
UPSC Pratibha Setu portal helps ESIC recruit 451 insurance medical officers
New Delhi, Jul 17 (PTI) Employees' State Insurance Corporation (ESIC) has recruited 451 candidates for the post of insurance medical officer through UPSC's 'Pratibha Setu' portal, according to an official communique issued on Thursday.
These candidates were selected from the disclosure lists of Combined Medical Services Examination 2022 and 2023, it said.
The disclosure lists have non-recommended candidates, willing to share their information to organisations under Pratibha Setu initiative, who cleared all stages of Union Public Service Commission (UPSC) exams but did not make it to the final merit list, the Commission said in a post on LinkedIn.
Pratibha Setu (Professional Resource And Talent Integration – Bridge for Hiring Aspirants) allows verified employers including central government and private organisations to connect with top talent from India's most competitive examinations.
'Every year, many bright candidates clear the toughest stages of the UPSC examination but narrowly miss the final merit list. Pratibha Setu offers a structured way to bring their talent into the service of the nation through other credible avenues," said UPSC chairman Ajay Kumar.
Pratibha Setu thus creates a meaningful link, a bridge, between aspiring candidates and organisations seeking merit, he told PTI.
'It is a shared step forward in ensuring that talent finds its rightful place," Kumar said.
Pratibha Setu provides access to the details of non-recommended willing candidates who cleared all stages of exams conducted by the Commission but didn't make it to the final merit list.
This provides a platform for employers to select non-recommended willing candidates who are almost as meritorious as the recommended candidates, while providing a second gateway for the UPSC aspirants to shine beyond the examination, officials said.
Earlier, the list of non-recommended willing candidates of the selected examinations — candidates who qualify the written examinations but are not recommended after the interview — was released under the Public Disclosure Scheme (PDS) on the UPSC's website.
The scheme has been in force since August 20, 2018. The Commission first used this scheme to disclose the list of candidates for the Combined Medical Services Examination, 2017.
However, the PDS has now been renamed as UPSC 'Pratibha Setu'.
Non-recommended willing candidates of civil services examination, and the examinations for the Indian Forest Service, Central Armed Police Forces, Engineering Services, Combined Geo-Scientist, Combined Defence Services, Indian Economic Service/Indian Statistical Service examination and Combined Medical Services are included in the scheme. No pricking business: BITS Hyderabad develops smartwatch-based wearable for blood glucose reading
HYDERABAD: With an aim to offer a non-invasive, painless, low-cost alternative to conventional testing methods of glucose levels in the body, a BITS Pilani Hyderabad campus student and his mentor developed a smartwatch-based wearable diagnostic platform that would use sweat to measure the sugar readings. The research for platform which was developed by the co-founders Abhishek Kumar, a PhD scholar and Prof. Sanket Goel-Principal Investigator, is being translated toward commercialisation through Cleome Innovation, a spin-off from the MEMS (Microfluidics and Nanoelectronics Lab) of the BITS Pilani, Hyderabad campus. The Startup is working to bring the wearable device to the healthcare market for proactive diabetes management, Abhishek Kumar said. "In my family, even around, I have seen diabetes patients. My father, my grandfather, my grandmother, many people are diabetes patients. So I used to test them using that finger prick method ( to draw blood for glucometer). And I literally sometimes used to feel their pain," Kumar told PTI when asked why he chose to innovate the non-invasive method. One of the most significant features of the platform is its cost-effectiveness and the team deliberately engineered the platform to be scalable, low-cost, and reliable. Each component has been selected to minimize cost while maintaining performance, said Abhishek Kumar. The wearable can detect, not only glucose levels, but also uric acid and lactate which are also important metabolic parameters, the research scholar said. According to him, as per the sample which they tested it has achieved a good accuracy of around 97 to 98 percent currently. Kumar said after clinical validation of the product , it would be submitted for regulatory approvals before going into commercialization. "The first trials may start in six months from now. So altogether it may take one year to get into commercial production," he added. This work is a significant improvisation from a turnkey, fully automated, self-testing diagnostic platform capable of detecting key diabetes-related biomarkers, but from urine and sweat samples, offering a painless, low-cost alternative to conventional testing methods. The study has been recently published in the Lab on a Chip journal by the Royal Society of Chemistry (RSC), prof Goel said. Looking forward, the research team is working on translating the system into wearable formats, such as patch-based or flexible skin sensors, to enable continuous and real-time monitoring of multiple analytes, a step toward personalized, on-the-go health tracking, the professor further said. "Diabetes isn't just about glucose; complications can arise silently and early. By monitoring additional markers like lactate and uric acid, we gain a more complete picture of a patient's metabolic condition. Our system does this non-invasively, affordably, and in real time without requiring blood samples. Costing around Rs 2,500, the device continuously delivers results and is designed not just to replace finger-prick tests, but to enable broader metabolic monitoring using simple biofluids like sweat," said Prof. Goel. The team is anticipating working with the industry for technology transfer or enhancing, he added.

Girl With HIV Raped, Forced To Abort At Maharashtra Children's Home
Latur: An HIV-infected girl has alleged that she was raped for two years at a children's shelter in Maharashtra's Latur and was forced to undergo an abortion. In her police complaint, the 16-year-old said that she was raped by an employee four times between July 13, 2023 and July 23 this year at Sevalay, a shelter home for HIV-infected children. She was taken to a hospital after she fell ill, where tests revealed that she was four months pregnant. The accused then got a doctor who performed an abortion procedure without her consent, the news agency PTI reported, citing an official. "She was also threatened not to disclose the ordeal to anyone," the official said. The girl then wrote a letter to officials and dropped it into a complaint box. The institution's management, however, did not help her and tore up the letter, the official said. Sevalay's founder, Ravi Bapatle, superintendent, Rachna Bapatle, and employees Amit Mahamuni and Pooja Waghmare are among those arrested. Sevalay, whose tagline is a "happy home of children", houses 23 boys and seven girls, all of whom are HIV infected, according to its website. All the workers in the institution work for free, the website said.
