Paternity leave take-up in Singapore rose to 56% in 2023; experts hope for further boost after extension

SINGAPORE (The Straits Times/ANN): Slightly more fathers are using their paternity leave to take care of their newborns.
The take-up rate for government-paid paternity leave rose from 53 per cent in 2022, to 56 per cent in 2023, in latest figures published by the Ministry of Social and Family Development (MSF).
Maternity leave usage remained high at 74 per cent, similar to past years, said the Family Trends Report 2025 published on July 7.
The number of mothers who used their childcare leave dipped slightly from 61 per cent in 2022, to 58 per cent in 2023. For fathers, 53 per cent of them used their childcare leave in 2023, inching up from 52 per cent in 2022, and 49 per cent in 2021.
The latest available data was for 2023 as employers have three months after a year ends to submit reimbursement claims to the Government. All data available excludes employers who do not submit claims.
Paternity leave was enhanced in April, with fathers now entitled to four weeks of paternity leave, up from two.
From April, parents have also been able to share up to six weeks of paid parental leave, which replaces the previous scheme that allowed fathers to share their wives' maternity leave quota. This shared leave scheme will be increased to 10 weeks in April 2026.
MSF's report noted that more employers have offered flexibility to working parents. The number of full-time employees who had access to flexible work arrangements such as staggered hours and working from home increased from 84.1 per cent in 2022, to 87 per cent in 2023.
Minister for Social and Family Development Masagos Zulkifli said at the National Family Festival Appreciation Event at One Farrer Hotel on July 7 that the Government hopes more employers can support parents in balancing caregiving responsibilities and career aspirations.
Dr Mathew Mathews, head of the Institute of Policy Studies' Social Lab, told The Straits Times that with more flexible work arrangement options available, the need to apply for childcare leave may be less pressing.
'Some childcare activities may not require a whole day away from work, thus requiring childcare leave – these care activities can simply require the parent to be at home, still engaged at work, but also able to watch out for a child while he/she is not able to be in a childcare facility,' he said.
On the take-up rate of paternity leave remaining stable at over 50 per cent, Dr Mathews said that though more are taking paternity leave over the years, there has been no clear jump in usage.
This suggests that the idea of paternity leave has still not gained sufficient traction among all groups of fathers, he added.
'The extended paternity leave to four weeks, a period which seems to be more significant, might increase the signature of paternity leave, making it more than a 'token' but a reasonably long, dedicated period to help fathers adjust and be involved in their parental duties,' he said.
'Hopefully, this will result in a substantial increase in utilisation over the next few years.'
Singapore Management University sociologist Paulin Straughan said: 'Ideally, we would like to see more fathers embrace co-parenting responsibilities so that mothers do not feel overburdened. The extension from two to four weeks is significant as the leave allows fathers to contribute beyond taking care of logistic details or help out.'
Four weeks would allow them to take over while their wives recover from childbirth and get into a good rhythm of caring for a newborn, and it allows sufficient time for fathers to bond with their newborns, Professor Straughan added.
Pre-school and early intervention
The Family Trends Report also looked at statistics and trends related to early childhood education and the growth of early intervention services.
The number of full-day infant care places has nearly tripled over the past decade, from 5,628 in 2015 to 16,207 in 2024, and full-day childcare places have almost doubled, from 104,066 in 2014 to 200,847 in 2024.
The cohort enrolment rate of children aged three to four was 90 per cent in 2024, the same as in 2023.
And 93 per cent of children aged five to six were enrolled in pre-school, slightly down from 95 per cent in 2023.
Support for young children with developmental needs has also increased, said MSF.
A total of 10,186 children were served by early intervention programmes in 2024, up from 8,950 in 2023. Early intervention programmes support children with developmental delays or disabilities by addressing potential issues early on, preventing them from worsening and supporting the children's needs.

Red Lions and naval divers join forces for Jump of Unity at Singapore's NDP 2025

SINGAPORE (The Straits Times/ANN): People around Marina Bay and at the Padang looked skywards, their eyes transfixed by a little speck flying through the air. It was not a bird, nor was it a plane, but naval diver Lim Chee Seng free-falling from about 1,830m in full operational gear in the early evening of July 5. First Warrant Officer (1WO) Lim was followed by six other naval divers, who leapt from a H225M medium-lift helicopter in turn, before deploying their parachutes and landing together in the waters of Marina Bay. Following that splashdown, a team of seven Red Lions leapt out of a C-130 Hercules aircraft from a height of about 3,050m above the Esplanade and glided into their signature ring free-fall formation. At about 2,135m above ground, they executed a 'bomb burst' manoeuvre. This move, which looks like a flower opening up, allows the Singapore Armed Forces' parachutists to distance themselves from one another to deploy their parachutes safely. The free-fall displays together form the Jump of Unity – a new offering in the pre-parade segment for National Day Parade (NDP) 2025, which was showcased at the second National Education (NE) Show on July 5. The Jump of Unity on Singapore's 60th birthday will be the first time the two parachute teams will land at separate venues at the NDP. The jump culminates in a combined salute by the naval divers from a small floating platform in Marina Bay and the Red Lions in front of the NDP audience at the Padang, where the perennial crowd favourites touch down. The actual NDP will be held at the Padang and Marina Bay on Aug 9. Executing the combined salute from separate locations is one of the biggest challenges of the Jump of Unity and requires close coordination between the naval divers and the Red Lions, said 1WO Lim, who leads the naval divers' team of seven for NDP 2025. The 45-year-old, who was part of the naval divers' maiden free-fall jump at the NDP in 2018, said that after landing in Marina Bay, his team has about six minutes to remove their parachutes and board the floating platform to get into position for the salute. The naval divers and Red Lions have personnel at the Padang and Marina Bay who communicate with the show centre to synchronise their salute timing. Precise coordination comes into play even before the parachutists jump from the aircraft, as Staff Sergeant Kristian Jeremiah Joseph from the Republic of Singapore Air Force attested to. The 28-year-old aircrew specialist on the H225M medium-lift helicopter uses hand signals to relay information between the pilots and the naval divers, such as wind conditions and how much time there is before the helicopter reaches their jump point. He said: 'When the jumpers want to jump, they will indicate with the hand signal (to show) they are ready... We will then relay these communications over to the pilots, who will then give the executive call for the jump to proceed.' To prepare for their NDP jumps, the naval divers and Red Lions have conducted several practice jumps at airbases in Singapore from April. Both teams meet weekly to discuss contingencies and safety precautions, 1WO Lim said. They also trained in an indoor wind tunnel at iFly Singapore on Sentosa that simulates skydiving. While the Red Lions perform a showcase jump, wearing lightweight jumpsuits for the Jump of Unity, the naval divers do an operational jump while carrying about 60kg of operational gear. At a media event at iFly Singapore on June 24, 1WO Lim demonstrated free-fall training in the wind tunnel in full gear. 'This iFly simulator allows us to practise our stability and our mobility drills to give us confidence in this phase of the jump,' he said. For the Red Lions' NDP 2025 team lead Chew Eng Seng, this will be his fifth NDP as a Red Lion – and it holds added significance as it marks SG60, Singapore's 60th year of independence. Master Warrant Officer Chew, 50, who has clocked over 1,000 jumps, said: 'The most exciting part... would be the landing. As you are coming down to land, you can actually hear the cheers and the roar from the spectators sitting at the Padang.' Everyone on his team has each made an average of 500 to 1,000 jumps. The naval divers declined to reveal the number of jumps they have done. Ong Rui Heng, 11, who was at the Padang for the second NE Show, was left in awe by the free-fall display of the Red Lions and naval divers. The Primary 5 pupil from Nan Chiau Primary School said: 'They can control their parachute (well) and come at different angles. They look so experienced.'

Weddings down, splits up: Singapore marriages fall 7pc in 2024, divorce numbers climb

SINGAPORE, July 7 — Fewer couples got married while more chose to part ways in Singapore last year, according to the Ministry of Social and Family Development's (MSF) latest family trends report released today. Channel News Asia reported that a total of 26,328 marriages were registered in 2024, down 7 per cent from 28,310 in 2023. Civil marriages saw the biggest decline, with a sharper drop among those aged 25 to 34 — the age group that traditionally makes up the bulk of newlyweds. Among brides aged 25 to 34, 15,213 got married in 2024, compared to 16,707 the year before — a fall of 8.9 per cent. For grooms in the same age group, numbers dipped 9 per cent, from 14,956 in 2023 to 13,615 last year. Muslim marriages also declined slightly to 5,184 in 2024, from 5,396 in the previous year. This was largely attributed to fewer marriages involving grooms aged 30 to 34 and 45 and older, and brides in their 30s and early 40s. One factor contributing to the slowdown in marriages is the rising age of first-time brides and grooms. Over the past decade, the median age at first marriage rose from 30.2 to 31.1 for grooms and from 28.2 to 29.6 for brides. At the same time, the number of marriages ending in divorce or annulment increased by 3.7 per cent — from 7,118 cases in 2023 to 7,382 in 2024. The median age at divorce has also crept upwards. In 2024, male divorcees were on average 44.4 years old, up from 42.6 in 2014. Female divorcees had a median age of 40.9, compared to 38.4 a decade ago. The typical duration of marriage before divorce rose to 11.1 years, from 10.4 years in 2014. Most divorces — about 29 per cent — occurred among couples married for five to nine years. Yet despite the uptick, the data suggests that newer marriage cohorts are more stable. Among couples who married between 2006 and 2013, the likelihood of divorcing before their 10th anniversary has fallen. For example, 14.4 per cent of couples married in 2013 had split within 10 years, compared to 17 per cent for those who married in 2005. "This signifies greater marriage stability among recent cohorts of married couples," the MSF noted. It added that the "most significant improvement was seen in the fall in dissolution rates for Muslim marriages," even though divorce rates for Muslim marriages remain higher than those for civil marriages. 'The gap has narrowed significantly for more recent marriage cohorts,' the ministry said. The trend of delayed family formation continues beyond marriage. The median age of first-time fathers rose to 33.6 years in 2024, up from 32.9 in 2014. For mothers, the median age climbed from 30.4 to 31.9. Singapore's total fertility rate remained at a record low of 0.97 in 2024, marking the second year in a row that it stayed below 1.0. The family trends report also noted that more fathers are taking paternity leave, with 56 per cent of those with children born in 2023 doing so — up from 53 per cent the year before. Maternity leave take-up remains high, at 74 per cent.
