YSRCP demands probe into EVM functioning, calls for return to ballot paper voting across India

A YSR Congress Party (YSRCP) delegation led by Parliamentary Party leader Y. V. Subba Reddy, along with MPs P.V. Mithun Reddy and Bellana Chandrasekhar, met the Election Commission of India (ECI) in Delhi on Thursday (July 03) to express concerns over the conduct of the 2024 General Elections in Andhra Pradesh.
The YSRCP leaders raised serious doubts about the integrity of Electronic Voting Machines (EVMs), citing technical anomalies, mismatches in VVPAT slips, and a suspicious last-hour spike in voter turnout. In Andhra Pradesh, the polling percentage increased in many constituencies after 6 p.m. Out of around 4 crore votes across the State, approximately 51 lakh votes were cast in the last hour alone, which raises several suspicions. By the end of polling, the batteries were charged to 80%. However, by the time of counting, 40 days later, we observed that the charge had increased to nearly 98%. 'We are also demanding an investigation into this matter,' they said, adding: 'We are demanding an investigation into this. However, the Election Commission officials firmly stated that comparing VVPATs is not possible.'
The delegation demanded a Special Intensive Revision of electoral rolls in Andhra Pradesh, similar to Bihar, and sought a shift back to ballot paper voting, citing its continued use in countries like the U.S., Germany, and others. They argued that the credibility of India's electoral process can only be restored through transparent, manual voting.
Despite assurances from the ECI to examine some of the data, the YSRCP maintains that future elections must be held through ballot paper to ensure fairness and public trust.

New Delhi: In a development that could significantly impact the upcoming high-stakes Bihar Assembly elections, the Association for Democratic Reforms (ADR) filed a petition in the Supreme Court on Saturday challenging the Election Commission of India's (ECI) decision to conduct a Special Intensive Revision (SIR) of the electoral rolls in the poll-bound state. The petition alleges that the ECI's move is arbitrary and could potentially disenfranchise millions of voters. ADR, a non-partisan electoral watchdog, has urged the apex court to intervene, arguing that such an extensive revision exercise so close to the polls undermines the integrity of the democratic process. The organisation has sought the court's direction to halt the ongoing revision process until a thorough and fair verification mechanism is ensured. The controversy stems from the ECI's June 24 directive announcing the SIR exercise in Bihar. The revision, which includes the verification of existing voter data and new registrations, is being carried out just months before the state is scheduled to go to polls. This has raised concerns among several political parties, especially those in the Opposition. Hours after the poll-panel gave its direction on June 24, the Opposition including Lalu Yadav's RJD, Congress, AIMIM, CPI, CPM and other political parties opposed this move and attacked the poll body for acting on the directions of the ruling BJP. Earlier, this week, nearly a dozen political parties of INDIA bloc leaders went to meet the poll panel officials including the Chief Election Commissioner to raise their objections against the SIR, although, the poll-panel through its Press statements has defended the move. 'Commission stated that SIR is being conducted in accordance with provisions of Article 326, RP Act 1950 and instructions issued on June 2024, 2025. Party representatives raised concerns related to SIR. Each concern which was raised by any member of the political party was fully addressed by Commission', the poll panel said on X after their meeting with INDIA bloc leaders earlier this week. Similarly, the Congress' senior leader Pawan Khera while addressing a Press conference this week did not rule out the option of approaching the judiciary against the poll panel's directive. With the filing of this petition by ADR, it seems that the issue is likely to intensify in the coming days.

"The SIR order if not set aside, can arbitrarily and without due process disenfranchise lakhs of voters from electing their representatives, thereby disrupting free and fair elections and democracy in the country, which are part of basic structure of the Constitution," said the NGO ADR, in its plea filed in the top court. It added that the documentation process requirements of the directive, lack of due process, as well as the unreasonably short timeline for the said SIR of Electoral Roll in Bihar, further make this exercise bound to result in the removal of names of lakhs of genuine voters from electoral rolls, leading to their disenfranchisement. Seeking to quash the direction of ECI's SIR order of 24, June 2025, the ADR said, the ECI, by doing so, has shifted the onus of being on the voters' list from the State to citizens. It has excluded identification documents such as Aadhar or ration cards which further make marginalised communities and the poor more vulnerable to exclusion from voting. "The Declaration as required under the SIR process is violative of Article 326 in so far as it requires a voter to provide documents to prove his/her citizenship and also citizenships of his/her mother or father, failing which his/her name would not be added to the draft electoral roll and can be deleted from the same," the ADR said. Terming the ECI's order as unreasonable and impractical timeline to conduct SIR in Bihar, the petitioner, ADR said that with close proximity to state elections which are due in November 2025, there are lakhs of citizens (whose names did not appear in 2003 ER) who do not possess the documents as required under the SIR order.

Photo: PTI New Delhi: Days after an INDIA bloc delegation accused the Election Commission of India (ECI) of being hostile towards their concerns over the hurried exercise to revise electoral rolls in poll-bound Bihar, the state's leader of opposition Tejashwi Yadav who is also the chief ministerial face of the Rashtriya Janata Dal (RJD), on Friday (July 4) termed the 'Special Intensive Revision' (SIR) as an attack on Bihari identity. Yadav said that by singling out Bihar residents for a 'citizenship' test, the ECI has hurt the state and its people's pride. 'In the whole country, only Biharis, each and every Bihari, have been forced to prove their citizenship? Why should only Biharis and Bihar have to prove their citizenship,' an aggressive Yadav asked. Yadav asks whether the current electoral rolls are 'fake' 'It doesn't matter if you are Hindu, Muslim, Sikh or Christian, or belong to forward, backward, Dalit or extremely backward castes, everyone in Bihar will have to prove their Indian citizenship,' Yadav said. He said that apart from the poor, around 4.5 crore migrants from Bihar also stand to lose their voting rights as a result of the SIR. He said that even if people now engage themselves in getting their lost documents, it will only encourage corruption and bribery at the regional level. On Wednesday (July 3, 2025), a 20-member delegation from INDIA bloc met the election commissioners, including the chief election commissioner Gyanesh Kumar, in New Delhi to voice their concerns about SIR. The INDIA bloc led by RJD, Congress, and the Left told the ECI that the limited time frame to conduct such an exercise may lead to 'mass disenfranchisement' of nearly 1 crore voters of Bihar. After the meeting, they said that the ECI officials were hostile towards their concerns, and had termed their interaction with the poll body as 'disappointing' and 'unfriendly'. Earlier, they had expressed concerns over logistical problems like poor availability of birth certificates among a large section of people, high migration rates and a historical crisis in documentation process in the state that could lead to a chaotic situation in the run-up to the assembly polls. According to the ECI, the SIR will help it identify 'illegal immigrants' and non-permanent residents of Bihar. It has announced that people will have to show documents and identity proof other than Aadhar, EPIC voters cards, and ration cards to become eligible voters. In such circumstances, birth certificates of people and their parents as proof of their places of birth, matriculation certificates, land records, or other property documents will be accepted. However, several ground reports have already said that in a state like Bihar with poor literacy rates, high school dropout rates, extreme landlessness, and all-round poverty, the SIR could lead to further problems than addressing loopholes in the electoral rolls. Given how the INDIA bloc is now upping its ante and taking on the ECI with aggression, the SIR is set to become the talking point in the run-up to the assembly polls, and may become a polarising issue. The opposition will likely battle it out with greater intensity on the electoral ground surely but it remains to be seen how the National Democratic Alliance (NDA) constituents like Nitish Kumar's Janata Dal (United), Chirag Paswan's Lok Janshakti Party, or Jitan Ram Manjhi's Hindustani Awam Morcha respond. Most of the NDA parties, including the BJP, have maintained conspicuous silence on the matter until now, although it is clear that the SIR may also affect their voter base. However, Rashtriya Lok Morcha (RLM) leader Upendra Kushwaha, who is also an ally of the BJP- NDA in Bihar has raised concerns about SIR. Kushwaha has said that it should be ensured by the ECI that no genuine voter is left out from the voter list.
