New Delhi has chance to repay Green Revolution debt: Why doing so is in India's interest

It was William S Gaud, administrator of the United States Agency for International Development (USAID), who coined the term 'Green Revolution'.
In a speech delivered on March 8, 1968, Gaud delved on the 'paramount importance of the world food problem' and how countries such as India were addressing it through planting of high-yielding varieties of wheat.
This development, he said, had the makings of a new revolution: 'It is not a violent Red Revolution like that of the Soviets…I call it the Green Revolution'.
It's the same USAID that has been shut down by the Donald Trump administration from July 1. Among the institutions impacted by the closure of the agency — that oversaw civilian foreign aid and development assistance from the US government — is the Mexico-headquartered International Maize and Wheat Improvement Center or CIMMYT.
Synonymous with the renowned agricultural scientist Norman Borlaug, CIMMYT bred the semi-dwarf varieties Lerma Rojo 64A, Sonora 63, Sonora 64 and Mayo 64 that Indian farmers first sowed in 1964-65. Over the next few years, these varieties spread to more countries, heralding Gaud's 'Green Revolution.'
While CIMMYT originated from a Mexican government and Rockefeller Foundation-sponsored programme in the 1940s and 50s, USAID became its main funder. It accounted for about $83 million out of CIMMYT's total $211 million grant revenues received in 2024. With the USAID's dismantling, CIMMYT is now looking at India — one of its major beneficiaries — as a potentially significant benefactor.
Cold War institutions
CIMMYT is to wheat what the Philippines-based International Rice Research Institute (IRRI) — established by the Ford and Rockefeller foundations in 1960 — has been to the other big cereal grain crop.
Both were key to the US cultivating soft power and projecting a positive global image, more so during the Cold War. That was the time the US saw the Soviet Union as a threat, and believed that the deteriorating food situation in developing countries could foment political instability and eventual communist takeovers. Increasing cereal grain production in these countries, then, became a geopolitical imperative as part of US foreign policy.
With Borlaug's varieties, Indian farmers could harvest 4-4.5 tonnes per hectare of wheat, as against 1-1.5 tonnes from the traditional tall cultivars prone to lodging (bending or falling over) when their earheads were heavy with well-filled grains.
IRRI's semi-dwarf varieties, such as IR 8, IR 36 and IR 64, similarly boosted paddy (rice with husk) yields from 1-3 tonnes to 4.5-5 tonnes per hectare with minimal fertilisers, and 9-10 tonnes with higher application. Moreover, they matured in 110-130 days, compared with the 160-180 days (from seed to grain) for the traditional tall varieties.
Borlaug was awarded the Nobel Prize in 1970. And it was fittingly for Peace.
How India benefited
The Green Revolution was seeded in India by CIMMYT and IRRI. Even the blockbuster wheat varieties Kalyan Sona and Sonalika, released for commercial cultivation by Indian scientists in 1967-68, were developed through selections from the progeny of advanced breeding material supplied by CIMMYT.
Over time, Indian scientists, led by VS Mathur at the Indian Agricultural Research Institute (IARI) in New Delhi, came out with their own varieties, particularly HD 2285 in 1982 and HD 2329 in 1985. These raised wheat yields to 5-6 tonnes per hectare. It went up further to 7 tonnes-plus with HD 2967, which IARI scientists — mainly BS Malik, Rajbir Yadav and AP Sethi — unveiled in 2011.
In rice, likewise, V Ramachandra Rao and MV Reddy at the Andhra Pradesh Agricultural University developed the mega varieties Swarna (MTU 7029) and Samba Mahsuri (BPT 5204), released in 1982 and 1986 respectively. IARI scientists like EA Siddiq, VP Singh and AK Singh also bred improved high-yielding basmati varieties, including Pusa Basmati 1 (released in 1989), 1121 (2003) and 1509 (2013).
India exported 6.1 million tonnes of basmati rice valued at $5.94 billion (Rs 50,311.89 crore) in 2024-25. More than 90% of that was from IARI-bred varieties.
Borlaug was once asked why the Green Revolution succeeded in India and not in most other developing countries, specifically Africa. He is said to have replied that it was because 'they didn't have institutions like IARI and scientists like MS Swaminathan'. The latter was instrumental in devising the overall strategy and implementation plan for the Green Revolution, with the full support of the then political leadership — from agriculture minister C Subramaniam to Prime Ministers Lal Bahadur Shastri and Indira Gandhi.
Significantly, IRRI's chief breeder Gurdev Singh Khush — his IR 36 and IR 64 varieties were planted in 10-11 million hectares (mh) each worldwide during the 1980s and 1990s respectively — was an Indian.
So was Sanjaya Rajaram, appointed by Borlaug as head of CIMMYT's wheat breeding programme when he was just 29. The major varieties released during the 1990s in India — PBW 343, WH 542, Raj 3765 and PBW 373 — were all under his leadership.
Why India still needs them
The accompanying table shows that six out of the top 10 wheat varieties, accounting for over 20 mh out of the roughly 32 mh area sown by Indian farmers in 2024-25, were directly released from CIMMYT material.
The only notable indigenously bred wheat variety in recent times has been HD 2967, which covered a record area of 12-14 mh at its peak in 2017-18 and 2018-19. But the varieties released since then are predominantly based on CIMMYT germplasm.
CIMMYT and IRRI, to that extent, remain relevant to India, which has a vital stake in both institutions. With the US under Trump adopting a more transactional, if not coercive, approach to foreign policy, India has both scope and reason to step up funding of the global breeding research and development programme. In 2024, India contributed a mere $0.8 million to CIMMYT and $18.3 million to IRRI.
'We should give more, but it must be for basic and strategic research in areas such as identification of new genetic resources for heat and drought tolerance, nitrogen use efficiency traits, gene editing and use of artificial intelligence tools. And it should be collaborative, not at the expense of funding for our own national agricultural research system,' said Rajendra Singh Paroda, former director-general of the Indian Council of Agricultural Research.

Various bodies governing academic institutions have established systems to ensure transparency and accountability in recruitment, promotions, and related academic activities. The teaching experience, papers published in refereed journals, research projects, and other accomplishments are the blueprints on which academic careers are built. All these 'academic' activities are not value-neutral and must be read through a socio-political prism. Often, the media highlights caste-based discrimination during recruitments/promotions. Still, nothing changes. Last week, while responding to a question from Rajya Sabha MP Manoj Jha, the Centre informed the RS that 80 per cent of the posts sanctioned in central universities for professors under the OBC category and nearly 83 per cent in the Scheduled Tribe (ST) category are currently vacant. However, there is no centralised data on 'not found suitable' (NFS). It was recently reported that the University of Delhi snubbed a scientist belonging to the SC community as NFS to be promoted as professor. Similar instances could also be found during direct recruitments for reserved positions. The Registrar of Rajasthan Central University, in a notification dated May 29, provided a list of selected candidates for teaching positions. More than 50 per cent of positions were declared 'NFS' — 11 among them belong to SC/ST/OBC and EWS (two positions) categories at various levels. The data provided fails to mention the number of women candidates from these communities who have been declared NFS. The data compiled on higher education reveals that increasing numbers of SC/ST and OBC candidates are accessing higher education institutions. So, it is not the lack of 'qualified' and eligible candidates that keeps these seats vacant. According to German philosopher Jürgen Habermas, universities carry the seeds of the reproduction of social life-worlds and hence, constant vigilance is required to unleash its transformative potential. Similarly, sociologist Pierre Bourdieu emphasised that education plays a key role in maintaining the status quo , thereby perpetuating existing social inequalities. This is apparent in the deeply hierarchical Indian society. In public institutions, due to constitutional provisions, reservation has become mandatory, but a line needs to be drawn when it comes to teaching appointments/promotions. Only through promotions will the candidates from the marginalised communities be able to become associate professors, professors, deans and heads of the departments. This is the only way to ensure their active participation in decision-making bodies. However, 'casteplaining' prevalent in academia doesn't let this happen. Recently, Bangalore University was in the news as Dalit faculty alleged that despite having served in administrative roles for several years, alongside their teaching responsibilities, they are being 'sidelined' in appointments to statutory positions and are being given only 'supervisory' roles without adequate authority or recognition. Academia involves not only the attainment of relevant knowledge but also the grasping of soft skills such as mannerisms, clothing, diction, etc. This cultural capital, or the lack of it, becomes difficult to navigate during the selection process. Women candidates lose out if their speech or body language is seen as aggressive. Such candidates seem to disturb the equanimity of the department. I was part of an interview panel to select assistant professors for a private university. A Dalit woman candidate had a good grasp of the subject matter but lacked a polished English accent. The head of the panel observed that she would not be able to 'manage' the class as her speaking skills were limited. The class had students from management and commerce backgrounds from affluent families. Hence, even after recruitment, many were asked to perform more administrative duties than classroom teaching. Another bone of contention during the selection process is the quality of publications, which are subjective in nature. The publishing field is an exclusive zone, and very few students have the wherewithal to publish in 'reputed'/'impact factor' journals. Support of the research supervisor/mentors/peer group is vital in getting published, as one needs the right academic network to get labelled a good scholar. For the past few years, UGC has published the Care List of journals, and only those publications have been given weightage. Many journals that dealt with caste, gender, marginality, exclusion, etc., were removed from the list. Often, dubious and predatory journals had a higher 'impact factor' than scholarly ones such as the Economic and Political Weekly. Many were forced to pay to get the required scores. Even after the applications are screened by a duly constituted committee, the interview panel can refuse to recognise the publications commenting on their quality, language and content. What has seldom been acknowledged in the recruitment process are the ideological affiliations of the institutions/candidates. This is also a major reason for candidates being declared NFS. In the majority of the selection committees, experts constitute a small pool, belonging to the dominant communities, while exercising their caste and gender privileges. In DU colleges, the same set of experts is called to conduct the interviews, which raises questions of impartiality and fairness of the selection process. In DU and JNU, many teachers who protested against the institution were denied promotions for many years, citing flimsy reasons. The situation in regional and state universities is even worse. Journalist and author Isabel Wilkerson succinctly observed that when an 'accident of birth' aligns with what is most valued in a given caste system — being able-bodied, male, white, or other such traits — it becomes their moral duty to develop empathy for those who must endure the indignities they have been spared. It calls for a radical kind of empathy. This implies that as a society, we need to relearn a new consciousness, to understand another's experience from their perspective, not as we imagine. Only through such engagements can we rebuild institutions based on equality and fraternity, and the objective of social justice be attained. (Bloomberg) -- Hedge funds dedicated to emerging-market debt are increasingly turning to risk-mitigating strategies to ensure they lock in double digit gains as a broad rally in developing nation assets deepens. After a banner first half of the year, hedge funds targeting EM debt have returned nearly 13% on an annual basis — more than their peers positioned in any other asset class, according to data based on Bloomberg indexes. The latest global financial flows data shows the asset class remains thriving and the extra yield investors demand to hold the sovereign debt of developing nations over US Treasuries just hit a 15-year low. Such tight pricing, along with uncertainty over US policies and global conflicts, is pushing hedge funds to curb risks as they ride the historic rally. The funds do this by swapping longer-maturity bonds in their portfolios for less risky shorter-dated ones. They also focus on higher-rated debt and the most-liquid securities while keeping an ample cash pile. 'Do you just want to be massively long on credit on these valuations? I'd say probably not,' said Anthony Kettle, who co-manages BlueBay Emerging Market Unconstrained Bond Fund with Polina Kurdyavko and Brent David. 'Having a little bit of dry powder evidently makes sense, and also running elevated cash levels.' To be clear, Kettle said, there's still a 'decent environment' to gain additional returns as funds become more selective and can profit from both rising and falling asset prices, unlike index-based investors. The $784-million BlueBay fund has returned 17% over the past 12 months. Investors have taken advantage of EM inflows stoked by increased interest for alternative assets amid US policy unpredictability, which has also weakened the dollar. While many developing countries have come out of distressed debt levels as sentiment improved, further risks include another Iran-Israel flare up and potential additional increases in US tariffs, including on the buyers of Russian energy. President Donald Trump's administration has caused a 'breakdown of the traditional safe haven correlations' by shaking up the post-Cold War world order, creating an 'unusual and unpredictable' environment, said Demetris Efstathiou, the chief investment officer of Blue Diagonal EM Fixed Income Fund. 'It is very hard to predict what they will do next with tariffs, and on top of that you have ongoing wars,' Efstathiou said. His fund is 'very conservatively' positioned with shorter-maturity bonds and he avoids weak credits to protect the portfolio in the event of a global slowdown and market downturn. He has increased holdings of AAA- and AA-rated EM sovereigns along with less-indebted countries with large domestic markets like Brazil, Turkey and Mexico. EM-dedicated bond funds have received $31 billion in inflows year-to-date, with positioning increased in each of the last 14 weeks as global markets recalibrate after an era of US dominance. A near-record $5.7 billion piled into the asset class in the week though July 23, according to EPFR Global data provided by economists at Bank of America Corp. For some, flows of such a magnitude signal that EM debt is already predicting the best-case scenario. The US and European Union agreed on a deal that will see the EU face 15% tariffs on most of its exports, including automobiles, to stave off a trade war. Following the deal announced on Sunday, EM debt mostly strengthened with local yields in emerging European nations such as Poland, the Czech Republic and Hungary declining. 'The market is now priced for a Goldilocks scenario with the risk of a severe recession receding significantly and expectations' of one or more rate cuts by the Federal Reserve, the $847 million Enko Africa Debt Fund said in a letter to clients. Managed by Alain Nkontchou, the Africa-specific hedge fund has returned 24% over the past year. Nevertheless, the expected volatility means that traditional buy-to-hold trades may not necessarily succeed and that hedge funds will prioritize holding more liquid assets to ensure an easier exit in case sentiment turns, according to ProMeritum Investment Management LLP, a $700-million fund that invests in developing markets outside China. 'Liquidity management will be critical in the second half of the year because of an unpredictable environment and geopolitical risks,' said Evgueni Konovalenko, managing partner and head of strategy at the firm. Kinetic launches DX e-scooter starting at ₹1.11 lakh

Marking a significant comeback in the Indian two-wheeler market, Kinetic Engineering Ltd . (KEL) on Monday launched the Kinetic DX EV, an electric version of its iconic DX scooter from the 1990s. Developed and manufactured by its electric vehicle arm Kinetic Watts and Volts , DX EV is available in two variants — DX and DX+, priced at ₹1,11,499 and ₹1,17,499 (ex-showroom, Pune), respectively. Bookings are now open on the company's official website, with a refundable booking amount of ₹1,000. According to the company's statement, deliveries will begin in September 2025, with bookings limited to 35,000 units. It is co-developed with Italian designers and comes integrated with segment-first features such as Kinetic Assist, voice alerts, and Easy Flip pillion footrest. The company said DX EV's key highlight is its 37-litre under-seat storage, which it claims is the largest in its class, capable of holding two helmets and additional essentials. 'The legendary Kinetic DX earned a permanent place in the hearts of millions,' said Ajinkya Firodia, Vice Chairman, Kinetic India. 'Reviving this icon was about reintroducing reliability and innovation in a future-ready format. The new DX marks the beginning of a bold new chapter for Kinetic and for India's electric mobility landscape.' Performance and features DX+ is powered by a 2.6 kWh LFP battery (supplied by Range-X) and delivers an IDC range of 116 km and a top speed of 90 kmph. It also features K-Coast regenerative technology, a 60V system, and three riding modes — Range, Power, and Turbo. The scooter comes equipped with a BLDC hub motor producing 4.8 kW peak power, 220mm front disc brake, telescopic front suspension, adjustable rear shock absorbers, and combi-braking system. While the DX+ will be available in five colours — Red, Blue, White, Silver, and Black — the DX variant will come in Silver and Black. The e-scooter will be manufactured at Kinetic's facility in Pune. The company has already infused ₹72 crore into its EV business and committed an additional ₹177 crore for scaling up the DX platform.
