31 MOUs inked in ‘new golden era'

Malaysia and China deepen partnership with major deals on trade, tech and tourism
PUTRAJAYA: Malaysia and China have signed 31 memoranda of understanding (MOUs), notes and cooperation agreements with the highlight being a mutual visa exemption for travellers between the two countries.
Currently, Malaysians can tra­vel to China visa-free until Dec 31 this year, while Chinese nationals enjoy visa-free travel to Malaysia until Dec 31 next year.
The exemption was in conjunction with the 50th anniversary of diplomatic relations between Malaysia and China.
Other strategic areas of coope­ration include security, development, trade, transport, agriculture, education and digital technology.
The exchange of documents, which took place at the Seri Perdana Complex yesterday, was witnessed by Prime Minister Datuk Seri Anwar Ibrahim and Chinese President Xi Jinping.
Among the key agreements signed with ministries and agencies is one concerning giant pandas, comprising an MOU on the Cooperative Research Agreement for the International Conservation of Giant Pandas.

Additionally, under the Invest­ment, Trade and Industry Minis­try, three MOUs were signed, including one aimed at upgrading the China-Malaysia 'Two Coun­tries, Twin Parks' initiative.
Also, three MOUs were inked under the Tourism, Arts and Culture Ministry, including tourism and media cooperation between Xinhua News Agency from China and Malaysia Tourism Promotion Board.
There was also an exchange of notes between China and Malay­sia on the establishment of a joint foreign and defence dialogue.
Under the Transport Ministry, Malaysia and China signed an MOU between the National Railway Administration of China and the Transport Ministry to strengthen cooperation in the railway sector.
Meanwhile, the Digital Ministry and China's National Develop­ment and Reform Commission inked an MOU on the digital economy, while the Domestic Trade and Cost of Living Ministry signed an agreement on cooperation in the field of intellectual property.
Several MOUs were also signed with media groups and universities, including one on bilateral cooperation between China's People's Daily and Star Media Group Bhd.
At the start of a bilateral mee­ting, Anwar remarked that Malaysia remains committed to working together with China in various areas, including economy, trade, and emerging technologies such as artificial intelligence.
The Prime Minister stated that China is not only a close neighbour but also an important partner through the comprehensive strategic partnership, which reflects the deep trust and long-­standing cooperation between the two nations.

Recalling his previous visit to China, Anwar said: 'As I have said to you when we met in China, President Xi exemplifies a new type of persona, a leader who talks about growth and investment and economic advancement.
'He also talks about eliminating poverty and has proven his success, more importantly about shared prosperity and civilisation, which is hardly expressed by any modern leader in this world.
'We admire your tenacity and for that Malaysians welcome you, President Xi, not only as president of a great country, the President of China, but as a true friend.'
In his remarks, Xi announced a bold and shared vision for the future of China-Malaysia relations, pledging to elevate the partnership to unprecedented strategic heights.
He said both countries are committed to forging an even stronger bond, promising mutual benefits and enhanced regional prosperity.
'This marks my return to Malaysia after 12 years, during which the nation has achieved remarkable progress in its develop­ment.
'Your Madani government is steadily becoming a promising reality, and I extend my heartfelt congratulations,' he said.
Xi recalled the pivotal establishment of diplomatic relations between China and Malaysia over five decades ago, which defied the tensions of the Cold War.
He also highlighted the solida­rity exhibited by both nations during the Covid-19 pandemic.
'Today, our two countries are working in unity to jointly build a community with a shared future. China-Malaysia relations are now entering a new golden era,' he said.

In a recent interview with Xinhua, Perry highlighted China's economic performance in the first half of 2025. He pointed to robust GDP growth, alongside the rapid expansion of the high-tech and equipment manufacturing sectors, the digital economy, and research and development investments. All of which, he said, underscores China's pivot toward high-quality development. "China is not only rebalancing what it produces, but also how and why it produces," Perry said. "There is a clear emphasis on integrated artificial intelligence (AI) deployment, green energy transformation, industrial sovereignty, and the dual-circulation model designed to weather geopolitical turbulence." Perry praised China's accelerating pace of innovation, asserting that the country is now a global leader in productivity and technological advancement. "AI is already being deployed at scale, robotics are being commercialized, and digital infrastructure is operational," he noted. "China is executing a long-term strategy that other economies still only talk about." As CEO of London Export Corporation, Perry noted growing global demand for Chinese innovations. "Companies across the Middle East, Europe, and South America are seeking high-quality, smart technologies from China, not because they are cheaper, but because they are better." China's vast and evolving consumer market also plays a pivotal role in shaping global product strategies, Perry added. With a growing middle-income population that is digitally integrated, quality-conscious, and values-driven, the Chinese market is driving a shift in how multinational firms design and adapt their products. "This is no longer about exporting to China," he said. "It's about designing with China." He cited The 48 Group's recent delegation visit to China's Shandong, Zhejiang, and Beijing, where British companies were invited to co-develop new platforms with Chinese partners in areas such as smart retail and low-carbon urban logistics. In a time of rising protectionism and fragmented trade worldwide, Perry commended China's continued commitment to openness. "While many economies are turning inward and building walls, China is doing the opposite. It is expanding partnerships, deepening trade ties, and strengthening global engagement," he said. He pointed to initiatives such as the Belt and Road development and new trade agreements as evidence of China's proactive approach. According to Perry, multinational corporations remain optimistic about China. "Some of the world's most forward-looking companies are moving closer to China, not away. They recognize the scale, capability, and innovation ecosystem as essential to their own competitiveness." He identified several sectors that offer significant opportunities for foreign investors, including AI compliance frameworks, energy infrastructure, robotics export services, smart mobility systems, and trusted commodity platforms.

VICTORIA FALLS, Zimbabwe, July 24 (Xinhua) -- A total of nine Chinese cities were accredited as international wetland cities on Thursday during the opening of the 15th Meeting of the Conference of the Contracting Parties to the Ramsar Convention on Wetlands (COP15) held in Zimbabwe's resort city of Victoria Falls, bringing the total number of such cities in China to 22, the highest in the world. The nine newly accredited cities are Chongming in Shanghai, Dali in Yunnan Province, Fuzhou in Fujian Province, Hangzhou in Zhejiang Province, Jiujiang in Jiangxi Province, Lhasa in the Xizang Autonomous Region, Suzhou in Jiangsu Province, Wenzhou in Zhejiang Province, and Yueyang in Hunan Province. Johane Chenjekwa, mayor of Kasane in Botswana, commended China for promoting wetland conservation, noting that Africa can benefit from cooperation with China in wetland management. "We will see, as we interact, what we can learn from them. They are also willing to learn from how we do things here, so it's really a (great) experience to be mingling (together)," he said. Chenjekwa added that as the world faces the common challenge of wetland degradation, joint efforts with China can help tackle its impacts. In his opening remarks, Jay Aldous, deputy secretary-general of the Convention on Wetlands, noted that while urbanization brings tangible development progress, there is a need to ensure that it does not interfere with wetland preservation. "Unplanned or poorly managed urban expansion has emerged as a global concern, contributing to the degradation of wetlands, loss of biodiversity, disruption of ecological balance, rising greenhouse gas emissions, worsening air and water pollution, and escalating the impacts of climate change," he said. In response to these challenges and recognizing the pivotal role of cities and urban wetlands, the Convention on Wetlands launched the Wetland City Accreditation scheme to encourage the protection of urban wetlands and their integration into sustainable urban planning, Aldous said. "By embracing the convention's principles of wise use, cities can harness the ecological, social, and economic benefits that wetlands provide, including climate adaptation and mitigation, flood regulation, cultural value, and improved human well-being," he said. Held under the theme of "Protecting Wetlands for our Common Future", the COP15, which will conclude on July 31, has brought together contracting parties to strengthen international commitments to wetland protection.

Roundup: African experts spot potential of Juncao technology to boost livelihoods, sustainable agriculture

KIGALI, July 24 (Xinhua) -- African agricultural experts are looking to harness Juncao technology, a Chinese innovation used in mushroom cultivation and livestock feed, to improve livelihoods and increase incomes in rural communities across the continent. "Juncao technology offers far more than mushroom cultivation; it is a comprehensive innovation having crop, livestock production, environmental protection, livelihood nutrition and economic empowerment," said Telesphore Ndabamenye, director general of the Rwanda Agriculture and Animal Resources Development Board. He made the remark while attending the closing ceremony of a Juncao technology workshop held on Wednesday in Kigali, the capital of Rwanda. Stressing the importance of Juncao technology in advancing agricultural transformation, Ndabamenye said the participation of trainees from diverse economies highlighted the broad applicability of the technology, particularly in addressing the socioeconomic challenges faced by smallholder farmers. "Juncao technology is regarded in Rwanda as a vital contributor to the country's inclusive agriculture transformation. It supports our national vision of a professionalized and commercialized farming sector with active participation of both men and women as stated under Rwanda's vision 2050," he said. He reaffirmed Rwanda's commitment to integrating Juncao technology into the country's strategy for food and nutrition security, environmental sustainability, and economic development, in full alignment with continental and global development agendas. Since Juncao was first introduced to Rwanda in 2006, more than 35,000 local farmers have received training, and over 4,000 households, along with 50 companies and cooperatives, have been supported in engaging in Juncao-related activities. The July 16-23 Juncao workshop was held at the China-Rwanda Agriculture Technology Demonstration Center, co-hosted by the United Nations Department of Economic and Social Affairs, the Rwandan Ministry of Agriculture and Animal Resources, and China's Fujian Agriculture and Forestry University. As part of the training, participants visited several projects in Huye and Nyanza, gained hands-on experience, and deepened their understanding of Juncao technology's potential. Innocent Shayamano, chief agriculture extension specialist and project coordinator from Zimbabwe's Ministry of Lands, Agriculture, Fisheries, Water and Rural Development, said the workshop covered critical areas such as cultivation management of Juncao grass, including all its agronomic aspects. "This course was relevant and significant for our country. We have seen the opportunities in embracing Juncao technology in terms of using Juncao grass as a substitute for livestock feed. This technology came to transform livelihoods and ensure that rural communities have enough income," he said. Chinese Juncao expert Lin Hui said the participants' active engagement, thoughtful questions, and enthusiasm for applying the acquired knowledge were truly inspiring. According to Lin, Fujian Agriculture and Forestry University of China has organized 388 training courses over the years, benefiting more than 16,000 people worldwide. According to Li Jiahui, a representative of the Chinese Embassy in Rwanda, the technology has benefited over 100 countries since 2001, helping families lift themselves out of poverty and achieve prosperity. "It has been proven that Juncao is not merely a technology but a grass of wealth and a grass of happiness. China takes great pride in sharing the technology as part of its commitment to South-South cooperation," Li added.
