Collective efforts needed to ban single-use plastic: PCB chief

Kurnool: Andhra Pradesh Pollution Control Board (APPCB) Chairman and retired IAS officer Dr P Krishnaiah has called for a comprehensive and coordinated effort among all departments to ensure effective implementation of the single-use plastic ban across the district.
Addressing a review meeting at the Kurnool Collectorate alongside district collector P Ranjith Basha, Dr Krishnaiah emphasised that the ban must be enforced in full by October 2.
Dr Krishnaiah underlined the severe environmental threat posed by single-use plastics, urging officials to intensify enforcement particularly in densely populated urban areas such as municipal markets, hospitals, temples, shopping complexes, and public venues.
He directed municipal commissioners and enforcement wings to initiate strict measures and promote alternatives such as cloth, jute and biodegradable bags. He also called on MEPMA and the Handlooms and Textiles Department to mobilise women's self-help groups for the production of eco-friendly alternatives.
In alignment with the government's vision, Dr Krishnaiah recalled that Chief Minister Nara Chandrababu Naidu has been actively promoting the 'Swarnandhra – Swachhandhra' initiative through his regular participation in field-level activities every third Saturday of the month.
'The Chief Minister's involvement reflects the high priority the government places on cleanliness and environmental sustainability,' he noted, urging officials to treat the plastic ban as a flagship mission under the Chief Minister's agenda for a cleaner Andhra Pradesh.
Collector P Ranjith Basha informed that awareness programmes have been underway since June 5 and that multi-department task force committees - comprising police, revenue, municipal, commercial tax, and APPCB officials - have been formed to monitor and enforce compliance.
He confirmed that the district aims to achieve complete prohibition of single-use plastics by the October 2 deadline. The meeting was attended by APPCB EE Kishore Reddy, Kurnool Municipal Commissioner Vishwanath, Mining DD Ravichand, DSO Raghuveer, DPO Bhaskar, DTC Shanta Kumari, and other senior officials.

Hyderabad: Ex-Telangana Chief Minister K Chandrashekar Rao and two members of his former cabinet - Irrigation Minister T Harish Rao and Finance Minister Eatala Rajender - have been accused of "brazen procedural and financial irregularities" over the Kaleshwaram lift irrigation project. The 650-page report singled out Bharat Rashtra Samithi boss KCR, as the former Chief Minister is called, for taking the "sole and individual decision" to construct the barrages at certain locations by ignoring government protocol, including approval of his cabinet of ministers. The report, which also named senior IAS officials of the time, said the Medigadda, Annaram, and Sundilla barrages suffered from a "profound failure of governance, planning, and oversight". Authored by a Commission of Inquiry, the report also noted that experts' recommendations the Medigadda barrage should not be constructed - due to 'prohibitive costs' - was "intentionally not considered" and kept in "cold storage" by KCR and the then-Irrigation Minister, Harish Rao. The report, therefore, held KCR directly accountable for a cascade of irregularities and said his "involvement and directions minutely... is the cause and result of irregularities and the cause of distress to these three barrages". The Irrigation Minister at the time, Harish Rao, was held jointly responsible for the suppression of the report about the Medigadda barrage. And, according to the inquiry commission, the Finance Minister at the time, Eatala Rajender, allegedly demonstrated a "lack of commitment and integrity in safeguarding the financial and economic health of the newly-formed state". While Harish Rao remains with KCR's Bharat Rashtra Samithi, Eatala Rajender joined the Bharatiya Janata Party in June 2021, two years before the Assembly election in which the Congress would dump the BRS, which had ruled Telangana since it was formed, out of power. The inquiry commission's findings, meanwhile, also held named senior IAS officers, including SK Joshi, the then Principal Secretary to the government's Irrigation and Command Area Development, allegedly helped suppress the Medigadda barrage report. Another officer named was Smita Sabharwal, the Additional Secretary/Secretary to the Chief Minister at the time. The report said she did not act in a "diligent" manner. The report has set the stage for potential legal and political repercussions, with the commission explicitly calling for the recovery of funds and an investigation into what it described as "collusion between project authorities and contractors". It concluded that a project once hailed as the 'lifeline of the state' has become a colossal waste of public money due to a deep-seated failure of leadership and accountability at the highest levels.

VIJAYAWADA: BJP AP president PVN Madhav reaffirmed the party's commitment to the welfare of de-notified nomadic tribes during a roundtable conference in Vijayawada, held ahead of the 75th Vimukti Divas (Liberation Day). Addressing tribal leaders, Madhav said only the Narendra Modi-led government has allocated a dedicated budget for these communities, which have been historically marginalised due to colonial-era policies. He recalled that these tribes, despite participating in India's freedom struggle, were branded as criminals by the British in 1871, resulting in decades of persecution. Their liberation began on August 31, 1952, and gained momentum under former Prime Minister Atal Bihari Vajpayee, whose commission highlighted the cultural significance of these communities. 'The commission clearly stated that India's rich cultural heritage owes much to these nomadic tribes,' Madhav said. Since 2014, the Modi government has prioritised their recognition and welfare, he added. Highlighting local challenges, Madhav noted that many de-notified tribes in Andhra Pradesh still lack voting rights, contributing to their continued socio-economic struggles. He said the BJP has conducted studies to address this issue and is formulating plans to protect identity and dignity. As part of the 75th Vimukti Diwas celebrations, Madhav announced a month-long series of 'Spoorthi' programmes across all districts, culminating in a grand event on August 30. BJP MLA Dr Parthasarathi, former IAS officer Dasari Srinivas Rao, State General Secretary Bitra Shivannarayana, and OBC Morcha State President Rongala Gopi Srinivas were also present.

Hyderabad: The crucial meeting of the cabinet, led by chief minister A Revanth Reddy, will on Monday discuss the report submitted by the PC Ghose Commission on alleged irregularities in the Kaleshwaram lift irrigation scheme. Additionally, the report of the high-level three-member committee, comprising senior IAS officers of irrigation and general administration, and the secretary of the law department, would be placed before the cabinet. The state govt has constituted the committee to study the Ghose report thoroughly and submit its findings. The report and the recommendations would be discussed in the cabinet meeting. Sources said chief secretary K Ramakrishna Rao met the committee on Sunday and discussed the synopsis they were going to present to the cabinet. The committee studied the over 600-page Ghose report, submitted in three volumes, and prepared a summary of its observations. In its report, the committee is likely to point out those responsible for the alleged irregularities that resulted in damages to some of the components of the three main barrages. Sources said the Congress govt is planning to place the report in the assembly sessions and discuss who is responsible for taking decisions that resulted in damages to the components of the Kaleshwaram project barrages, and the future course of action.
