No free run after bail: Telangana police to detain foreign nationals accused in drug cases

Hyderabad: Foreign nationals arrested for drug peddling in Telangana may no longer walk free even after securing bail. In a significant policy shift, the state police are planning to detain foreign drug offenders in a dedicated detention centre, curbing their movement until the conclusion of trial proceedings.
The decision was taken during a recent high-level meeting of senior police officials, in response to a growing pattern— foreign nationals, particularly from some African countries, who after being released on bail, are reportedly resuming drug trafficking operations in different parts of India.
'Once a foreign national gets bail, we are planning to place them in a detention centre to ensure they remain under supervision and do not repeat the offence,' a senior official from the Elite Action Group for Drug Law Enforcement (EAGLE), the state's anti-narcotics wing, told TOI.
'This will help us maintain custody and prevent repeat offences,' he said.

To operationalise this, the govt is setting up a detention facility in Andole in Sangareddy district, exclusively for foreign nationals accused in drug-related cases. Officials said work is underway to ensure basic amenities and secure infrastructure are in place before the policy is rolled out.
The move comes as Telangana grapples with a rise in synthetic drug trafficking, especially cocaine, largely smuggled into India by accused from select African nations.

Police say tracking these individuals becomes difficult once they are granted bail, as there are no legal provisions to keep them under continuous surveillance.
So far this year, 16 foreign nationals have been arrested, and 12 deported. Authorities follow a graded approach: first-time offenders may be deported directly, particularly if they lack valid travel documents. However, repeat offenders or those awaiting trial may now be detained within India, under tighter control.
Back in 2023, during the former BRS govt's tenure, there were plans to establish a deportation centre exclusively for undocumented foreigners. The current proposal, however, is distinct—it focuses on detaining those out on bail, pending trial.
'This is a policy-level decision, but implementation details are still being worked out,' a senior police official said. 'Our priority is to ensure that foreign nationals involved in drug networks do not misuse bail to continue illicit activities,' he added.
Chief minister A Revanth Reddy on Thursday renamed the Telangana Anti Narcotics Bureau (TGNAB) as EAGLE to curb the menace of drugs and consumption of narcotic substances.

RAIPUR: The Chhattisgarh HC has commuted the life imprisonment of a man convicted of raping his minor daughter to 20 years of rigorous imprisonment. The court, while upholding the conviction, found the original sentence too harsh considering the facts and circumstances of the case. 'While dealing with the said case, where the victim all throughout maintained her allegation against her father to be the person who committed forcible sexual intercourse with her and thus robbed her chastity. Version of the minor victim, in the facts and circumstances of the case, merits acceptance, inasmuch as, the evidence of rape victim is more reliable than even that of an injured witness. The minor contradictions and discrepancies in her testimony are insignificant and immaterial and are liable to be ignored,' the court observed. A division bench of Justice Rajani Dubey and Justice Sachin Singh Rajput pronounced the order, in an appeal filed by the 38-year-old father. He had challenged the judgment dated September 19, 2019, passed by the Special Judge (POCSO Act), Baikunthpur. The lower court had convicted the father under Section 376(3) of the Indian Penal Code (IPC) and sentenced him to life imprisonment along with a fine of Rs 1 lakh. During the trial, the prosecution examined eight witnesses. The victim testified that she had pain and bleeding following the rape by her father. She also stated that her father had threatened her not to disclose the incident. Dr. Ayushree Rai, who medically examined the victim, found signs of recent hymen rupture, supporting the prosecution's case. The defence argued that there was an unexplained delay of 15 days in lodging the FIR and that medical evidence did not support the prosecution's claims as no external injuries were found. The High Court, after reviewing the evidence, noted that while there was a delay in reporting the incident, such delays are common in cases involving sexual assault on minors due to social stigma. The court emphasized that the victim's testimony remained consistent and trustworthy across all stages, from the FIR to the cross-examination. The court cited a Supreme Court ruling which states that conviction can be based solely on the testimony of the prosecutrix if it inspires confidence and is reliable. The bench concluded that the prosecution successfully established its case beyond all reasonable doubt and found no fault in the trial court's decision to hold the accused guilty. However, on the matter of sentencing, the High Court referred to a similar case, Khemchand Rohra v. State of CG, and deemed the life imprisonment sentence to be excessively harsh. The court, therefore, reduced the sentence to 20 years of rigorous imprisonment, while maintaining the fine of Rs 1 lakh. Earlier, Inspector General of Police V Satyanarayana confirmed to PTI: "Six bodies have been recovered from the accident site and two people died while undergoing treatment in a hospital. As many as 26 people were injured, out of which two to three people are seriously injured." According to factory sources, approximately 150 people were present in the facility, with 90 individuals near the blast site. The explosion occurred between 9.28 am and 9.35 am, prompting immediate response from local police and fire services. Ten fire engines were deployed, alongside NDRF and SDRF personnel for rescue operations. While the fire was contained, authorities worked to rescue about 10 workers trapped inside a room. HYDERABAD: A 67-year-old retired software employee was duped for Rs 3 crore by fraudsters posing as representatives of a well-known Delhi-based stock trading firm. In his complaint to the Telangana Cyber Security Bureau (TGCSB), the victim from Lalaguda alleged that in mid-April he was added to a WhatsApp group administered by a fraudster posing as Anu Prita Daga, who claimed to represent the CEO of a Delhi-based stock brokerage firm. The group, with 60 members, persuaded investors to open Over-The-Counter (OTC) trading accounts on their web platforms such as and assuring them that all transactions were reported to SEBI and RBI. The victim became suspicious as the total value of the IPO was Rs 55 crore. The victim then directly contacted the health tech firm which issued the IPO and also SEBI to verify the documents sent by the fraudsters and realised that he was duped. Based on his complaint, TGCSB Headquarters police in Hyderabad registered a case under section 66-D of the IT Act and Sections 318(4) (cheating and dishonestly inducing delivery of property), 319(2) (cheating by personation), and 338 (Forgery of valuable security, will, etc.) of the Bharatiya Nyaya Sanhita (BNS) on Saturday. "The defrauded amount was transferred to multiple accounts and withdrawn. We are analysing the bank transactions to identify the accused," said a police official.
