
Khandu calls for policy action based on research on Puroik community
Speaking at the launch event of the book 'Media Representation and Accessibility of the Puroiks' at his office, Khandu emphasised that it offers valuable ethnographic insight into the social, economic, and cultural struggles of the community, 'long neglected in both mainstream discourse and policy", an official statement said.
'The book sheds much-needed light on marginalised communities. Through its ethnographic depth, it vividly captures the lives of the 'Puroiks', one of the most under-represented indigenous groups of Arunachal Pradesh," the CM said.
Khandu noted that the state government has undertaken steps to address longstanding inequities faced by the community, including formation of the Puroik Welfare Board, introduction of skill development and livelihood programmes, and educational support measures.
He urged Prem Taba, one of the book's authors, to submit a comprehensive version of his findings directly to the CM's office so that the state government could explore practical implementation of the recommendations.
Among the key recommendations in the book are introducing bilingual education, enhancing digital literacy, expanding access to micro-loans, providing mental health support, and creating platforms for community storytelling.
The authors also offer critical reflections on the limited effectiveness of certain government schemes and call for collaborative initiatives involving the state, civil society, and the community. PTI UPL RBT

Land pooling scheme: Farmers to get Rs 1 lakh per acre until land is developed
Chandigarh, Jul 21 (PTI) Farmers will initially receive Rs 50,000 per acre along with the letter of intent (LOI) within 21 days of applying for the land-pooling scheme, said Punjab Cabinet Minister Hardeep Singh Mundian on Monday. He further said the amount of Rs 50,000 will be hiked to Rs 1 lakh per acre when the government takes over the possession of the land. Mundian also said there will be a 10 per cent hike per annum until the land development is complete. The housing and urban development minister held deliberations with the farmers of 164 villages regarding the land-pooling scheme here to get their feedback and address their concerns related to the scheme. Mundian said farmers who opt for the land-pooling scheme can continue farming on the land until the development work on the land starts. The minister said farmers will get the LOI within 21 days of applying for the scheme. The day the government takes possession of the land, the amount of Rs 1 lakh per acre per annum will be given and if the government takes two or three years in land development, there will be a 10 per cent annual increase in the lease amount, he said. The AAP government has been facing flak from the opposition parties which dubbed the land-pooling policy a 'looting" scheme to 'rob" farmers of their land. Polls to elect next vice president to be held as soon as possible: Constitution
New Delhi, Jul 21 (PTI) With Jagdeep Dhankhar quitting as the vice president, the election to appoint his successor will have to be held 'as soon as possible". According to Clause 2 of Article 68 of the Constitution, an election to fill a vacancy in the office of the vice president occurring due to his death, resignation or removal, or otherwise will be held 'as soon as possible" after the occurrence of the vacancy. The person elected to fill the vacancy will be entitled to hold office 'for the full term of five years from the date on which he enters upon his office". The Constitution is silent on who performs the duties of the vice president in case of his death or resignation before the expiry of his term, or when the vice president acts as the president of India. The vice president is the second highest constitutional office in the country. He serves for a five-year term, but can continue to be in office, irrespective of the expiry of the term, until the successor assumes office. The only provision in the Constitution is with regard to the vice president's function as the chairperson of the Rajya Sabha, which is performed, during the period of such vacancy, by the deputy chairperson or any other member of the Rajya Sabha authorised by the president of India. The vice president may resign from his office by submitting his resignation to the president. The resignation becomes effective from the day it is accepted. The vice president is the ex-officio chairperson (holding the office of Rajya Sabha chairperson by virtue of being the vice president) of the Rajya Sabha and does not hold any other office of profit. During any period when the vice president acts as, or discharges the functions of the president, he does not perform the duties of the office of the chairperson of the Rajya Sabha and, is not entitled to any salary or allowances payable to the chairperson, Rajya Sabha. As per Article 66 of the Constitution, the vice president is elected by the members of the Electoral College consisting of the members of both houses of Parliament in accordance with the system of proportional representation by means of the single transferable vote. Who can be elected as vice president: A person cannot be elected as vice president unless he is a citizen of India; has completed the age of 35 years, and is qualified for election as a member of the Rajya Sabha. A person is not also eligible if he holds any office of profit under the Government of India or a state government or any subordinate local authority. Dhankhar 3rd vice president to quit mid-term
Agency: PTI New Delhi, Jul 21 (PTI) Jagdeep Dhankhar on Monday became the third vice president to have resigned mid-term. Earlier, Vice President V V Giri, who had taken over as the acting president after the death of incumbent Zakir Hussain on May 3, 1969, had resigned from the post. Giri resigned as the vice president on July 2, 1969 to contest the presidential election as an independent candidate. He also became the first vice president not to complete his term in office. Vice President Bhairon Singh Shekhawat resigned from the post on July 21, 2007, after being defeated in the presidential election against Congress-led UPA nominee Pratibha Patil. After Shekhawat's resignation, the vice president's post was vacant for 21 days, before Mohammad Hamid Ansari was elected to the position. Vice Presidents R Venkataraman, Shankar Dayal Sharma and K R Narayanan too had resigned from their posts, but after their election as the president.
