Madras High Court dismisses petitions for NEET 2025 re-exam over power outage

CHENNAI: The Madras High Court has declined to order a re-examination of the National Eligibility cum Entrance Test (NEET) 2025 for undergraduate medical courses, dismissing petitions filed by 16 candidates who claimed they were affected by a power outage during the exam.
The candidates, who took the test on May 4 at centres including PM SHRI Kendriya Vidyalaya in Avadi, Government Higher Secondary School in Kundrathur, and Padma Seshadri School in KK Nagar, stated that a sudden storm and heavy rains caused a power cut that was not promptly restored. They argued this created an uncomfortable and distracting environment, adversely impacting their performance in the high-stakes exam.
However, Justice C Kumarappan concurred with the submissions of the National Testing Agency (NTA), which stated that a field-level assessment and a statistical analysis conducted by an independent expert committee found no irregularities or decline in performance at the affected centres.

INDORE: Indore bench of MP High court on Tuesday stayed the order directing the National Testing Agency (NTA) to carry out re-examination of NEET-UG for students from Indore and Ujjain who had alleged power outage during the initial test in May. The stay was granted on a writ appeal filed by NTA sighting various difficulties arising out of the earlier order. The division bench of Justice Vivek Rusia and Justice Binod Kumar Dwivedi listed the matter on July 10 and said in the order, "Till all the matters are filed before this Bench, the appellant cannot implement the order of the writ court for re-testing of these limited petitioners who have been granted relief. Till the next date of hearing, operation of the impugned order dated 23.6.2025 shall remain stayed so far it relates to re-testing of the writ petitioners. " "The writ court has already observed that any counselling done on or after 1.7.2025 shall be subject to the final result of these petitioners. This relief shall also remain in operation during pendency of writ appeal. List along with all the writ appeals on 10.7.2025," the court said. Solicitor General of India Tushar Mehta had appeared through video conferencing and said, "The difficulty level of the new paper set by the NTA would be different from the original test papers thus bringing in discrepancies in the performance evaluation," said Mehta adding that, "I request you to stay this order, we will have a bunch of students on one side and the rest of the country on the other side." Advocate Mradul Bhatnagar representing the petitioners had argued that due to severe thunderstorms in Indore and Ujjain, there was substantial disruption in the supply of electricity leading to power outage, which resulted in forcing the petitioner to give the exam in the dark, which ultimately affected their performance in the examination, as even the extra time was not given for time lost. "We will also file an appeal on behalf of the remaining students before July 10," said Bhatnagar.

CHENNAI: The Madras HC on Tuesday reserved orders on the petitions filed by the candidates appearing for the NEET-UG examination at three centres in the city and its suburbs seeking retest as they were allegedly affected by the power outage caused by sudden storm and heavy rains. Justice C Kumarappan, before whom the petitions came up for hearing, refused to extend the interim stay, granted already by the court, on the release of the results. As a result, there is no legal bar on publishing the results which was scheduled for June 14. The petitions were filed by some of the candidates who appeared for the examination at the Kendriya Vidyalaya at Avadi, Government Higher Secondary School in Kundrathur and Padma Seshadri School in KK Nagar. Additional Solicitor General (ASG) ARL Sundaresan, appearing for the Centre, filed a report on behalf of the National Testing Agency (NTA), saying inquiries revealed that a brief power outage was caused by sudden natural storm and rain in the respective places, but the power supply was restored quickly. During this period, there was sufficient natural daylight in the classrooms; no contemporaneous complaint or representation was raised by any of the candidates including the petitioners regarding lighting or adverse conditions. Neither the centre superintendent nor any observers or invigilators recommended for compensatory time or reported any procedural irregularity; the examination was conducted strictly as per the NTA protocols, the ASG stated. He also informed the court that an independent committee of statisticians was constituted to carry out an analysis of the performance of the centre and the students. The committee found no abnormal variation or decline in the number of attempted questions that would suggest disruption or disadvantage.
