle Crime Prevention Act.
'May pagkakulong po ito na six months and one day to two years. Sumunod na lang po tayo sa batas para po hindi lumaki ang problema ninyo,' LTO executive director Greg Pua said.
(They may be imprisoned for six months and one day to two years. Just follow the traffic rules to minimize your problems.)
He added that motorists cannot use the excuse that they have yet to receive their license plate since there is no backlog.
'Kung wala pa silang nakuha na plaka, dapat nakalagay sa likod nila yung MB file number. Without the plate po, we can also apprehend para malaman bakit wala ka pang plaka,' Pua said.
(If they don't have the license plate yet, the MB file number should be placed on the back of the motorcycle. We can apprehend them to know why they don't have their license plate yet.)
Motorists may also check the plate number tracker if their plates are already available. The license plates can be delivered to their homes.
Since the implementation of NCAP last May 26, about 700 motorists a day have been caught violating traffic rules.
However, none have been given a notice yet since MMDA personnel are still validating the cases.
Meanwhile, the Stop NCAP Coalition held a protest to call for its suspension until roads and signage are fixed.
They will file a temporary restraining order against NCAP before the Supreme Court.
In a petition filed before the Supreme Court, the petitioner is seeking clarification on where the NCAP should be implemented. — Mariel Celine Serquiña/BAP, GMA Integrated News

Retired judge allegedly helped in resolving Atong Ang's cases, says Patidongan
A retired judge allegedly helped the group of businessman Charlie 'Atong' Ang resolve the cases he's facing, whistleblower Julie 'Dondon' Patidongan said. According to Ian Cruz's exclusive report on '24 Oras,' Patidongan claimed that the former judge also helped him and five others to be acquitted in one of the cases connected to the disappearances of over 30 sabungeros. 'Katulad ng itong sa kaso namin na anim, kaya medyo naabsuwelto kami, kasi si ex-judge na 'yan,' he said. (Just like the case that the six of us faced, we were acquitted because of that ex-judge.) Patidongan alleged that it was Ang who told him that the former judge had his hands on their case. 'Kaya naman nalalaman ko, nagtatago ako o nasa bahay na ako sa Mindanao, tinatawag niya sa akin yan, pagsabi nya: 'Dondon, magpasalamat ka kay ex-judge ha? Kasi siya naayos na ang ano natin.' Minsan kasi nasa Japan 'yan sila, doon sila naguusap-usap,' he said. (I knew about him because when I was hiding in Mindanao, he [Ang] called me up to tell me: 'Dondon, give your thanks to the ex-judge ha? Because he worked on our case.' They were both staying sometimes in Japan and they discussed things there.) Patidongan also claimed that the former judge had a big influence on the judiciary. But Department of Justice Secretary Jesus Crispin Remulla said that the Supreme Court is already investigating the alleged corrupt judges who could be involved in the disappearances of the sabungeros. 'Information pa lang 'yan… Basta I gave them something they're trying to digest now. But there's more coming, there's more coming,' said Remulla. (That's only information…I gave them something and they're trying to digest it now. But there's more coming.) For its part, the Supreme Court said that it had already received information about the matter. 'The Supreme Court has received initial information from the Department of Justice regarding claims that an individual allegedly involved in the 'Sabungero' case may be exerting influence over judges and justices,' said SC in a statement. '...the Court treats such information with utmost seriousness and conducts an independent and thorough investigation. When warranted, appropriate actions are taken under established procedures,' it added.—GMA Integrated News

Viral sports car driver issues apology, pledges to 'stick to the back seat'
The driver of a sports car who was shown in a viral video using his cellphone while driving has issued a statement on Monday issues an apology and calls incident a lesson in accountability as he pledged to "stick to the back seat." "To those who follow me, believe in me, and build with me. I'm not here to play victim. I'm here to own it," he said. "Yes, I was issued a Show Cause Order for using my phone while driving. No excuses. That was my mistake. I take full responsibility," he added. The driver also acknowleged the responsibility of the influence he may have on people. He discloses the incident that was recorded on video was a quick selfie inside a Porsche. "Not to show off but to lock in a moment I never thought I'd reach this early. That wasn't just a car. It was a milestone. A symbol of how far you can go when you stay focused, hungry, and relentless," he said. "But even in moments of celebration, we have to stay sharp. I slipped. I'm learning from it. And I'm owning it like a man." He included a message to young people, advising them, "Don't copy my mistake. Don't copy the driving. Copy the mindset. Copy the grind. Copy the fact that I earned that car not the way I held the phone inside it." He said the incident was a "lesson in accountability. In growth." "I'm not perfect, I'm just committed to being better than I was yesterday. To everyone still riding with me, thank you," he added. "And don't worry… for now, I'm sticking to the backseat. Thank you. And I'm sorry," he concluded. The Land Transportation Office (LTO) said it suspended the license of the driver for 90 days pending the result of an investigation. The sports car, a Porsche, was also placed under alarm, the LTO said. Mendoza said the driver of the Porsche sports car was creating social media content at the time the video was taken. LTO chief Assistant Secretary Vigor Mendoza II said it was a clear violation of road safety rules. — BAP, GMA Integrated News

SC probing members of judiciary amid alleged case fixing —Remulla
Justice Secretary Jesus Crispin Remulla said the Supreme Court is now investigating members of the judiciary amid allegations of case fixing. The Supreme Court (SC) is now investigating members of the judiciary amid allegations of case fixing, Justice Secretary Jesus Crispin Remulla said Monday. 'Actually, iniimbestigahan na siya ng SC (SC is already investigating it),' Remulla said in an ambush interview. He issued the remark when about allegations that a former judge allegedly helped fix cases for businessman Atong Ang, who was named by one of the accused as a mastermind in the disappearance of the sabungeros from 2021 to 2022. However, when asked about who are being investigated, Remulla said 'iba-iba.' GMA News Online has sought confirmation from the SC but has yet to receive a response as of posting time. Remulla previously warned that the possible mastermind in the case of the missing cockfight enthusiasts or sabungeros may have the money to infiltrate even Philippine courts. He had said he would talk with Chief Justice Alexander Gesmundo regarding this. According to Remulla, he discussed the matter with a justice on Monday morning. 'Basta they're doing their job. Ano naman sila eh, hindi naman sila balat sibuyas eh. They're very sensitive about what should be done to improve our justice system,' he said. (As long as they're doing their job. They're not overly sensitive or thin-skinned. They're very aware of what needs to be done to improve our justice system.) 'And that's what we've been agreeing on since we started three years ago with the Justice Sector Coordinating Council. Kaya we're always in agreement with regards to how to improve the justice system,' he added. Last week, Patidongan named Ang as a mastermind in the case. He also linked actress Gretchen Barretto to the disappearance. The two have denied the allegations against them, with Ang saying that Patidongan threatened to link him to the disappearance if he refused to pay P300 million while Barretto said she received a similar threat.—LDF, GMA Integrated News
