Parliament Monsoon Session begins today on a stormy note. INDIA bloc to corner Govt on Operation Sindoor, other issues
This is the first session of Parliament being held after Operation Sindoor, India's precision strikes on terror camps in Pakistan in the aftermath of Pahalgam terror attack which killed 26 people, mostly tourists, in Jammu and Kashmir on April 22.
The session will run until August 21. Both the Houses will, however, be adjourned on August 12, 2025, to reassemble on August 18, 2025, to facilitate Independence Day Celebrations. The Session will have a total of 21 sittings spread over a period of 32 days.
Kiren Rijiju, Union Minister of Parliamentary Affairs said on Sunday that tentatively 17 items of legislative and other business have been identified for being taken up during this session. This includes 15 bills.
Rijiju said that the Union government is open to discussing all issues in Parliament, including Operation Sindoor. He, however, said that any debate on the subject has to be held within the laid-down rules and procedures.
Opposition parties have insisted that Prime Minister Narendra Modi should respond on Operation Sindoor, as well as on US President Donald Trump's repeated claims that he brokered peace between India and Pakistan. They also demanded a discussion on the ongoing Special Intensive Revision (SIR) of electoral rolls in Bihar.
Rijiju, however, made it clear that the final call on discussions in Parliament will be taken by the Business Advisory Committees of the Lok Sabha and Rajya Sabha.
The government has listed at least 15 bills or introduction and passing in this session of Parliamemt. These include:
-Income Tax Bill, 2025: This was introduced in the Lok Sabha on February 13 and referred to a Joint Parliamentary Committee (JPC) chaired by BJP MP Baijayant Panda. It is expected to be tabled for passage in Monsoon Session of Parliament.
-The Manipur Goods and Services Tax (Amendment) Bill, 2025: This bill amendd the Manipur Goods and Services Tax Act, 2017.
-The Taxation Laws (Amendment) Bill, 2025: This bill amends certain tax laws.
-The Jan Vishwas-agri-seeds-share-price-nse-bse-s0005747" data-vars-anchor-text="Vishwas" data-vars-link-type="Auto" data-vars-page-type="story">Vishwas (Amendment of Provisions) Bill, 2025: This bill seeks to foster ease of doing business.
-The Indian Institutes of Management (Amendment) Bill, 2025: To add IIM Guwahati to the schedule of the Indian Institutes of Management Act, 2017.
-The Bills of Lading Bill, 2024
-The Carriage of Goods by Sea Bill, 2024
-The Coastal Shipping Bill, 2024
-The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024
-The Merchant Shipping Bill, 2024
-The Indian Ports Bill, 2025
-The Geoheritage Sites and Geo-relics (Preservation and Maintenance) Bill, 2025
-The Mines and Minerals (Development and Regulation) Amendment Bill, 2025
-The National Sports Governance Bill, 2025

Discussion and voting on Demands for Grants (Manipur) for the year 2025-26 and introduction, consideration and passing/return of the related Appropriation Bill.
Resolution seeking approval of extension of President's Rule imposed through Proclamation issued by the President on the 13th of February, 2025 under article 356(1) of the Constitution of India in relation to the State of Manipur.
Opposition has been insisting that Prime Minister Narendra Modi speaks in Parliament on Operation Sindoor and US President Donald Trump's repeated claims of brokering a 'ceasefire' between India and Pakistan.
Congress MP and deputy leader in the Rajya Sabha, Pramod Tiwari, said the opposition would demand the prime minister's presence in Parliament and urge him to respond to the issues raised.
'Parliament is more important than travelling abroad,' Tiwari told PTI.
PM Modi will visit the United Kingdom and the Maldives between 23 and 26 July 2025.

Mehbooba Mufti writes to Rahul, urges him to raise ‘targeting' of Muslims in Parliament
Referring to him as a 'rare source of hope for the forgotten and voiceless', former Jammu and Kashmir Chief Minister and Peoples Democratic Party (PDP) chief Mehbooba Mufti on Monday urged Leader of the Opposition in the Lok Sabha Rahul Gandhi to raise the issue of 'victimisation, dispossession and disempowerment' of Muslims in the ongoing Monsoon Session of Parliament. In her letter, Mufti said that the Muslims of India chose to remain in the country due to their faith in the Congress leadership and it was Gandhi's 'responsibility to defend them'. 'The Muslims who chose to remain in India during Partition did so because of the faith they had in the secular leadership of the Congress, from Mahatma Gandhi to Pandit Jawaharlal Nehru. Today, as the bearer of that legacy, the responsibility falls on your shoulders to uphold and defend the secular and democratic values enshrined in our Constitution,' the letter read. Pointing out that issues like the horrific Pahalgam attack, Operation Sindoor and other critical security matters were expected to dominate discussions in Parliament, the PDP chief wrote, 'I sincerely hope the Opposition, especially the INDIA bloc, raises the growing concern of Muslim victimisation across the country.' Referring to the 'targeting' of Muslims and the Special Intensive Revision (SIR) of electoral rolls in poll-bound Bihar, Mufti said the community is being pushed into 'desperate situations'. 'Under the pretext of targeting 'Bangladeshis' and 'Rohingyas', Muslims are being pushed into increasingly desperate situations. Disturbing media reports have even suggested that some were forced into the sea in attempts to expel them from India. As you rightly highlighted during your visit to Assam, the large-scale demolition of thousands of Muslim homes is deeply troubling. The latest development the SIR being conducted in Bihar appears to be yet another systematic effort to dispossess, disempower, and ultimately disenfranchise Muslims, effectively erasing their presence both symbolically and literally,' she said in the letter. The former CM said while India rightly expresses rage over the treatment of Hindu minority in Pakistan and Bangladesh, there is 'complete silence' when Muslims are targeted in our country. 'There is an unsettling silence, a fear that prevents many from speaking up. As a politician from one of the only Muslim-majority regions that chose to join the Indian Union largely due to the vision and secular character of your great-grandfather, I feel extremely helpless at times. Placing great hope in your leadership I urge you to continue speaking up for a minority that is being steadily marginalised and pushed to the fringes of Indian society,' she said.

MP Satnam Sandhu seeks Bharat Ratna for Shaheed Bhagat Singh
Rajya Sabha MP Satnam Singh Sandhu Monday urged the Union government to posthumously confer the Bharat Ratna, India's highest civilian honour, on three iconic martyrs of the freedom struggle from Punjab — Shaheed Bhagat Singh, Shaheed Udham Singh and Shaheed Madan Lal Dhingra. Raising the demand on the opening day of the Monsoon Session of Parliament, Sandhu said, 'It is ironic and deeply painful that even after 77 years of independence, these legendary martyrs have not been awarded the Bharat Ratna. Their ideology and sacrifice continue to inspire generations of Indians, especially the youth.' Calling the move a 'true tribute to their martyrdom', Sandhu said the demand reflected not only 'the public sentiments of Punjab and its people but the entire nation's conscience'. He described the trio as 'symbols of India's unrelenting spirit, resilience and resistance against colonial oppression'. Appealing to the Centre to 'awaken the national consciousness', the MP added, 'Under the Modi government, real national heroes are being honoured, irrespective of caste, creed, religion or socio-economic status. I urge the Union government to keep this spirit alive by conferring Bharat Ratna on Shaheed Bhagat Singh, Shaheed Udham Singh and Shaheed Madan Lal Dhingra.' Sandhu also recalled their sacrifices: 'Bhagat Singh, who embraced martyrdom at 23, remains a lasting symbol of fearless defiance; Udham Singh avenged the Jallianwala Bagh massacre by assassinating General O'Dwyer in London; and Madan Lal Dhingra, one of the earliest revolutionaries, shocked the British Empire by killing Curzon Wyllie in 1909.'

Bihar first state to have below 1,200 voters at all polling stations. 96% voters covered in SIR: Election Commission
The Election Commission said on July 21 that Bihar has become the country's first state to have all polling stations (PS) with less than 1,200 voters. The poll panel said as many as 12,817 new polling stations have been added across Bihar to prevent long queues. Bihar is going to assembly polls later this year. As per Bihar Special Intensive Revision of the voter list order issued on June 24, 2025, the earlier ceiling of 1,500 voters at each polling station had been revised to 1,200 voters for each polling station. "After adding 12,817 new polling stations, the total number of polling stations in Bihar will go up to 90,712 from the earlier 77,895. This major achievement of Bihar is to be followed by other States/UTs," the poll panel said in a statement. The election commission also said that poll officials (CEO/DEOs/EROs/BLOs) have held meetings with the representatives of all political parties and have shared detailed lists of the 29.62 lakh electors whose forms have not been received so far and also of the nearly 43.93 lakh electors who were not found at their addresses. 'All the 12 major political parties have also been requested to connect with these remaining electors, through their District Presidents and nearly 1.5 lakh BLAs. This is to ensure that the entire election machinery, including the political parties, works together in a mission mode so that no eligible elector is left out from the draft Electoral Roll to be published on August 01, 2025,' the statement said. The Election Commission also said that from August 1, 2025 any member of the public can file objections for any additions/deletions/rectifications in Draft Electoral Rolls, in accordance with the SIR order dated June 24.
