In Mandi, Kangana Ranaut's statements beg the question — is this the MP its people deserve?

'If not friend, why friend-shaped?' It's how the internet talks about people who are disingenuous — people whose appearance belies their intent. I'm borrowing it here for a different kind of creature — the politician who performs empathy without offering it. Kangana Ranaut's recent visit to flood-hit Mandi in Himachal Pradesh was a perfect illustration of that gap between appearance and action. Smiling for the cameras, laughing about her 'cabinet of two brothers', she reminded us that performance can often eclipse empathy.
Since June, Himachal Pradesh has been experiencing cloud bursts that have led to flash floods. Many people have lost their lives, and damage to property has been estimated at over Rs 400 crore. When the elected MP from the region, Hindi film actor Ranaut, was asked by the media what she was doing for relief, she said, 'I don't have any cabinet or funds for disaster relief… I have my two brothers, that's my cabinet… MPs are very small in the scheme of things.'
Perhaps, in a state run by the Opposition, this may be partially true — Ranaut is a Bharatiya Janata Party (BJP) MP, and the state is governed by the Indian National Congress (INC). But she still has at her disposal the Members of Parliament Local Area Development Scheme (MPLADS), an annual entitlement of Rs 5 crore for developmental work in her constituency, including for events such as the ongoing floods. This then is both a dereliction of duty and a lack of empathy.
But, even if Ranaut had managed to muster empathy for the families left to rebuild their homes and businesses, as they struggle to cope with the loss of loved ones, the questions would still remain: Is Ranaut really the politician people deserve?
Flash floods are not new to the mountains. There has been a deluge of flash floods in the Himalayan region of Himachal Pradesh and Uttarakhand for the past several years. They occur when intense rainfall overwhelms the land's ability to absorb water, causing sudden, high-speed runoff. They're often triggered by cloudbursts or deforestation. A major contributing factor is also unchecked construction or developmental work that exact a high environmental cost.
An MP obviously cannot fix the vagaries of nature. But she can, if she so chooses, amplify the pitfalls of unplanned construction and the ecological damage and devastation they wreak. She can push the government, at the Centre and state, to take corrective action. She can ensure that people at the receiving end have an ally in her. Eighty dead, 31 missing, over 150 homes and 106 cattle shelters destroyed, 14 bridges collapsed, and 31 vehicles swept away. In such circumstances, when Ranaut chooses not to use her voice, it is a deliberate letdown of the very people who have elected her to represent them.
Film stars have always had a penchant for politics. From Amitabh Bachchan to Hema Malini, Jaya Prada to Jaya Bachchan, actors have forayed into politics. Barring Jaya Bachchan, few have managed to live up to the demands of the job. But if the rising floodwaters make one thing clear, it is this: We need public servants who are ready to serve. We need doers, not performers.
In a recent podcast conversation with spiritual mentor Ravi V Melwani, Ranaut opened up about not enjoying her work as a politician. 'I don't enjoy it. I've never thought of serving people… I've lived a very selfish kind of life. I want to have a big house and a big car. I want to have diamonds.'
This isn't a gotcha moment; it is a moment of clarity, if there ever was one.

Thiruvananthapuram: Congress working committee (CWC) member Ramesh Chennithala on Wednesday demanded a detailed investigation into the irregularities in the Rs 240-crore tender to make grid-connected agriculture pumps solar under PM-Kusum scheme. After releasing documents, including the sanction order from Union ministry, Chennithala said there was an increase of over Rs 100 crore in total project cost and a misappropriation of more than Rs 100 crore in obtaining a loan of Rs 175 crore from Nabard. Agency for new and renewable energy research and technology (Anert) was given the order by Union ministry of new and renewable energy in May 2022 to convert 9,348 agricultural pumps to solar. Meanwhile, electricity minister K Krishnankutty instructed additional chief secretary of energy department to investigate the allegations of irregularities and submit a report. He said no one responsible for any irregularities found in the investigation would be protected. Appropriate further actions will be taken after receiving the investigation report, he said. Work orders were given to companies that didn't mention amounts in bids, grading was not followed in converting solar pumps and pumps were set up at 146% more than the benchmark set by govt of India. State govt returned around 85% of the subsidy to Centre," he said. Chennithala said the irregularities began when Anert CEO, who is authorised to call tenders worth up to Rs 5 crore, invited a tender for Rs 240 crore. "It needs to be clarified how such a high-value tender was called without govt's written approval," he said. Irregularities occurred throughout the entire process, he alleged. "After a company submitted its tender, they were given the opportunity for revisions and were issued a work order," he said, adding that govt should explain how changes were allowed after opening the tender. "Most contracts were awarded at more than double the benchmark amount set by central govt for installing such pumps. There is a difference ranging from Rs 1-3 lakh in contracts for various solar projects from 2-10 kilowatts. This resulted in a difference of nearly Rs 100 crore in total project cost," he alleged. The approval and corruption involved in causing such a significant difference should be investigated, he added. "This misappropriation was carried out by taking a loan of Rs 175 crore from Nabard. Grading was implemented for companies to ensure error-free project execution. It is understood that contracts were awarded to companies that didn't qualify. Contracts were given to companies without grading at the same amount as the one quoted by the lowest bidder," he said. An investigation into all these irregularities should be ordered by removing Anert CEO, Chennithala said.

Dharwad: Expressing serious concern over the large number of students, particularly from govt schools, failing in Kannada language paper in SSLC examination, the Kannada Development Authority (KDA) has announced the formation of a subcommittee to study the issue and suggest remedial measures. Speaking to reporters here on Wednesday after a review meeting on the implementation of Kannada in governance, KDA chief Purushottam Bilimale described the situation as disastrous and said in Dharwad district alone, around 750 students had failed the Kannada language paper. "What is even more alarming is that a majority of these students are from govt schools," he rued. The subcommittee, comprising Kannada scholars and primary school teachers, will investigate the teaching/ learning methods of Kannada and suggest necessary reforms. "This is a matter of serious concern that touches upon the future of the state's language. The committee has been asked to submit its report within three months. Based on the findings, the KDA will recommend appropriate action to the education department," he added. Regarding the forthcoming State Education Policy (SEP), Bilimale said he had interacted with members of the policy drafting committee, including Niranjanaradhya and Baragur Ramachandrappa, and was confident that a two- language policy would be among their recommendations. "The real question, however, is whether the state govt will have the political will to adopt and implement it," he said. Clarifying his stance on Hindi, Bilimale noted, "We are not opposed to teaching Hindi. Our objection lies in the way it is being positioned, not merely as a language, but as a tool of power. Its imposition is part of a political agenda. To resist this, we must assert the primacy of Kannada. If we fail to do so, regional languages will be sidelined." Referring to the historic Gokak Movement, which sought primacy for Kannada in the state, Bilimale pointed out the significant role played by the Dharwad region. "Unfortunately, there is no memorial or institution that commemorates this contribution. We are recommending the establishment of a memorial at Gabbur Cross in Hubballi, which serves as the gateway to North Karnataka," he said. Bilimale said the KDA will conduct a detailed study on the funds crunch faced by various trusts and prevail upon govt to ensure proper funding.

Referring to the period before 2017, the CM said that large-scale deforestation and illegal mining by forest and mining mafias led to lawlessness and environmental degradation. "There was no development, only destruction. In contrast, our govt's initiative is transforming heatwaves into greenwaves. Azamgarh has sent many prominent leaders to Parliament but it was only after Nirahua became MP that expressways, a university in the name of Maharaja Suheldev, a music college, and extensive road networks became a reality," the CM said.
