‘How do we earn a living?': On strike, Karkardooma Court lawyers oppose shifting of digital courts

Protesting the decision to shift the judges of 34 digital NI Act (Negotiable Instruments Act) courtrooms that hear cheque bounce cases from six court complexes in Delhi to the Rouse Avenue court complex, lawyers at the Karkardooma Court complex decided to abstain from work for a fifth day straight on Friday. The lawyers have been on a hunger strike for the last two days.
'First, our labour courts were shifted, now our cheque bounce courts have been shifted…we are not fancy lawyers. How do we earn a living?' advocate V K Singh, president of the Shahdara Bar Association (SBA), told The Indian Express.
'All the lawyers in our courts are people residing in the Trans Yamuna (areas). Some of us barely get Rs 20-30,000 for an entire case. Many of us are dependent on cheque bounce cases. Is this justice at your doorstep? Things were running smoothly… but now we are all anxious,' Singh said.
Of the 34 courtrooms, nine are from Dwarka, seven from Tis Hazari, six from Saket, five from Karkardooma Court, four from Rohini, and three from Patiala House Court. While the judges of the respective courtrooms will be shifted to Rouse Avenue Court, the court staff (readers, ahlmads and stenographers) will continue to operate from their respective districts. The rooms for the 34 judges have been allocated on the seventh floor of the Rouse Avenue court complex, which is situated near the ITO Metro station in Central Delhi.
Earlier, the coordination committee of all district court bar associations had decided to abstain from work. On June 7, however, they called off their strike after the Chief Justice of the Delhi High Court assured them in a meeting that all digital courts would function strictly as digital platforms only and that all the remaining proceedings and judicial work would be conducted exclusively in the regular local courts.
In a May 30 notification, the Delhi High Court, which is behind the move, cited 'optimal utilisation of available infrastructure and resources' and 'inadequate space' to justify the shift of digital cheque bounce courts. 'The remaining arrangement, including support staff deployment and recording of evidence from the respective District Court Complexes, shall continue as per the previous directions/practice until adequate and permanent space is made available in the District Courts concerned to which these Digital NI Act Courts ultimately belong,' the notification dated May 30 read.
'However, these Courts shall continue to be under the administrative control /supervision/ jurisdiction of the districts concerned to which these courts belong. The readers, ahlmads, and judicial records of these Digital NI Act Courts would also continue to function from their original districts so as to avoid any inconvenience to the litigants, lawyers, and stakeholders,' the notification added.
This notification was not enough to quell the anxiety of the lawyers in Northeast Delhi's Karkardooma Courts.
'Shifting of digital courts for lack of infrastructure violates the territorial jurisdiction jurisprudence,' said advocate Paras Jain, who practises in Karkardooma Court. 'If any litigant or advocate wants to report anything of emergent nature physically to the judge, they will not be able to communicate this…there is still confusion as to how evidence will be recorded before the judge sitting at Rouse Avenue Court,' he added. 'Lack of virtual facilities also creates gaps between the judges and litigants.'
In a notice dated July 4, the lawyers of SBA decided to abstain from work on Saturday. 'It has been unanimously resolved by the Executive Committee of Shahdara Association (Regd.)., to abstain from work on 04.07.2025 in Karkardooma Courts, Delhi,' the notice read.
'It is further resolved that the Executive Committee of Shahdara Bar Association (Regd)., and its members shall continue the Hunger Strike from 05.07.2025 near Facilitation Center as a mark of protest against shifting of Digital Court, N.I. Act,' it added.
'Hence, all lawyers are requested to Co-operate & not to appear before any court either physically or virtually. In case any lawyer is found appearing physically or virtually in any court strict action shall be initiated against him/her,' the notice stated with a request urging judges to cooperate and not pass any adverse orders.
Of the 15 lakh pending cases—2 lakh civil and 13 lakh criminal—across the capital's lower courts, 4.5 lakh, or over 30 per cent, are cheque bounce claims.

US-based Jane Street, which was barred from the securities market by regulator Sebi for making 'unlawful gains' in the stock market, had ignored a prior warning from the National Stock Exchange four months earlier and continued with alleged manipulative trading activities. When concerns regarding allegedly manipulative trading practices by JS Group, a global proprietary trading firm, surfaced in early 2025, the NSE, acting under Sebi's direction, issued a clear and formal warning to JS Group in February 2025. The notice advised them to avoid high-risk activity in index options and refrain from any trading behaviour that could indicate manipulation. In response, JS Group informed NSE in February 2025 of its assurance to fully comply with applicable regulations. However, in May 2025, the group again executed what appeared to be manipulative 'extended marking the close' strategies—entering large, aggressive trades in index and stock markets around expiry closing—to move the index in their favour. These trades, carried out in May 2025, blatantly disregarded the warning letter issued on February 06, 2025, as well as the group's own formal assurance made to NSE that same month, according to the Sebi order. On Thursday, Sebi ordered the impounding of Rs 4,843.57 crore in alleged unlawful gains made by Jane Street through alleged manipulative trading practices and restrained it from accessing the securities market. The net profits booked in the FPIs in the JS Group amounted to Rs 32,681 crore, Sebi had said. The NSE letter noted that the Jane Group had been consistently engaging in trading patterns that raised serious concerns over market integrity, particularly around the expiry of index derivatives. 'It was observed that you along with your related entity, Jane Street Group Investments Pvt Ltd, were running abnormally high delta positions in the index derivatives segment and correspondingly small net sentimental OI (open interest). Such large directional OI (delta) can cause risk to market stability and raises concern for market integrity especially around expiry of contracts wherein your related entity has traded in the cash market to favour large open positions in options,' NSE said. Delta is a measure of how much the price of an option is expected to change based on a change in the price of the underlying stock or index. Jane Street's trading activity, prima-facie, raises concerns for market integrity on account of large delta positions in index derivatives, combined with concurrent act of taking and then reducing positions in the top constituents of the index through cash market / derivatives over a short period, to artificially influence the price of the index, NSE said. It also creates an information asymmetry for other investors / traders in those constituents or derivatives contracts on index, who are not aware about such artifice and repeated occurrences of such instances cannot be considered as coincidence, NSE said. 'The above trading activity prima facie appears to be fraudulent and manipulative in terms of dealing in top constituents of index in cash market / futures segment and taking relatively large size contra position in options expiring on that day on the same index,' NSE said. 'It is further advised to refrain from the aforementioned trading pattern and unwind such positions in a non-disruptive manner and report on a daily basis to us till further notice,' NSE told Jane Street. Despite the NSE letter, JS group has been seen to be running very large net cash-equivalent positions in index options. Disturbingly, on days such as on May 15, 2025 (an expiry day for NIFTY weekly options), JS group was seen not only running very large effective cash-equivalent long positions via NIFTY index options, it was also seen to be intervening heavily in NIFTY futures and NIFTY constituent stock futures at close to expiry. The timing, scale, and construction of Jane Street Group's positions and the trading on May 15, 2025, suggest that it continued deploying a weekly expiry-centric extended marking-the-close strategy even after all the regulatory red flags that had been shown prominently to them, Sebi said. This activity was absent in the cash segment, giving an impression of complying with regulatory caution (issued in February 2025) but actually manipulating the market through futures segment. Jane Street's trading in index futures alongside its stock-level trades appears to be part of a coordinated approach to support the NIFTY index level near expiry. JS, vide its letter to Sebi dated August 30, 2024, suggested that these trades were to 'remove unwanted delta' or to 'manage overall delta'.

Hyderabad (Telangana) [India], July 5 (ANI): Bharat Rashtra Samithi (BRS) Working President KT Rama Rao (KTR) has formally accepted Chief Minister Revanth Reddy's public challenge to debate on what each government has done for Telangana's farmers. In a sharp rebuttal delivered at Telangana Bhavan, KTR invited Revanth to fix the date, time, and place of the discussion, declaring his readiness to face the debate 'anywhere, anytime.' KTR, however, took a jibe at the Chief Minister's preparedness, stating, 'Revanth Reddy doesn't even have basic knowledge on agriculture. I am generously giving him 72 hours to prepare. Otherwise, he'll show up and talk about 'basins' and 'okra', making a mockery of himself and the office he holds.' He said even a bull next to a farmer could explain how agriculture thrived under the leadership of KCR. Accusing Revanth Reddy of acting as a covert ally of Chandrababu Naidu, KTR said Telangana's water resources were being diverted to Andhra Pradesh under the guise of projects like Banakacharla. 'Revanth is looting Telangana's water and funds, all to please his political mentor. This is not public governance, this is covert rule,' KTR charged. Drawing a sharp contrast between the BRS and the Congress administrations, KTR said that while BRS ushered in 'Raithu Rajyam' (Farmer's Rule), the Congress has brought back a version of 'Emergency Rule' reminiscent of Indira Gandhi's regime. 'From punishing farmers to pushing them into endless queues for fertilisers, Congress has only brought suffering,' he added. Highlighting the achievements of the BRS government under former Chief Minister KCR, KTR recounted landmark farmer welfare initiatives: the successful implementation of Rythu Bandhu with over Rs 73,000 crore directly deposited into farmers' accounts, free 24/7 electricity for agriculture, revival of over 46,000 tanks under Mission Kakatiya, and India's highest increase in paddy production. 'KCR turned farming into a celebration. Telangana today is the number one state in inland fisheries, generating Rs 30,000 crore in value. All this is the result of vision, not slogans,' KT Rama Rao stated. Taking direct aim at Congress, KTR stated that the Revanth Reddy government had failed to fulfil its major promises. 'Not a single woman is receiving the Rs 2,500 monthly promised by the Congress. Scooters, jobs, and unemployment allowance all turned out to be lies. Telangana's daughters and sons are waiting for answers,' the BRS Working President said. He further alleged that Congress has cheated farmers by reducing the promised Rs 50,000 crore farm loan waiver to just Rs 12,000 crore. 'The Revanth government owes every farmer Rs 19,000 under Rythu Bharosa. They have not paid even the crop insurance premiums for three months,' he said. KTR also ridiculed the Congress party's attempts to claim credit for schemes and appointments made during the BRS regime. 'Revanth is boasting about issuing appointment letters for jobs already filled during our tenure. Would he dare say the same in Ashok Nagar?' he challenged. In a scathing remark, KTR added, 'Congress talking about farmer welfare is like demons reciting the Vedas. And Revanth claiming Indiramma's legacy is laughable when all that's visible under his rule are dried-up borewells, burnt transformers, and endless queues for urea.' KTR extended an open invitation for the debate: 'You can choose the Assembly, Ambedkar statue, Kondareddypalle, Chintamadaka, or Kondangal. If none of these suit you, I'll be at Somajiguda Press Club at 11 AM on July 8, ready to expose the truth before the media.' He concluded with a strong message: 'During our rule, we never made noise even after transferring Rs 73,000 crore to farmers. Revanth celebrates after giving just one crop's worth of support. Tell the people, how much did you promise, and how much did you deliver? Farmers will ask. Telangana will ask.' (ANI)

Bilaspur (Himachal Pradesh) [India], July 5 (ANI): Union Minister of Health and Family welfare, and Bharatiya Janata Party president Jagat Prakash Nadda chaired a high level meeting here today to review the status and progress of Government of India's initiatives to transform road connectivity in Himachal Pradesh through accelerated development of National Highways and tunnel infrastructure. Sources said that Union Minister Nadda presided over a detailed presentation by senior officials of MoRTH, during which the status, challenges, and future plans for the development of road infrastructure in Himachal Pradesh were discussed comprehensively. Himachal Pradesh currently has a total of 25 National Highways with a combined length of 2,592 km entrusted for development and maintenance. Under the guidance of Prime Minister Narendra Modi, MoRTH is implementing critical highway projects across the state, sources said. According to sources, at present, projects of total length of 627 km are under construction, amounting to Rs 25,600 crore. Apart from this, projects of 416 km length are in pipeline, with an estimated expenditure Rs 25,265 crore. In addition to this, tunnels form an important component of infrastructure under MoRTH. While 19 tunnels costing Rs. 3,200 crore are under construction, 28 tunnels costing Rs 5,400 crore are in the pipeline. While acknowledging the support and cooperation from the Himachal Pradesh Government in land acquisition and forest clearances, it was pointed out that several critical issues require further collaboration to ensure the timely and effective development of road infrastructure in the state. Underscoring the critical importance of highways and tunnels for the growth, development and progress of the hilly state of Himachal Pradesh, with Nadda urging the state government to resolve these pending issues. Sources also mentioned certain important projects, including dredging in the Beas River (Mandi-Manali Stretch of NH-3). 'The unprecedented floods of July 2023 severely damaged the Mandi-Manali highway at multiple locations. Despite repeated requests from the Centre, effective dredging of the Beas riverbed has yet to be undertaken. Removal of boulders from the riverbed and enhancing the river's water-carrying capacity are crucial for the long-term safety of the highway and riverside communities,' the source mentioned. While DPR preparation and tendering for permanent highway restoration are in progress, Nadda urged the state government to expedite the dredging work between Mandi and Manali to prevent further damage. The matter of Himachal Pradesh State Pollution Control Board's recent clarification on April 23, 2024, which categorised highway widening projects under the 'Orange' industrial category was also raised in the meeting. 'This has raised concerns as it could adversely affect ongoing NHAI projects through financial and contractual complications. Nadda, has requested the state government to review this clarification and exempt highway projects, especially those initiated before 23 April 2024, to avoid unnecessary delays,' the source said. Apart from this, expediting stage-I forest clearance for Sumdo-Kaza Road (NH-505, Package-IV) also needs attention. This project was approved on 15.03.2024 at a cost of Rs 518.90 crore. However, the work could not be initiated due to delays in obtaining Stage-I Forest clearance. Nadda stated that he has discussed this matter with Chief, who has assured that the issue will be resolved at the earliest. He again urged the state govt to expedite the forest clearance. Sources said that several high ranking and senior officers from Ministry of Road Transport and Highways (MoRTH), and the National Highway Authority of India (NHAI), along with Bilaspur MLA Trilok Jamwal, Sri Naina Devi ji MLA Randhir Sharma, were also present at the meeting.
